    To ask the Secretary of State for Health, what the average waiting time for children between referral for an autism diagnosis and first diagnostic appointment was in each clinical commissioning group and primary care trust area in each year since 2010.

    The Department does not collect this information centrally.

    No formal statistics are collected of autism referrals, initial assessments or diagnoses. The Department does however commission Public Health England each year to carry out a self-assessment exercise with local authority areas on progress they are making in implementing the Autism Strategy for Adults in England.

    NHS England has almost completed a programme to visit clinical commissioning groups (CCGs) to identify and share good practice in accessing timely autism diagnosis. NHS England with support from the Association of Directors of Adult Social Services has visited a selection of areas to talk to CCGs and local authorities about their Autism Diagnostic Care Pathways and post diagnostic support. A report on this work will go initially to the June meeting of the Cross Government Autism Programme Board.

    To ask the Secretary of State for Health, what assessment the Government has made of the level of compliance with Medicines and Healthcare products Regulatory Agency guidance that specifies that biological medicines should be prescribed by brand name.

    Guidance issued by the Medicines and Healthcare products Regulatory Agency (MHRA) in 2008 states that, when prescribing biological products, it is good practice to use the brand name.

    MHRA does not have responsibility for monitoring the compliance of healthcare professionals with its prescribing guidance. The responsibility for prescribing rests with the practitioner who has clinical responsibility for their patient’s care and we would expect practitioners to take any relevant guidance into account when making their prescribing decisions. Practitioner professional bodies also have a role in setting out best practice to their members.

    To ask the Secretary of State for Transport, how much compensation his Department is liable for in its contract with Agility Trains in the event that the Inter City Express (IEP) fleet cannot be introduced in line with the contracted schedule for (a) delivery and (b) operation of new IEP trains on the (i) Great Western and (ii) East Coast mainlines.

    The contract for IEP sets out the process for calculating any liquidated damages the Secretary of State would be liable to pay to Agility Trains in the event that the trains cannot be introduced in line with the contracted schedule for delivery and operation. This would be calculated as a function of the daily Set Availability Payment forgone at that time. The precise amount would remain commercially confidential.

    Since 2013 Government has supported industry in delivering over 1.6 million measures which were installed in over 1.3 million households through the Energy Company Obligation (ECO) alone.

    We are now working with the industry and consumer groups on a new value-for-money approach. We’ve also commissioned an independent review led by Peter Bonfield to investigate quality, standards and consumer protection to ensure that the system properly supports and protects consumers.

    To ask Her Majesty’s Government, further to the Written Answer by Lord Ahmad of Wimbledon on 14 December (HL4088), what proposals they have also to consult travellers who use the railway line between London, Salisbury and Exeter.

    Network Rail undertook public consultations for a period of 90 days on the Wessex and Western Route Studies prior to their publication in August 2015.

    The Government expects to set out in July 2017 its investment plan for the railways during 2019 to 2024 (CP6). The Office of Road and Rail (ORR) will undertake public consultation as part of the process to develop plans for CP6.

    To ask the Secretary of State for Transport, what total amount has been received by (a) his Department and (b) HS2 Ltd under the Connecting Europe Facility 2015 Multi-Annual Work Programme; and what estimate he has made of the amount that will be received under that programme by each body in the next three years.

    The Department for Transport was awarded Connecting Europe Facility funding for the following projects in 2015:

    • South-Wales railway electrification study (Network Rail). €4.1 million
    • Arc Atlantique Corridor Phase II. A UK led ITS traffic management deployment project involving Ireland, France, Belgium, Spain, Portugal and Netherlands. The UK partners (Highways England, Transport Scotland, Department for Regional Development Northern Ireland, and the Welsh Government share amounts to around €9 million).
    • European ITS Platform – Italian project coordinating standards for deployment of ITS traffic management systems across Europe. The UK partners (Highways England, Transport Scotland, Department for Regional Development Northern Ireland, and the Welsh Government) amounts to around €0.5 million)
    • High Speed 2 (HS2 Ltd) €39.2 million

    It is not possible to estimate how much additional funding may be available in the next three years. Funding for projects is awarded through a competitive bidding process with projects having to meet specific criteria set by the European Commission. The second call for funding closed in February 2016 and the results will be announced later this year.

    To ask the Secretary of State for the Home Department, how many restriction (a) notices and (b) orders her Department has issued to restrict inquiries under (i) section 19(1)(a) and (ii) section 19(1)(b) of the Inquiries Act 2005 in each year since 2009-10 (A) in total and (B) for the Undercover Policing Inquiry.

    Since 2009, under section 19(2)(a) of the Inquiries Act 2005,the Secretary of State for the Home Department has issued a total of four restriction notices – two in 2014 and two in 2015. All four were in relation to the Litvinenko Inquiry.

    The Secretary of State for the Home Department has not issued any restriction notices for the Undercover Policing Inquiry.

    Under section 19(2)(b) of the Inquiries Act 2005 restriction orders can only be issued by the Chair of an inquiry.
