    To ask Her Majesty’s Government which body or bodies establishes the final criteria for qualified teacher status; what are those criteria; and where they are made available.

    The National College for Teaching and Leadership publishes the Initial Teacher Training (ITT) criteria. These set out entry, training, management and quality assurance criteria with which all accredited providers of ITT must comply with.

    The Teachers’ Standards were published in 2011 and apply to all teachers regardless of their career stage. They define the minimum level of practice expected of teachers. For the purpose of the award of qualified teacher status (QTS), they constitute the ‘specified standards’ within the meaning given to the phrase in Schedule 2 of The Education (School Teachers’ Qualifications) (England) Regulations. As such, they are used by accredited providers of ITT to assess trainee progress and attainment during, and the end of, a training programme.

    We estimate that there are approximately 20,000 – 35,000 workers from the Democratic People’s Republic of Korea (DPRK) in the Russian Federation. We do not hold detailed information on the number of DPRK refugees currently in the Russian Federation.

    To ask the Secretary of State for Energy and Climate Change, if she will make it the policy of the Government that electricity customers across the UK should pay the same for electricity transportation.

    Electricity network charges vary by region and reflect the costs of running the network in that area and the number of consumers that those costs are spread over. The Government does not plan to move to national network charging, as the current cost reflective approach helps to ensure efficient use of the network and keeps overall costs down for bill payers across Great Britain. In contrast, national pricing risks an overall increase in network costs by weakening each network company’s local accountability to its customers, as well as making charges less transparent. On 23 October 2015, Ofgem published a report on the regional differences in network charges, which found no compelling case from a regulatory perspective to move to a national network charge. The report is available at:

    The Government will continue to consider any evidence that is presented.

    A report from the cultural heritage advisors to the UNESCO World Heritage Committee completed in October 2015 recognised the on-going and constructive engagement that is taking place between the Department of Transport, Highways England, Department for Culture, Media and Sport, Historic England, English Heritage, National Trust and Wiltshire County Council.

    The Department for Transport also shares the report’s view that the design and location of a road improvement for this section of the A303 needs to be carefully considered in order to protect and enhance the World Heritage Site.

    To ask Her Majesty’s Government whether there are any restrictions concerning ships anchoring in Mount’s Bay, and what steps are being taken to protect fishermen’s lobster pots from damage by ships’ ground tackle.

    There are no restrictions concerning ships anchoring in Mount’s Bay. International freedoms permitting ships to anchor within territorial seas are protected under the UN Convention for the Law of the Sea (UNCLOS). Ships’ Masters are responsible for selecting safe and appropriate anchorage positions for their ships.

    The Maritime and Coastguard Agency (MCA) is aware of the ongoing sea‑space competition issue between shipping and fisheries in Mount’s Bay. Warnings of unattended fishing pots have been placed on both nautical charts and in Admiralty Pilot books to assist Ships’ Masters with the decision where to anchor.

    In October 2015, the MCA facilitated a meeting between affected Mount’s Bay fishermen and the UK’s Safety of Navigation Committee, with a view to addressing the underlying problems here. This work is ongoing.
