    To ask the Secretary of State for Education, when she expects the decommissioning of Sparrowdale School to be completed.

    School playing fields are protected by Section 77 of the School Standards and Framework Act 1998. Schools and local authorities must obtain the Secretary of State’s approval before they can dispose of their land. Applications to dispose of school playing fields are considered by the independent school playing fields advisory panel, and are approved only when it is demonstrated that the application meets published criteria.

    The Department is aware of an application by Warwickshire County Council to seek approval to dispose of the former Sparrowdale Special School. The application is currently being processed by officials at the Education Funding Agency; a final decision should be expected in the summer. The application will only be considered when sufficient information is available to consider how the sale proceeds will be invested to benefit other local schools. The Secretary of State will consider the recommendation of the panel before making her final decision.

    To ask the Secretary of State for Culture, Media and Sport, what progress has been made on the rollout of superfast broadband in (a) Warwick and (b) the Warwick and Leamington constituency.

    Current estimates suggest that almost 90% of premises in the Warwick and Leamington constituency are subject to commercial rollout, and a further 5% of premises (2,369) now have coverage as a result of the Government’s Superfast Broadband programme.

    Based on DCMS modelled estimates and current delivery plans, 96% of premises in the Warwick and Leamington constituency will have access to superfast broadband by December 2017. Early gainshare funding that BT will return in response to the high levels of take-up being achieved, could help extend coverage further.

    The Department for Exiting the EU has responsibility for overseeing preparations for the withdrawal of the UK from the EU and conducting these withdrawal negotiations in support of the Prime Minister. In doing this, it is working very closely with other Government departments, including the Ministry of Defence, and a wide range of other interested parties.

    To ask the Secretary of State for Defence, pursuant to the Answer of 18 October 2016 to Question 48618, how many UK bids were received for the supply of steel for that part of the Successor submarine manufacture.

    The management of the steel procurement process for the Successor programme is the responsibility of the Prime Contractor, BAE Systems. One UK firm participated in the tendering process for the submarine pressure hull steel, but did not make a viable proposal.

    Other stages of construction will include grades of steel manufactured by British suppliers and we encourage them to take the opportunity to bid.

    85% of BAE System’s supply chain for the new submarines is based in the UK.

    Officials from the Foreign and Commonwealth Office (FCO) and our Embassy in Tel Aviv visited three Bedouin communities in the Negev, including Um al Hiran, on 5 August. This visit, arranged through the Negev Coexistence Forum for Civil Equality (NCF), deepened our understanding of the constant risk of demolition faced by both recognised and unrecognised Bedouin villages; the restrictions on construction in even Government-planned Bedouin towns; and the unequal provision of services to communities of different ethnicities in the Negev. We remain concerned about this situation and will continue to work with partner countries, to address the inequalities.

    To ask the Secretary of State for Justice, if he will bring forward legislation to encourage the greater use of non-custodial sentencing options for driving offences where danger was caused but with no evidence of intent or wilful risk-taking on the part of the driver.

    Parliament sets the maximum penalties for driving offences and it is for the courts to decide what sentence to impose, taking into account aggravating and mitigating factors of the offence and the offender, and in line with the sentencing guidelines. The previous Secretary of State established a review into these issues. We are considering how to take this forward. My right honourable friend the Secretary of State is meeting colleagues to discuss this issue in the new year.

    To ask the Secretary of State for International Development, what progress has been made to further develop clean water programmes in sub-Saharan Africa in the last 12 months.

    In 2014/15, DFID provided access to clean water for 5.8 million people including 2.6 million people in sub-Saharan Africa. These were some of the almost 63 million people in Africa and Asia that DFID supported to gain access to water and sanitation between 2011 and 2015. We are currently formulating our new portfolio to deliver on the UK government’s commitment to help a further 60 million people get access to clean water and sanitation by 2020. We expect sub-Saharan African countries to feature significantly including continuation of programmes in Ethiopia and the Democratic Republic of Congo. Two programmes designed to meet our previous commitments, a programme with UNICEF (the United Nations Children’s Fund) and the Water, Sanitation and Hygiene Results Programme, will continue to deliver results until early 2016, including in Ghana, Kenya, Madagascar, Mozambique, Niger, South Sudan, Tanzania, Uganda and Zambia.
