    William Wragg – 2022 Tribute to HM Queen Elizabeth II

    The tribute made by William Wragg, the Conservative MP for Hazel Grove, in the House of Commons on 9 September 2022.

    If I was asked by primary school children, “Did you ever meet Her late Majesty the Queen?”, I would sadly have to say no—there has been no practising of bows and curtsies as my hon. Friend the Member for Chatham and Aylesford (Tracey Crouch) described. Perhaps I have finally learned this afternoon the attraction of being a Government Whip: not only does it seem to increase the likelihood of being called early in a debate such as this, but they certainly got to spend a great deal of time with Her late Majesty.

    Bagehot described our easily understood constitution as the distinction between the dignified and the efficient. Supposedly, the efficient is the Government, but I will let new Ministers discover that in due course. The dignified is the monarch, of whom there can be no greater embodiment than Her late Majesty.

    Much has been said of anecdotes, but I will briefly quote from Her Majesty’s Christmas broadcast in 1974, because what she said then more or less sums up where we are today. She said:

    “Here in Britain…we hear a great deal about our troubles, about discord and dissension and about the uncertainty of our future. Perhaps we make too much of what is wrong and too little of what is right. The trouble with gloom is that it feeds upon itself and depression causes more depression. There are indeed real dangers and there are real fears and we will never overcome them if we turn against each other with angry accusations. We may hold different points of view but it is in times of stress and difficulty that we most need to remember that we have much more in common than there is dividing us.”

    May Her late Majesty rest in peace. May God console her family in their time of grief. May God save the King.

    It is a pleasure to be called to speak in the debate.

    The motion in the name of the Leader of the Opposition is deeply flattering to me—presumably—and to the Committee that I have the great pleasure of chairing. I appreciate the Opposition’s confidence in us, but would gently encourage them to have more confidence in themselves rather than deferring entirely to my Committee.

    In the exposition with which he responded to the deputy Leader of the Opposition, my right hon. and learned Friend the Paymaster General remarked that the motion was unconstitutional, and I have to say that perhaps it is. However, I increasingly find that the Government themselves advance all sorts of propositions that could be described as unconstitutional in the first place, not least the assertion by some members of the Cabinet that we now have a quasi-presidential system of government. That, I imagine, would be news to Her Majesty. I might ask whether the reading of choice in the Cabinet is indeed Dicey and Bagehot nowadays, or perhaps something a little lighter.

    The Public Administration and Constitutional Affairs Committee has not requested these powers, but I understand the sentiment behind them. It is the imperative to appoint a new adviser to the Prime Minister on ministerial interests, which, if I am to decipher what my right hon. and learned Friend said earlier, is something that they are keen to do.

    I will, if I may, briefly reflect on what happened last week. Lord Geidt appeared before the Committee on Tuesday. He went through an astonishing transformation, it seems, over the course of that week—those who may have been a little critical of his appearance on Tuesday were regarding him as a great national folk hero by Wednesday. I am sure that he was touched by that change of heart. None the less, he certainly had a difficult time, not on the basis of him as an individual—a man of flawless reputation, I might advance, with a distinguished record of public service not least to Her Majesty—but probably because he was defending a sticky wicket. He found the need to bring clarification to the motivation behind his resignation in a letter to me on Friday. It is clear that Lord Geidt is not a political creature, but that is exactly the kind of quality that is needed in the independent adviser.

    It should not go without challenge in this House when Ministers appear in the media, but some unhelpful perceptions have been created. I am afraid to say that the Secretary of State for Digital, Culture, Media and Sport was wheeled out on the radio on Friday—presumably for the nation’s entertainment rather than its edification. Her appearance was quite astonishing. I agree with her on one thing though. Let me paraphrase what she said. “Never heard of him”, she said. That is quite right. I do not think that the independent adviser to the Prime Minister on ministerial interests should be heard of, because the sort of the work that they undertake should be done thoroughly, but discreetly. It should never capture the public imagination—I think that that is more of a reflection of the times in which we are living, which, largely, are of our own making.

