    To ask the Secretary of State for Justice, if he will take steps to implement the Low Commission’s recommendation that legislative proposals should be brought forward to (a) make the Access to Justice Foundation the recipient of unclaimed damages in collective actions and (b) introduce a compulsory Interest on Lawyer Trust Accounts scheme for firms with profits above an agreed threshold with the proceeds of that scheme being paid to the Access to Justice Foundation.

    The Government commends those providers of legal services who already use the monies generated from their client accounts to help fund pro bono and charitable work. We would encourage other providers to follow that example. We want to create a one nation justice system to work better for victims and to deliver a faster and fairer justice for all citizens. We are considering how this can be taken forward.

    To ask the Secretary of State for Health, if he will take steps to ensure that the NICE guidelines on prescribing anti-depressants for children will be reviewed following the findings of the recent Nordic Cochrane Centre study, published in the British Medical Journal in January 2016, that use of these medications doubled the risk of suicide in people under the age of 18.

    Local authorities are responsible for ensuring sufficient school places in their area, and supporting them to do this is one of the Government’s top priorities. That’s why we have committed to investing £23 billion in school buildings up to 2021, to create 600,000 new school places, open 500 free schools and address essential maintenance needs.

    The Department assesses the impact of all proposed measures before laying legislation using standard government methodology. These assessments are set out in Impact Assessments which are scrutinised by the Regulatory Policy Committee before publication alongside the Statutory Instrument. Impact Assessments include a thorough analysis of the costs, benefits and risks associated with policy options.

    A number of the tobacco measures contain commitments to further review the impact of the legislation within five years of them coming into force.

    In considering the possible impact on patients of the increased charges for 2016/17 and for 2017/18, we concluded that the existing exemptions and Low Income Scheme will protect the most vulnerable, ensuring there should be no significant impact on an individual’s inclination to visit the dentist.

    Information on enrolments at UK Higher Education Institutions are collected and published by the Higher Education Statistics Agency (HESA). The latest data for the 2014/15 academic year suggests there were about 40 full-person equivalent postgraduate students enrolled in soil science across three UK universities and colleges; these are the University of Aberdeen, University of Nottingham and the University of Reading. Of these, about 15 full-person equivalents were masters students studying at the University of Aberdeen.

    Soil science has a Joint Academic Coding System (JACS) code of F770. This is a detailed level code and some universities may occasionally allocate students to more general codes.

The Home Office is therefore unable to provide the information requested.

    To ask the Secretary of State for Defence, how many Tornado and Typhoon jets operating in the Iraq and Syria region are fitted with the TCASS II Collision Warning System.

    Six Tornado aircraft operating over Syria and Iraq are fitted with the Honeywell Traffic Alert and Collision Avoidance System (TCAS) II, a system designed to de-conflict aircraft operating in civil airspace. This is the first system to be deployed in a combat jet fleet globally, although TCAS is not used in operational theatres for security reasons.

    To ask the Secretary of State for Transport, with reference to the briefing by the National Audits Office entitled Delivering major projects in government, published on 6 January 2016, what plans his Department has to increase the amount of data it publishes on major projects.

    The Department for Transport (DfT) accounts for a whole life value of £92bn within the Government Major Projects Portfolio (GMPP).

    The DfT follows the Cabinet Office transparency policy by publishing the Department’s data in line with requirements, including the annual publication of GMPP data, SRO appointment letters and individual project cases.

    The Department continually assures project delivery in relation to costs, timings and benefits through clear governance and project and programme management (PPM) requirements, which must be satisfied throughout the life cycle of a project. This includes investment board endorsement at key project planning and delivery stages, and independent assurance within the Department. Further external assurance is provided for example by the Infrastructure and Project Authority (IPA). The department uses a widely understood and highly regarded economic tool, known as WebTAG, for calculating costs.

    In addition to individual project assurance, the Department works with the IPA on both GMPP and its own portfolio reporting requirements. The Department has been actively involved in work to improve the collection, collation and analysis of key areas of project delivery, including costs and benefits, in line with the recent IPA review and refresh of GMPP data collection.

    As part of the Department’s internal governance, regular portfolio reporting on the aggregated performance and health of major projects is presented to the Department’s investment board. The Department has recently assessed the maturity of its portfolio reporting and has an action plan to further develop its capability in key areas.

    The Department reports infrastructure projects that are £50m or more on the National Infrastructure Pipeline (NIP) which details public and private infrastructure investment which is either forecast, being delivered, or completed.
