    To ask the Secretary of State for Business, Innovation and Skills, how many businesses were compensated for the indirect costs of the (a) EU Emissions Trading System and (b) carbon price floor; what the average award per eligible business was; and what the total monetary value of such compensation was in (i) 2013-14, (ii) 2014-15 and (iii) 2015-16 to date.

    Since the compensation schemes for indirect costs of the EU Emissions Trading System (EU ETS) and the Carbon Price Support (CPS) mechanism began, the total number of businesses compensated is 60 and 58 respectively. The table below sets out the amounts of compensation paid from 2013 to 2015 in calendar years. CPS compensation payments began in 2014. The average award per business over that period can be calculated from the table.

    DFID plays a key role in the UK government’s wider efforts to promote a more stable Yemen that is more able to address its humanitarian needs, working closely with other government departments to ensure that our combined diplomatic, humanitarian and military efforts make the maximum contribution to improving the situation in Yemen.

    As part of this, we discuss all issues of relevance to the humanitarian response. We also meet regularly with external organisations to discuss the humanitarian situation and delivery of aid in Yemen.

    The Ministry of Justice Court Proceedings Database does not hold the nationality of offenders convicted of criminal offences in England and Wales. Obtaining this information would incur disproportionate cost.

    As announced in the Prime Minister’s speech on 8 February, my officials have been working closely with the Home Office to introduce a legal requirement for defendants appearing in court to provide their name, date of birth and nationality. This will enable earlier identification of foreign national offenders and help with the removals process.

    To ask the Secretary of State for Health, what assessment he has had made of the effect of the introduction of the HPV vaccination on reducing the incidence of head and neck cancer among men who have sex with men.

    In November 2015 the Joint Committee for Vaccination and Immunisation advised that a human papillomavirus (HPV) vaccination programme should be introduced for men who have sex with men (MSM) attending genito-urinary medicine clinics. In preparing this advice, the Committee took into account mathematical models that considered the likely effect of the vaccination programme on anal, penile and oropharyngeal (including tonsillar) cancers. The models suggested that introduction of HPV vaccination for MSM is likely to decrease the incidence of oropharyngeal cancers in the long term.

    It is essential that everyone, irrespective of background and upbringing, has the opportunity to get the skills and training they need to get on in life. Tech levels and certificates in schools, Traineeships, Apprenticeships, National Colleges, Institutes of Technology and proposed technical education reforms set out in the Skills Plan, present real opportunities for people of all ages to acquire the high quality skills and vocational or technical education that employers demand. Opportunity Areas will be at the forefront of my Department’s drive to increase opportunities for young people to develop the skills they need to succeed.

    To ask the Secretary of State for Education, pursuant to the Answer of 16 November 2015 to Question 15281, what assessment she has made of the adequacy of the number of teachers trained in the last 10 years; and if she will make a statement.

    There are now more, better-qualified teachers in England’s classrooms than ever before. In November 2014 there were 454,900 full time equivalent (FTE) teachers, up 5,200 from the previous year and up 13,100 from 2010. A record 96.6 per cent of all teachers now hold a degree or higher qualification.

    Teacher vacancy rates have remained stable at around 1 per cent of all posts for over a decade, and retention rates have also remained stable over the same period. Approximately 90 per cent of teachers are in service in the year after they qualify, and 72 per cent of those who qualified in 2009 were still teaching 5 years later. Over the longer term, over 60 per cent of teachers remain in service 10 years after qualifying.

    Nevertheless, we recognise that teacher recruitment is a challenge as the economy continues to strengthen and competition for new graduates intensifies; this is particularly true in certain areas of the country. We are taking steps to attract more top graduates and career changers into the profession, particularly in those core academic subjects that help children reach their potential. This includes offering generous financial incentives, such as tax-free bursaries of up to £30,000 for top graduates in priority subjects such as physics.

    Information is not available on how many people did not have a National Insurance Number (NINo) on 31 March 2015 because not everyone needs, or is entitled to a NINo.

    The majority of UK Nationals are allocated a NINo by HMRC when they approach age 16.

    DWP is responsible for allocating NINos to adults, which mainly affects adults entering the UK from abroad. A NINo is only allocated when an individual requires one for employment purposes, where the individual has a legal right to work in the UK, or if there is entitlement to a Social Security Benefit/ Tax Credit or in order to be awarded a Student Loan.

    To ask the Minister for the Cabinet Office, what forecast he has made of the number of young people that will participate in the National Citizen Service in each year from 2015 to 2020.

    Over 200,000 young people have benefitted from the National Citizen Service (NCS) since 2011. In 2014 57,789 young people took part. The figure for 2015 will be made available after an independent evaluation later this year.

    The Prime Minister has announced the ambition to expand the programme to 60% of all 16 year olds by 2021 and this is the target we aim to deliver.

    The funding for NCS was announced in the autumn statement and spending review. More than £1billion has been committed to the expansion of NCS in this parliament.