    I would further question why my right hon. Friend, the Secretary of State for Digital, Culture, Media and Sport, felt the need to observe that Lord Geidt had been complaining about the amount of work that he had to do. Well, we know what could be done about that perhaps. All I would say in praise of my right hon. and learned Friend on the Treasury Bench is that he is a complete contrast to the Secretary of State for Digital, Culture, Media and Sport, and I welcome his sensible and considered approach to these matters and indeed the emphasis that he placed in, I think, the urgent question last week, which was that it was vitally important to have such a position filled.

    On the question of whether people care, I think that, yes, they do care. The British public are, on the whole, capable of having two thoughts in their minds at once. Yes, they are able—by their own painful experience quite often—to understand the cost of living crisis. Yes, they are entirely able to have empathy and grave concern about the situation in Ukraine, but they are also able to judge the Government on whether they think that they behave—not perfectly, because that is not what people expect—with at least an adequate degree of propriety. I say to colleagues that we might gently remember the Standards Committee report from the autumn, which I thought would have shown that, for many, this was an area of interest that the public thoroughly understood.

    I shall conclude briefly, the House will be relieved to know, as this matter does not really need a great deal more from me. Why do we have an independent adviser? It comes from a 2006 recommendation from the Committee on Standards in Public Life. There are practical reasons why these advisers are necessary. It is that they can give objective advice to the Prime Minister of the day. In fairness to the Prime Minister of the day, or the Prime Minister at any time, they have a difficult role in forming a judgment on close colleagues and, indeed, even friends. They need to be able to draw upon and be able to back up their decision with that advice.

    I completely support the idea that the Prime Minister has ownership of the “Ministerial Code”. It is his code, and it is right that it should be so. We should not be upsetting that constitutional principle. However, we need to make sure that there is an adviser, with the Prime Minister as final arbiter, in a way that allows for that transparency in the difficult decisions that they make.

    So, although personally deeply touched by the Opposition’s confidence in me, and indeed in the illustrious members of my Committee, I am afraid that I will not actively support their motion, which I know will upset them dearly. But as the right hon. Member for Ashton-under-Lyne (Angela Rayner) and I go back an awfully long way, to the time when she was union representative at Stockport Council and I was a mere humble councillor for the Hazel Grove ward, I trust that she will take what I have said in the spirit that it is intended. I look forward to hearing the rest of the debate.

    Thank you for calling me so early in this debate to deliver my sermon, Mr Speaker. If I may, by means of parish notices, let me wish Her Majesty a happy 96th birthday.

    My intention was to vote against the Government’s amendment and that would still be my intention were it to be moved. I appreciate the efforts by my right hon. Friend the Chief Whip to find a way through—he is somebody we are lucky to have in his role—but we were at risk of making a mistake. The original motion is perfectly acceptable and allows for much of the spirit of the amendment. For example, the publication of the Gray report would be automatic upon the conclusion of the Metropolitan police’s work. There was no need to complicate matters.

    The Ukraine situation is of huge importance, but the invasion of a sovereign nation by a dictatorial aggressor should not be a reason why we should accept lower standards ourselves. I have told the Prime Minister to his face that I think he is doing a good job in robustly supporting the Ukrainian Government. Her Majesty’s Government, along with our nation, can be proud of their role and generosity. Let us give credit where credit is due. However, much as I may have tried, I cannot reconcile myself to the Prime Minister’s continued leadership of our country and the Conservative party. I say this by means of context, so that everyone, particularly my constituents and colleagues, can understand my position, without hiding my views with ever more elaborate disguises. To those constituents who disagree with me, I say that I appreciate their anger, just as I can appreciate the anger of colleagues. However, say what you mean and mean what you say.

