    To ask the Secretary of State for Communities and Local Government, what data his Department holds on the effect of the Troubled Families programme on rates of school exclusions in (a) primary and (b) secondary education in (i) England and (ii) the Greater Manchester authority area in each year from 2012 to 2015.

    The published independent evaluation of the first programme presents data from local monitoring that shows that 10% of families had at least one child permanently excluded on entry to the first Troubled Families Programme (2012-15) and 28% had at least one child with a temporary exclusion. Where data were available for families at exit, 65% of families saw a reduction in permanent exclusion and 70% of families saw a reduction in temporary exclusions.

    Due to time-lags in national datasets, the first programme’s independent evaluation was not able to track school exclusion outcomes in national datasets within its timeframe.

    The evaluation of the new Troubled Families Programme (2015-20) will measure changes in school exclusions (both temporary and permanent) using national data held by the Department for Education at both a national and local authority level.

    To ask the Secretary of State for the Home Department, when she plans to implement Schedule 23 of the Crime and Courts Act 2013.

    Schedule 23 of the Crime and Courts Act 2013 sets out the process for making an Order under Section 2 of that Act. Section 2 provides that the Secretary of State may make provisions about National Crime Agency Counter-Terrorism functions. There are no immediate plans to use Schedule 23 of the Crime and Courts Act 2013.

    Although counter-terrorism policing already has effective national structures, we will in due course carry out a review to look at how we might enhance our capabilities further.

    By 2025 we will have a highly capable expeditionary force of around 50,000. Joint Force 2025 will enable our Armed Forces to project power, deploy quickly and for longer periods and make the best use of new technology. We are investing in our front line by spending £178 billion over the next decade on equipment. We have committed to protecting the size of the Armed Forces by increasing the Royal Navy and Royal Air Force by a total of 700 personnel and not reducing the Army below 82,000.

    The Government has made no specific estimates of the number of people who will pay less Inheritance Tax in either Ashfield constituency or Nottinghamshire as a result of the reforms to Inheritance Tax that will be introduced from April 2017.

    The proportion of 16 and 17 year olds in full-time education in England was 70.3% at the end of 2005 and 82.2% at the end of 2014 (provisional figures). These figures are published in Table A7 of the ‘Additional tables – rates’ in the Statistical First Release (SFR) ‘Participation in education, training and employment’ and can be found here: https://www.gov.uk/government/collections/statistics-neet

    Figures for end 2015 are not yet available but will be published on 30th June 2016 as part of the above series.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, if he will issue a response to EDM 211, 2016 Report by UN Commission of Inquiry on Human Rights in Eritrea, tabled on 14 June 2016.

    Following the publication of the UN Commission of Inquiry on Human Rights in Eritrea, we remain concerned about human rights issues in the country. The Foreign and Commonwealth Office’s latest Human Rights Report includes Eritrea in its list of 30 priority countries for the UK government and sets out the changes needed. We continue to press the government of Eritrea, including at ministerial level, to take concrete steps to improve its respect for human rights.

    We welcome the recent increased engagement between Eritrea and the UN Office of High Commissioner for Human Rights, and Eritrea’s agreement to work with the United Nations Development Programme to implement the recommendations of the Universal Periodic Review on human rights. We urge further such cooperation to help bring about human rights reform in Eritrea.

    We will give a full statement when the UN Human Rights Council discusses the COI’s report on 21 June.

    KPMG are not providing oversight to the Successor programme. In July 2015, KPMG were awarded the Acquisition Support Partner framework contract, assisting the Ministry of Defence to improve the performance of its overall acquisition system. This includes but is not restricted to supporting the nuclear and submarine enterprise.
