Brendan O’Hara – 2015 Parliamentary Question to the Ministry of Defence

To ask the Secretary of State for Defence, what steps his Department has taken to communicate to local authorities and developers of onshore wind renewables projects the effect of the time taken to upgrade air defence radars at RRH Benbecula and RRH Buchan.

In respect of the upgrade of the Air Defence radar at Remote Radar Head (RRH) Buchan, the Ministry of Defence (MOD) is in contact with the developers who proposed the upgrade as mitigation for their wind farm proposal.

At RRH Benbecula, the MOD is in contact with the Western Isles Council and developers via the Council’s Working Group. In addition, the MOD provided an Air Defence update at the Aviation Management Board meeting on 5 November 2015 at which Scottish Government, the wind industry and RenewableUK representatives were present.

The MOD continues to undertake full technical and operational assessments of all site specific Air Defence radar mitigation proposals, including those to the upgraded TPS-77 radar systems at RRH Benbecula and RRH Buchan. It remains the responsibility of developers to submit site specific mitigation proposals. The MOD will determine whether the impact upon the radar is of a permissible level.

To ask Her Majesty’s Government whether they will link GP registers of people with learning disabilities and ONS mortality data to enable comparisons of age and cause of death between people with learning disabilities and the general population at a national level, and to measure change over time.

The Department of Health is currently working with Public Health England, NHS England, the Health and Social Care Information Centre and the Learning Disability Mortality Review Programme to consider the feasibility of linking different datasets in order to compare outcomes for people with learning disabilities with the general population. This aims to help reduce inequalities and poor outcomes, including premature mortality, in people with learning disabilities.

To ask the Secretary of State for Culture, Media and Sport, what steps his Department is taking to (a) encourage innovation and competition amongst broadband network providers and (b) reduce monopoly control over broadband infrastructure.

It is a matter for Ofcom to monitor and regulate competition in electronic communications markets and last year it launched a Strategic Review of Digital Communications. Maintaining and promoting competition and innovation in the electronic communications markets are key areas that Ofcom is considering.

The promotion of competition and innovation in the telecommunications sector is high on the Government’s list of objectives for the European Commission’s review of the Electronic Communications regulatory Framework, as was reflected in our response to its consultation. Proposals from the Commission are expected later this year.

Tata have confirmed to us that they working closely with all of their customers and suppliers at this time, and HMG is supporting Tata to make sure that their customers and suppliers are fully aware of all the efforts the Government is making to secure a sale of their UK facilities.

The Government has also written a letter to Tata’s supply chain and customers highlighting our commitment to the UK steel sector, and the steps we are taking to support the industry.

I refer the hon. Member to the oral answer I gave during Defence questions in the House on 27 June 2016 to the hon. Member for Rutherglen and Hamilton West (Margaret Ferrier).

The Government have already invested £1.6 billion in the Type 26 programme. We will only enter into a contract once we are confident of the delivery schedule and the ability of the contractors to meet that schedule on a cost effective basis.

Steve McCabe – 2015 Parliamentary Question to the Department of Health

To ask the Secretary of State for Health, what (a) the Government’s policy is and (b) guidance his Department has issued on the use of e-cigarettes as an alternative to smoking; and if he will make a statement.

The Government believes that vaping/using e-cigarettes is significantly less harmful than smoking tobacco products. Evidence suggests that smokers can substantially benefit their health by fully substituting the use of e-cigarettes for smoking. Public Health England has been working with Local Stop Smoking Services encouraging them to be open to the use of e-cigarettes, where clients choose to use them to support their quit attempts, alone or alongside other nicotine replacement therapies and the behavioural therapy that the services offer.

The first e-cigarette was licenced by the Medicines and Healthcare products Regulatory Agency earlier this month. The Government continues to encourage applications for licensed medicinal products to enable both general practitioners and Local Stop Smoking Services to prescribe products which have demonstrated that they meet appropriate standards of safety, quality and effectiveness.