    I submitted my letter of no confidence to my hon. Friend the Member for Altrincham and Sale West (Sir Graham Brady) in December last year. I did so for the following reason. It followed the leak of the Allegra Stratton mock press conference video. I believe that in that video she did nothing wrong. She nervously laughed and sought to make light of an embarrassing situation. To see her crying on her doorstep, feeling the full weight of responsibility and anger of a country, was deeply moving and I felt immensely sorry for her. I hope that she is well and will be able to continue her distinguished career. But what alarmed me most was that, later that evening, a press preview of the winter covid plan B measures was brought forward to try to move matters on. We debated those measures at length, but we can agree, if not on their extent or importance, that they none the less sought to compel or restrict what people in this country could do. I therefore thought to myself: if a Government were prepared to bring such measures forward earlier in order to distract from their own embarrassment, the Prime Minister was no longer fit to govern.

    I care deeply about my colleagues. I know that a number are struggling at the moment. We have been working in a toxic atmosphere. The parliamentary party bears the scars of misjudgments of leadership. There can be few colleagues on this side of the House who are truly enjoying being Members of Parliament at the moment. It is utterly depressing to be asked to defend the indefensible. Each time, part of us withers.

    I have questioned my place in this party in recent months and perhaps that is symptomatic of a swathe of our voters in the country, but I tell them firmly that I am not going anywhere and I urge them to stick with us in the forthcoming elections. But for us to maintain their trust and confidence, we must be seen to do the right thing. It is our responsibility—it is the Conservative parliamentary party’s responsibility. We must stop delegating and delaying our political judgment. We each only have our own limited and imperfect integrity. We cannot keep spending it on others whom we cannot be sure will not let us down.

    I have great empathy for all those who worked at No. 10 and in the Cabinet Office. They bore an immense burden and worked under the most intense pressure. They worked hard and made sacrifices. I extend that same empathy to my right hon. Friend the Prime Minister, who knows more than most the personal challenges and personal battles that came from the pandemic. But the matter before us is one at the heart of this institution, of our Parliament.

    I love this place, believing it to be a place of high ideals and purpose. What is said here matters. Quite apart from the Facebook clips about roundabouts and drains in our constituencies, or indeed the confected anger to wind people up, it should be a place venerated by those of us given the singular honour of being sent here. Of course it can be a pantomime, a farce, turgidly boring and obscure, but it should always be reasonably honest. It is for that, I hope not naive, principle that I cannot support the amendment and I will vote for the motion.

    Below is the text of the speech made by William Wragg, the Conservative MP for Hazel Grove, in the House of Commons on 11 May 2020.

    When the public inquiry reports after being able to properly consider these events, there will be an almost irresistible urge to blame. That can only be natural, for we will as a nation feel grief—grief for those we have lost, grief for the things we have hitherto taken for granted, and grief for lost futures. The inquiry will demand papers, examine plans, ask awkward questions and reveal uncomfortable truths. There will be admissions, denials and rebuttals, claim and counterclaim, good days for some, bad days for others. There will be tales of heroism, and records of blunder. There will be examples of those who did not make reply, those who should have perhaps reasoned why, and, above it all, the lingering ghosts of those who simply did and died.

    The findings of the inquiry will not be phrased poetically. They will be categoric. I will wait for them and accept them, and we will all learn from them. The findings will put aside examples of hindsight-itis, which grow as the real pandemic subsides. Those who say they do not wish to play politics but then subtly do so will be able to deal in the facts, rather than propagate speculation. We will know who knew what and when, from whence this virus came, and myriad hows and whys will find their answer. We know it on reasonable authority that judgment is never quite so harsh upon the admission of responsibility, but perhaps most painfully of all there may be some answers we may never know.

    There are some people for whom our Prime Minister will never do anything right, but he is the Prime Minister and they are not. He knows that to govern is to choose. There are invidious choices ahead, and we need the Government to be fully engaged with the concerns and suggestions of wider society. They must also be engaged with this House, and I am sorry to say that this format of a virtual Parliament does not allow for it. As we ask our constituents to return to their place of work, with understandable anxieties and adaptations, so we must lead by example and return to ours.

    Through effective scrutiny we will get better government, for there are many candid friends of the Government in this House who want them to succeed on behalf of our entire nation. However, just as the Prime Minister and Ministers must exercise their judgment carefully and clearly, it is also for everyone to play a part in exercising our judgment, rather than entirely abdicating responsibility to the state. Although the state intervention has been great and necessary, it will be our individual patience, good sense and, above all, humanity that will see us through.

