    To ask the Secretary of State for Environment, Food and Rural Affairs, what estimate her Department has made of the (a) economic contribution of pollinator activity across the UK and (b) potential last economic value if pollinator populations continue to decline at present rates; and if she will make a statement.

    Bees and other pollinators play an essential role in our £100 billion food industry. In 2014, Defra published an independent review of the evidence on the status and value of pollinators[1]. The review estimated the total value of all pollinators through the value of insect-pollinated crops in the UK as approximately £600 million, updating estimates of around £400 million in previous Defra-funded research. It also concluded that there was insufficient data to calculate the ‘lost economic value’ of ongoing or likely future changes in pollinator populations.

    To ask the Secretary of State for Business, Innovation and Skills, pursuant to the Answer of 26 February 2016 to Question 26772, whether (a) legal costs and (b) compensatory payments resulting from investor state dispute settlement claims relating to the acts of local authorities would be passed onto those local authorities; and if he will make a statement.

    If the UK were to lose a claim brought under the investor-state dispute settlement (ISDS) mechanism of a trade and investment treaty which relates to an act of a local authority, the Government would typically be responsible for legal costs incurred and compensatory payments awarded by the ISDS tribunal. However, the UK has a good record of creating the right environment for investors and treating them fairly – we have over 90 such agreements in place with other countries and there has never been a successful ISDS claim brought against the UK.

    To ask the Secretary of State for the Home Department, what the outcomes were of Chief Constable David Shaw’s review of the publication of taser data and other use of force by police officers; and if she will place in the Library a copy of the findings and recommendations of that review.

    Data is not recorded centrally on the number of times the police have deployed Taser devices on psychiatric wards. A Taser record is completed by police officers each time a Taser is used. However, this record does not currently show the detailed geographical or type of location.

    Police Use of Taser statistics are published by the Home Office and most recently on 28 April 2016. These provide a snapshot of Taser use.

    We have been very clear that the public need greater transparency and that is why the Home Secretary asked Chief Constable David Shaw to lead an in-depth review of the publication of Taser data and other use of force by police officers.

    The review recommended that the police record and publish the ethnicity, age, location and outcome of all serious use of force by police officers, including physical restraint and Taser. Pathfinder forces started to collect this data from April this year, and it is anticipated that the collection will form part of the 2017-18 Home Office Annual Data Return.

    A copy of Chief Constable David Shaw’s review will be placed in the House library. The review contained no data on the number of times the police have used Taser in mental health settings.

    To ask Her Majesty’s Government whether they plan to negotiate extending reciprocal social security arrangements to overseas countries so as to facilitate an annual increase in the state pension for British citizens who retire to those countries.

    The Government has a clear position, which has remained consistent for around 70 years: UK State Pensions are payable worldwide and uprated abroad where we have a legal requirement to do so – for example in countries where a reciprocal agreement is in place that allows for uprating. There are no plans to change this or to assess the impact of British citizens’ choosing to retire abroad.

    To ask the Secretary of State for Environment, Food and Rural Affairs, what discussions she has had with the owners of Heathrow Airport on ensuring that that airport meets UK and EU air quality standards; and if she will make a statement.

    Defra’s Secretary of State has had no recent discussions with Heathrow Airport.

    Defra officials met with representatives from Heathrow Airport and the neighbouring Local Authorities to discuss the Heathrow Air Quality Action Plan as it was being developed. Since the Plan has been implemented regular meetings have taken place to understand the impacts of actions on local air quality.

    Defra officials have also been in contact with Heathrow regarding the preparation of the Draft Air Quality Plan which sets out actions required to meet the EU limit values for nitrogen dioxide (NO2) in the Greater London Urban Area.

    To ask the Secretary of State for Health, what evidence his Department holds on the prevalence of off-label prescribing among (a) specialist clinicians, (b) GPs, (c) nurses and (d) other medical professionals.

    The Department does not hold the information requested. The Health and Social care Information Centre has published information on prescribing data by British National Formulary chapter.

    Where clinically appropriate, off-label prescribing is supported in guidance given to prescribers by both the General Medical Council and by the Medicines and Healthcare products Regulatory Agency. Prescribing in this way is part and parcel of normal every day clinical practice. It is very common in paediatric and palliative care.

    Discussions relating to the Access to Medical Treatments (Innovation) Bill are considering how a potential database covering off-label use could be constituted.
