    To ask the Secretary of State for Defence, what proportion of eligible early service leavers have participated in the Early Service Leaver Programme of the Careers Transition Partnership in each year since 2010.

    The Future Horizons Programme (FHP) for Early Service Leavers was introduced on 1 October 2013. Between 1 October 2013 and 31 March 2014 33% of eligible personnel participated in the FHP. During 2014-15 62% of eligible personnel participated in the FHP. Data prior to this date is not held as there was no requirement to collate this information prior to October 2013. However all Early Service Leavers prior to October 2013 were entitled to unit level support as part of standard Ministry of Defence policy.

    To ask the Secretary of State for Health, how much of his Department’s planned £8.4 million expenditure on armed forces veterans’ mental health services will be spent in (a) 2015-16, (b) 2016-17, (c) 2017-18, (d) 2018-19 and (e) 2019-20; and in what areas of mental health services that funding will be spent in each of those years.

    NHS England has £1.8 million per annum baseline (recurrent to 2019/20) funding for veterans mental health services. This funding is used to provide 10 veterans mental health teams across England to meet locally identified needs of veterans and manage the network of providers of National Health Service commissioned veterans mental health services.

    The funding also provides access for veterans to on-line mental health counselling services provided by the Big White Wall.

    In addition, NHS England provides £3.2 million a year to commission the Armed Forces service charity Combat Stress to provide specialised inpatient services for the treatment of complex post- traumatic stress disorder (PTSD).

    In 2014/15 additional funding of £1.68 million was used to fund three pilots to develop and test enhanced models of care for veterans.

    The pilots will:

    • develop a joint substance misuse and mental health service model for veterans;
    • an outpatient service for veterans with moderate to severe PTSD; and
    • develop a modal of care to address the barriers that some veterans experience in accessing mental health services.

    NHS England will soon commence a consultation to explore the future service needs for veterans mental health services. Future procurement will depend upon the outcome of this consultation as services will be commissioned to take account of revised needs assessments.

    Veterans are also able to access the full range of NHS mental health services in the same way as the wider public.

    To ask the Secretary of State for Defence, how many Type (a) 45 Destroyers and (b) 23 Frigates will be used to host training programmes for Royal Navy personnel in 2015-16.

    Training programmes for Royal Navy personnel are delivered on all Royal Navy ships and submarines as part of the unit’s generation and operation cycles, throughout individuals’ careers. We currently have six Type 45 Destroyers and 13 Type 23 Frigates in service.

    To ask the Secretary of State for Health, when Ministers in his Department were first informed about NHS England’s decision to change the data collected in the 2015-16 Winter Daily Situation Reports; when that decision was taken; and who was responsible for making that decision.

    NHS England worked closely with NHS Trust Development Authority (TDA), Monitor (now NHS Improvement) and the Department over the summer to design the approach to winter monitoring. The approach this year is proportionate and risk based whereby trusts who have previously encountered heightened operational pressure are given the most support and are subject to the closest monitoring locally. Less challenged trusts are subject to a lighter touch approach and are required to submit a smaller selection of data items in the daily return. The overall approach was agreed in September by the respective chief executives of NHS England, TDA and Monitor with the Secretary of State for Health.

    To ask the Secretary of State for Health, what the (a) rates of admission to hospital, (b) total hospital bed-days per population and (c) rates of admission to hospital from a nursing home or residential care home for patients with a secondary diagnosis of dementia and aged over (i) 65 and (ii) 75 years of age for each clinical commissioning group in England were in each month of the last five years.

    Information on (a) the rates of admission to hospital, (b) the total hospital bed-days per population and (c) the rates of admission to hospital from a nursing home or residential care home for patients with a secondary diagnosis of dementia who are aged (i) over 65 and (ii) over 75 for each clinical commissioning group (CCG) in England for the each month in the past five years could only be obtained at disproportionate cost.

    We have provided data attached which shows patients with a secondary diagnosis of dementia by CCG of residence for individuals aged (i) over 65 and (ii) over 75, for 2013-14 showing:

    (a) the rates of admission to hospital per age group population,

    (b) the total hospital bed-days per age group population and

    (c) the rates of admission to hospital from a nursing home or residential care home per age group population.

    Note that some patients who live in nursing homes or residential care may have their source of admission recorded as ‘usual place of residence’ by the hospital staff but we cannot identify these.

    18,673 accident and emergency (A&E) attendances by patients aged 0 to 18 had a diagnosis of a psychiatric condition in 2014-15.

    Notes:

    1. These figures are from Hospital Episode Statistics (HES).

    2. A&E Diagnosis

    The main diagnosis recorded for A&E attendances. Please note that the recording of the diagnosis field within the A&E data set is not mandatory. It is not known to what extent changes over time are as a result of improvements in recording practice. The following codes were used in this enquiry: 35 = Psychiatric conditions

    3. Provisional data

    The data are provisional and may be incomplete or contain errors for which no adjustments have yet been made. Counts produced from provisional data are likely to be lower than those generated for the same period in the final data set. This shortfall will be most pronounced in the final month of the latest period. It is also probable that clinical data are not complete, which may in particular affect the last two months of any given period. There may also be errors due to coding inconsistencies that have not yet been investigated and corrected.

    To ask the Secretary of State for Health, how he plans to hold to account clinical commissioning groups whose transformation plans do not include key performance indicators or estimated costs.

    As part of improving transparency, all Local Transformation Plans must be published locally and made widely available.

    NHS England’s guidance Local Transformation Plans for Children and Young People’s Mental Health and Wellbeing – Guidance and support for local areas is explicit about the need to promote equality and address health inequalities, and states that plans should ‘address the full spectrum of need including children and young people who have particular vulnerability to mental health problems for e.g. those with learning disabilities, looked after children and care leavers, those at risk or in contact with the Youth Justice System, or who have been sexually abused and/or exploited’.

    The assurance process requires local areas to evidence how they are meeting the needs of vulnerable groups including looked after children and children who have experienced abuse.

    An analysis of Local Transformation Plans has been commissioned and will include a thematic review of how the mental health needs of children and young people in vulnerable groups have been addressed.

    As set out in the guidance for Local Transformation Plans an integral part of the locally developed Children and Young People’s Mental Health Transformation Plans includes a tracking template that sets out local progress milestones and financial spend. This tracker will be used as the basis for assurance assessment in 2015/16 and from 2016/17 onwards progress on local transformation will become part of the mainstream planning assurance process.

    Local Transformation Plansrequire all key partners in a local area to agree how best to meet the mental health needs of children and young people in their local populations. 122 Local Transformation Planshave been developed that cover all 209 clinical commissioning groups.

    The assurance process for Local Transformation Plans for Children and Young People’s Mental Health and Wellbeing was undertaken by NHS England regional teams and included assurance against each plan of standard self-assessment and tracker templates to enable a comparison of plans against objective success criteria.

    NHS England have commissioned a quantitative and qualitative analysis of the Local Transformation Plans, in order to support policy makers, local commissioners and services to understand and use the data that is contained within the plans to drive further improvements. Local Transformation Plans will be reviewed from a narrative, analytical and financial perspective, with thematic reviews carried out in key focus areas that align with Future in mind principles.