    Much has been made of the slogan used to convey the Government’s message. Supposedly clever people scoff and feign confusion. Well, we can argue about this weekend’s communication strategy and wish it were better, but ultimately we must have greater confidence in the judgment of the public.

    May I say what a joy it is to see you back in the Chair, Mr Deputy Speaker?

    I am very pleased to have secured this Adjournment debate on Stepping Hill Hospital, which comes at an important time in its development. I wish to discuss with the Minister the current pressures the hospital is facing, its recent performance figures and especially the strain on its accident and emergency and urgent care services. I hope to explain some of the reasons behind those pressures and what needs to be done, in both the short and the long term, to ensure that the hospital improves. In particular, I want to hear what the Minister is able to do to help the hospital and its staff to deliver better care for patients.

    Stepping Hill provides a vital service to local residents in both my constituency and, as evidenced by their attendance at this evening’s debate, the constituencies of right hon. and hon. Members across the region. I am a long-term supporter of the hospital, although I am bound to say that, given that it was the place of my birth. I was, of course, pleased that Stepping Hill Hospital was awarded specialist status as part of Greater Manchester’s Healthier Together programme. I backed that bid from the beginning, as a local councillor, parliamentary candidate and Member of Parliament. The hospital is also generally well regarded by local people for the services it provides, and it deserves special praise for the fantastic and difficult job it performed in treating victims of the terrible Manchester Arena bombing in 2017.

    The hospital faces difficulties in its performance in a number of areas. Although the latest Care Quality Commission inspection report rates the hospital as good for the care it provides and for leadership, its overall rating is “requires improvement”. The pressures are most acutely felt in emergency care services and in meeting its four-hour target in accident and emergency. In recent years the trust has struggled to consistently achieve the national standard of 95% of patients in the emergency department being seen and treated within four hours. Sadly, the most recent figures published demonstrate that Stepping Hill’s year-to-date position against that standard was 68%.

    Those headline figures in no way reflect the work of doctors, nurses and all the other hospital staff, who are working incredibly hard to see, treat and care for the unprecedented number of people currently accessing the emergency department. I place on record my personal thanks to all staff right across the hospital, who provide excellent care for patients, day in, day out.

    The reasons for Stepping Hill’s current performance against the standard are multiple and complex. They include the large catchment area it serves, rising demand, local population demographics, the limitation of the current building, a lack of alternative options to the emergency department, and integration with the local health and care system.

    First, may I congratulate the hon. Gentleman on what he is doing? I have read some of the background, as I have already told him, and I commend him for his energetic efforts on behalf of his constituents and the hospital. My hospital, like his, has a specialist stroke unit and we want to keep it open, too. Time is of the essence. Does he agree that the retainment and enhancement of specialist services must be a priority in the NHS, no matter what direction it takes?

    Naturally, I agree with the hon. Gentleman and commend him for his work, particularly in maintaining the stroke services at his local hospital. Indeed, I commend the work of all those who perform such vital roles at Stepping Hill.

    In other parts of the country, especially in large cities, people have a number of options for where they can receive care for a range conditions, including as a result of accidents and minor injuries. That means that emergency departments just care for the sickest patients who need resuscitation or emergency care.

    I am grateful to my hon. Friend for securing this really important debate. Stepping Hill Hospital serves not only Hazel Grove but High Peak and other parts of Stockport, and I know that there is a lot of interest in this debate. From my point of view, as the MP for Cheadle and as a Stepping Hill Hospital MP, I want to see the hospital really thrive. One of the issues facing the hospital is that it was built to accommodate about 50,000 out-patients—people coming into A&E—a year, and now that figure is going up towards 100,000. That is clearly a pressure on it. Does my hon. Friend agree that the £30.6 million that is going into the new emergency care centre will really make a difference?

