To ask the Secretary of State for Defence, what his Department’s expenditure was on the Joint Service Housing Advice Office in each year since 2010.

The Joint Service Housing Advice Office has had eight posts since 2010.

The total expenditure of individual departments, including the Joint Service Housing Advice Office, is not collated at a single point. For example, infrastructure costs (including utilities) are managed through Regional Prime Contracts which do not split out individual units. Similarly, equipment costs cannot be split out. For this reason, the total expenditure of the Joint Service Housing Advice Office cannot be provided.

To ask the Secretary of State for Defence, how much his Department spent on the veterans’ accommodation fund in each year since 2010.

The £40 million Veterans Accommodation Fund was open for applications in 2014 using LIBOR money to support projects providing veterans accommodation. Successful projects were announced between July 2014 and July 2015, with a total of 16 projects supported. For details of the funding allocated to the successful projects I refer the hon. Member to the answers I gave on 2 June 2015 and 23 November 2015 to the hon. Member for St. Helens North (Mr McGinn) to Questions 428 and 16834.

In addition, the Chancellor announced in March 2015 a new £25 million Aged Veterans Fund staged over five years; this is also provided from LIBOR fines and charities can apply for funding to help veterans born before 1950. The Aged Veterans Fund is now closed for applications, but it will reopen in 2016.

To ask the Secretary of State for Defence, how many early service leavers received the increased settlement package in each year since 2010.

We do not recognise the term increased settlement package, but have interpreted this as meaning the Early Service Leaver provision (termed the Future Horizons Programme with effect from October 2013):

FY 2013-14 (October 2013 – March 2014) – 806

FY 2014-15 (April 2014 – March 2015) – 2,254

FY 2015-16 (April 2015 – 15 December 2015)

(includes CTP Future Horizons with effect from 1 October 2015) – 1,906

To ask the Secretary of State for Defence, how many early service leavers received the basic settlement package in each year since 2010.

We do not recognise the term basic settlement package, but have interpreted this as meaning the Early Service Leaver provision prior to October 2013. Data is not held as there was no requirement to collate this information prior to October 2013. However all Early Service Leavers prior to October 2013 were entitled to unit level support as part of standard Ministry of Defence policy.

To ask the Secretary of State for Defence, what proportion of former members of the armed forces who participated in the the Careers Transition Partnership found sustainable employment within six months of leaving the armed forces in each year since 2010.

The latest information held on personnel that have participated in the Careers Transition Partnership (CTP) is as at 31 March 2014. Between 2010-11 and 2013-14 the following percentage of personnel who participated in the CTP found sustainable employment within six months of leaving the Armed Forces:

2010-11 – 85%

2011-12 – 85%

2012-13 – 83%

2013-14 – 84%

Figures presented for 2013-14 are provisional as personnel can receive CTP resettlement services up to two years before and after leaving the UK Armed Forces. Figures are revised annually in the Official Statistic publication with figures being fixed after two years.

To ask the Secretary of State for Defence, what proportion of those eligible service personnel who have left the reserve forces have participated in the Reservists Employment Support Programme of the Careers Transition Partnership in each year since 2010.

Following the commencement of the Career Transition Partnership on 1 October 2015, the Reservists Employment Support Programme is expected to be trialled from April 2016.

To ask the Secretary of State for Defence, what proportion of those eligible service personnel who have left the armed forces have participated in the Specialist Support Programme of the Careers Transition Partnership in each year since 2010.

Information is held on personnel that have participated in the Specialist Support Programme (SSP) (formerly the Recovery Careers Service and now called CTP Assist) for the period 1 April 2013 – 30 September 2014. Data prior to this date is not held as there was no requirement to collate this information prior to April 2013.

All eligible individuals who require support from the SSP are referred to it. Between 2013-14 and 2014-15 the following numbers of personnel have participated in the SSP:

2013-14 – 3,000

2014-15 (1 April 2014 – 30 September 2014) – 1,960

To ask the Secretary of State for Defence, what proportion of those eligible service personnel who have left the armed forces have participated in the Employment Support Programme of the Careers Transition Partnership in each year since 2010.

Personnel with between four and six years of Service are eligible for the Employment Support Programme (ESP). The latest information held on eligible personnel that have participated in the ESP is as at 31 March 2014.

Between 2010-11 and 2013-14 the following percentage of the total Armed Forces outflow have participated in the ESP:

2010-11 – 10%

2011-12 – 6%

2012-13 – 6%

2013-14 – 8%

Figures presented for 2013-14 are provisional as personnel can receive Careers Transition Partnership resettlement services up to two years before and after leaving the UK Armed Forces. Figures are revised annually in the Official Statistic publication with figures being fixed after two years.

Personnel with at least six years’ Service are eligible for the Core Resettlement Programme (CRP). The latest information held on eligible personnel that have participated in the CRP is as at 31 March 2014. Between 2010-11 and 2013-14 the following percentage of eligible personnel have participated in the CRP:

2010-11 – 76%

2011-12 – 74%

2012-13 – 74%

2013-14 – 72%

Some of the personnel eligible for the CRP may choose to use the Employment Support Programme instead.

Figures presented for 2013-14 are provisional as personnel can receive Careers Transition Partnership resettlement services up to two years before and after leaving the UK Armed Forces. Figures are revised annually in the Official Statistic publication with figures being fixed after two years.
