    To ask the Secretary of State for Work and Pensions, with reference to the Government’s response to the Independent review of the operation of jobseeker’s allowance sanctions, published in July 2014, when he plans to publish the communications review referred to in that document.

    We have accepted all recommendations made by the Oakley Report and we have already implemented a number of improvements. Our response sets out a number of target completion dates for recommendations made by the Oakley Report.

    In the Government Response to the Oakley Review we committed to report on the progress of the Communications Review by the end of 2014. The Department published an update on improvements to communications following the review, on 18 December 2014. This can be found here:

    To ask the Secretary of State for Foreign and Commonwealth Affairs, if he will publish a note of the meeting with Dmitry Firtash at his Department on 24 February 2014.

    Foreign and Commonwealth Office (FCO) officials met Dmitry Firtash on 24 February to discuss developments in Ukraine and support for Ukraine from the international community. They did not discuss matters of national security. The meeting was part of a wider approach by the FCO to understand better the situation in Ukraine, by seeking information and views from a wide range of contacts, including senior business figures. The Government does not have plans to publish a note of the meeting at this time. According to our records, Dmitry Firtash has not attended any other meetings with the FCO in London.

However the Chartered Institute of Public Finance and Accountancy (CIPFA) collect, annually, from the individual library authorities comprehensive information relating to library service provision in the United Kingdom, which includes data relating to the questions raised.     To the knowledge of its current management team, English Heritage has not declined to take control of any heritage sites as custodian of last resort in the last 30 years. English Heritage has occasionally been offered properties that it has declined on the basis that there were other more suitable solutions available.

    To ask the Secretary of State for Culture, Media and Sport, which Arts Council England strategic programmes are designed specifically to address the National Lottery directions issued in 2007.

    Lottery Distributors, including Arts Council England, are required to take account of directions issued under Section 26 (1) of the National Lottery etc. Act 1993. It is for the Arts Council to determine how best to do so in designing its strategic programmes.