    Absolutely. I congratulate my hon. Friend and constituency neighbour on the work that she has undertaken with me and others from across the region in securing additional funding. I will touch on that later. She is absolutely right, because Stepping Hills’ emergency department is overstretched and facing those rising demands. It was built to treat about 50,000 patients a year but is currently on track, as she says, to exceed 100,000 patients this year.

    I congratulate the hon. Gentleman on securing this Adjournment debate. Is it not also important to impress on the Minister the demographic nature of the borough of Stockport, which we all represent? Stockport is a microcosm of the whole country in that it has its own north-south divide. There are real health inequalities between those living in the north of Stockport and those living in the south. In the south of Stockport, people tend to live longer and stay healthier longer, but when they do reach old age, they often have very complex needs.

    The hon. Gentleman, my constituency neighbour to the north of my constituency, is entirely spot on. His remarks are incisive and to the point, ​because the demand for emergency care in our area has risen by about 5% in the past year, and in the three months to December alone it increased by 6%. It was previously rare for Stepping Hills’ emergency department to see more than 200 patients a day, but now it is not uncommon for over 300 people to seek treatment per day. Indeed, in Christmas week, over 1,700 patients were seen by the department.

    Bed capacity is also a problem at Stepping Hill. A hospital bed system should ideally run at about 85% occupancy to make way for new patients, but at Stepping Hill beds have been frequently running at over 99% occupancy. Having support in place to enable people to return home as quickly as possible once they no longer need acute hospital care is also key to achieving the national standard by improving the flow of patients through the hospital and its emergency departments. As the hon. Member for Denton and Reddish (Andrew Gwynne) says, Stockport has the highest proportion of elderly people in Greater Manchester, with 19.5% of the population being 65 or older. While increasing longevity is of course to be celebrated, our local population is living longer, often with complex and multiple health conditions, and they place a particular demand on the emergency department that is not seen to the same degree elsewhere in the region.

    The hospital has implemented a number of short-term initiatives to try to fix and improve the situation in A&E, particularly to address the extra winter pressures due to influenza and the cold weather. The trust recently spent £1.2 million provided by NHS England to expand the number of consulting and treatment rooms in the existing emergency departments. This winter, Stepping Hill implemented its winter plans two months early, opening an extra 30 beds in the hospital. Even so, concerns this year were so great that they were recognised by the Greater Manchester health and social care partnership. In December, the hospital received an extra £2 million of funding to enable it to open an additional 51 beds until after the end of March this year, increasing staffing and supporting seven-day working.

    However, I want to ask a number of questions of my hon. Friend the Minister, for whose consideration this evening I am very grateful. First, despite all those steps and extra beds, in December, alarmingly, 200 people waited for 12 hours or more in the department before a bed could be found for them. I wish therefore to ask him what more can be done by the Government to help Stepping Hill to improve its A&E performance in the short term.

    I congratulate my hon. Friend and constituency neighbour on securing this debate. I know he is a great advocate for the local NHS and for Stepping Hill Hospital, which many of my constituents use as their local hospital. He touched on the worrying performance figures. Does he agree that we need to get on with building the urgent care centre as soon as possible?

    First, may I congratulate my hon. Friend on his election in High Peak, which is next door to me, and for working as closely as possible with me on this issue as soon as he was elected? Like him, I welcome the investment that is coming, as I am about to outline.​

    Opening more temporary beds is not the answer to the pressures on our health and care system. A radical long-term solution is needed if Stepping Hill is to improve its A&E performance. That is why I, the hospital and all Members across the House with an interest in it have called for greater investment. The new £30.6 million of funding will enable the organisation to construct a three-storey, purpose-built emergency care campus. It will include an urgent care treatment centre, a GP assessment unit and a planned investigation unit, as well as a new ambulance access road and improved waiting areas.

    The emergency care campus will not be simply a new accident and emergency; it is intended instead to care for patients who require a slightly lower grade of emergency care, thus relieving the pressure on A&E by improving the flow of patients through the hospital from the emergency department. Patients who need resuscitation or emergency care will still be seen in A&E. This much-needed investment will relieve the pressures on accident and emergency by implementing a better triaging system for patients, meaning that they get the right care in the right place. Patients who do not require full A&E emergency care will be seen in one of the three new services at the urgent care campus.

