The Department only holds data for the last seven financial years, in accordance with departmental policy for retention of financial data, and the Finance Act 1998 – Schedule 18 Part III, Duty to keep and preserve records.
The government spending control regime has changed many times since the period referred to in the question, however generally payments to charities such as these would score as “grants”. To ask the Secretary of State for Health, what steps his Department is taking to ensure there are enough neonatal nurses who have completed accredited training in specialised neonatal care to enable neonatal units to meet marker of good practice 2.2.3 in the Toolkit for High Quality Neonatal Services, published by the NHS and his Department in October 2009.

A key standard set out within NHS England’s service specification for specialised neonatal critical care is that hospitals trusts who do not meet the staffing levels recommended by the British Association of Perinatal Medicine, must be working towards an agreed plan with their respective Regional Specialised Commissioning Teams to meet and maintain the nurse staffing levels in line with the Department’s Toolkit for High Quality Neonatal Services.
The increasing demand for neonatal care has resulted in additional challenges for some trusts in meeting the recommended nurse to patient ratios. However, 71 (54%) of the 131 neonatal critical care services now meet required staffing ratios and NHS England Regional Specialised Services Commissioning Teams continue to work with their respective hospital trusts to improve this situation.

In 2016/17 Public Health England (PHE) will support local, regional and national HIV prevention activities by providing stakeholders, commissioners and policy makers with specialist public health services. PHE is working through its detailed budget setting process having regard for the outcome of the Spending Review. PHE is not yet in a position therefore to confirm funding figures for 2016/17.

To ask the Secretary of State for Transport, pursuant to the Answer of 2 February 2016 to Question 24092, whether the transport grant his Department provides for Transport for London (TfL) is included within, or is separate from, the general grant paid to TfL and the Greater London Authority.

They are one and the same thing. Under section 101 of the Greater London Authority Act 1999, the Department for Transport provides an annual grant to the Greater London Authority, known as the GLA transport grant, for the purposes of Transport for London. In recent years the grant has had both a capital and a resource element to it, sometimes referred to informally as TfL’s “investment” and “general” grants. In 2015/16 the GLA transport grant amounted to a little over £1.5 billion in total, split between some £925 million of capital funding (TfL’s “investment grant”), and some £659 million of resource funding (TfL’s “general grant”).

In 2015/16 we contributed £33.5 million to the United Nations Relief and Works Agency General Fund which ensures provision of education and medical treatment for Palestinian refugees in Lebanon. We are spending £1.15 million this financial year within the Palestinian camps to support Palestinian youth networks to bolster community stability and resilience to extremism. This includes supporting youth in the development of solutions to community-level problems, civic participation and alternative dispute resolution mechanisms, and the production of youth-led counter extremist narratives.

Figures published by the Health and Social Care Information Centre show that there has not been a reduction in the number of consultant clinical pharmacologists employed in the National Health Service in England.
As part of its workforce planning, Health Education England (HEE) take account of a range of factors including forecast rates of retirement. HEE has recently undertaken a review of the clinical pharmacology and therapeutics workforce, the findings of which will contribute to future workforce planning for this specialty in England.
It is for the respective Governments in Scotland, Wales and Northern Ireland to consider workforce planning for their health system.

To ask the Secretary of State for Foreign and Commonwealth Affairs, what discussions he has had with his Democratic Republic of Congo counterpart on ensuring that elections in that country are open and transparent.

I have repeatedly urged the Foreign Minister of the Democratic Republic of the Congo (DRC), Raymond Tshibanda, to ensure that elections in his country are open, transparent and are conducted in line with his country’s Constitution. Most recently I wrote to Mr Tshibanda in April this year to follow-up on my meeting with him in the margins of a UN debate on the Great Lakes region held in March 2016. I also met Mr Tshibanda at the African Union Summit in Addis Ababa in January 2016. In all my interactions with representatives of the Congolese Government I have stressed the importance of a peaceful, democratic transition of power in the DRC. My Hon Friend, the Member for Ruislip, Northwood and Pinner (Nick Hurd MP), Parliamentary Under-Secretary (Department for International Development), visited the DRC in March 2016.
