    To ask the Minister for the Cabinet Office, how much central government expenditure on small and medium-sized enterprises in 2014-15 was spent in the North West.

    The Crown Commercial Service only collects regional spend data for direct spend with small and medium-sized enterprises (SMEs), so the following figures, which are taken from the Governments Spend Analytical tool, Bravo, do not incorporate spend through the supply chain.

    Direct spend with SMEs of £205,978,657.91 was reported in 2014-15 for the North West of England.

    During the same period, the following amounts were reported as going to small businesses in the requested locations:

    OL1 – £2,706,290.86

    OL2 – £18,611.30

    OL3 – £54,984.10

    OL4 – £66,325.40

    OL8 – £83,737.93

    OL9 – £566,399.25

    M35 – £76,074.91

    To ask the Secretary of State for Education, whether her Department issues guidance to schools on how to identify and manage incidences of parental alienation.

    Protection from abuse and neglect is a fundamental right of all children and young people, regardless of their family situation, and the government will continue to review how schools, police, social services and other agencies work together to protect all children.

    The Department published updated statutory guidance in 2015 on Keeping Children Safe in Education and Working Together to Safeguard Children. Schools and colleges must have regard to this guidance when carrying out their duties to safeguard and promote the welfare of children. All school and college staff should be aware of the various forms of abuse, including emotional harm, so that they are able to identify children in need of help and support and know what action to take. This would include recognising where children are suffering as the result of family relationship breakdown.

    To ask the Secretary of State for Business, Innovation and Skills, what assessment his Department has made of the effect on people accessing services of a contract being terminated early by the Skills Funding Agency due to the provider being at risk of failure.

    The Skills Funding Agency (SFA) does not terminate contracts on the grounds of a provider being ‘at risk of failure’. When the Skills Funding Agency terminates a provider’s contract early, whatever the reason for the termination, it ensures that an alternative provider is in place to enable employers and learners to continue their programme if they wish to do so.

    To ask the Secretary of State for Business, Innovation and Skills, what steps he is taking to support apprenticeship providers to take on people who have special educational needs and disabilities.

    We are committed to ensuring that apprenticeships are accessible diverse range of people including young people with learning difficulties or disabilities.

    We have supported the production of an employer toolkit and a Special Educational Needs (SEN) section of the Education and Training Foundation Excellence Gateway.

    To encourage employers to hire apprentices, the Government funds apprenticeship training for all 16-18 year olds. This level of funding is extended for apprentices who have an Education, Health and Care Plan (EHC Plan) aged 19-24. In addition, providers can access Learning Support funding to help apprentices who have a learning difficulty and/or disability.

    A Taskforce, led by my hon. Friend the Member for Blackpool North and Cleveleys (Paul Maynard), has been looking at issues around apprenticeships for people with learning difficulties or disabilities. The Taskforce is currently considering its recommendations.

    Apprenticeships are safeguarded by the same equality duties under the Equality Act (2010) as any other employment. We encourage the use of the range of reasonable adjustments available so apprentices with special educational needs and disabilities (who can apply for Access to Work funding) can demonstrate what they know and can do.

    Government investment in all forms of renewable energy continues to be predicated on achieving an energy mix that is secure, clean and affordable. Government will be announcing details of the next energy innovation programme and the Contracts for Difference (CfD) allocation round in due course.

    We are committed to tackling hate crime in any form. The cross Government Hate Crime Action Plan, published in July 2016, focuses on reducing hate crime, increasing reporting and ensuring that all criminal justice partners and key stakeholders deliver the appropriate outcomes for victims.

    In July, the Government published its 5-point plan to ensure the benefits of tourism extend beyond London and across the UK. The Welsh economy continues to benefit from a thriving tourist industry, with recent figures showing the amount spent by overseas visitors increased by £34 million over the last year.

    To ask the Secretary of State for Business, Innovation and Skills, what assessment his Department has conducted of the adequacy of the level of financial support offered to small businesses that have been in operation for two years or less; and if he will make a statement.

    The Government recognises that new businesses can encounter difficulties in obtaining the finance they need to start-up or grow. However I am encouraged that net lending to smaller businesses has been recovering strongly since the end of 2014. The Bank of England has reported that credit conditions for SMEs seeking finance are improving and the SME Finance Monitor shows that 80% of SME loan and overdraft applications were successful in the 18 months to 2015 Q3, up from 68% in Q4 2013.

    Latest figures show that net SME lending from banks participating in the Funding for Lending Scheme grew by £675m in the third quarter and the Bank of England recently announced that allowances earned by banks for increasing their net lending under the scheme will be available to draw down for a further two years. The government also continues to fund start-up loans, with more than 33,000 loans worth over £180 million issued so far and a target to deliver 75,000 loans by the end of the parliament.

    I am also encouraged by our growing alternative finance sector, with the UK the leading fin tech centre of Europe.

    A recent report from the Legatum Institute rated the UK as the best country in the EU in which to start a business and the government will continue to back our small businesses to start and grow.