    The urgent care treatment centre will provide an alternative for those who do not need resuscitation or emergency care. It is expected to triage about 45 patients a day away from accident and emergency. The GP assessment unit will support patients who are referred by their GP for hospital care, ensuring that they have quick access to the acute and medical specialists they need to see without going through the emergency department, thereby reducing A&E admissions by a further 25 patients a day. The planned investigation unit will improve the time in which patients are returned home with a care plan when they no longer need to access acute care services.

    The hon. Gentleman is being incredibly generous; I am very grateful. I associate myself and my hon. Friend the Member for Stockport (Navendu Mishra) with the proposals the hon. Gentleman has outlined.

    May I offer the hon. Gentleman some reassurance from across the boundary in the neighbouring borough of Tameside, which my constituency also covers? Fifteen years ago, when I was first elected to this House, the reputations of Stepping Hill Hospital and Tameside Hospital were almost in mirror image. Tameside was not the best place it could be. With great focus and new management, that hospital has been transformed. Does he share my confidence that better days are ahead of Stepping Hill, and my trust in the staff and the management to take the hospital back to where it needs to be?

    I absolutely concur with the hon. Gentleman. The leadership of the hospital is excellent. I think that, as he says, better days are very near. May I take this opportunity to welcome the hon. Member for Stockport (Navendu Mishra), who has come to take part in this debate?

    To follow up on the point made by the hon. Member for Denton and Reddish (Andrew Gwynne), it is great to see the progress that has been made at Tameside Hospital, which many of my constituents, particularly those in Glossop, Hadfield and Tintwistle, ​use as their local hospital. Does my hon. Friend agree that it is fantastic that the Government have committed to a new urgent care centre at Tameside Hospital as well?

    There is mutual praise and admiration all around in this debate, so I entirely agree with my hon. Friend. It is wonderful that we find such consensus on this issue. Stepping Hill unites us all, and that is something of which we can be proud.

    I intend to work closely with the Government, Stockport Council and the hospital trust to support the planning process, so that the new emergency care campus can be built and be up and running, treating patients as soon as possible. That leads to my second question for my hon. Friend the Minister. What timescale does he envisage for the completion of the new urgent care campus, and how confident is he that it can be met? How many more winters will the hospital go through before that new facility is up and running?

    No debate on hospitals would be complete without at least a brief discussion of parking, which is often the bane of patients, visitors and staff alike. It is an issue that affects not only those using the hospital but local neighbours. A lack of car-parking capacity, or the desire to avoid charges, often means that cars spill out to use kerbside parking on nearby residential streets, which can prove to be a significant inconvenience. I therefore welcome the Government’s commitment to provide free hospital parking for those who need it most, including disabled patients, parents and carers of sick children staying overnight, and hospital staff working night shifts, who are less able to rely on public transport. That change is long overdue and will make the NHS as accessible as possible for those who need it most.

    In addition, I am extremely encouraged that the Government plan to provide more than £200 million of capital funding for new car parks, to support several hospitals across England that need extra car-parking capacity. Does the Minister know which hospitals have been earmarked for that funding and whether Stepping Hill is among them? If he cannot give me a firm answer today, will he meet me following the debate, so that I can make the case again for increasing parking capacity at Stepping Hill?

    I look forward to hearing the Minister’s reply, and I hope that he can provide me with the answers to these important questions. I especially hope that he has some ideas on short-term solutions that can be found to help the hospital and its patients while construction work on the emergency campus is carried out. I would also like to take this opportunity to extend an open invitation to him to visit the hospital—I am sure that he would be very welcome—to see at first hand the pressures it faces and what can be done to improve the situation for the hospital and its patients.

    Finally, I wish to reiterate my thanks to the dedicated doctors, nurses and staff across the hospital for their tireless work, day and night, in these very challenging circumstances.
