    To ask the Secretary of State for Business, Energy and Industrial Strategy, what representations he has received on the application of the cap on public sector exit payments to employees of Sellafield Ltd; and if he will make a statement.

    In relation to Sellafield Limited employees, my rt. hon Friend the Secretary of State has received representations, including from employees, employee representatives and Members of Parliament.

    The Government has legislated for a cap on public sector exit payments via the Enterprise Act 2016, as promised in the manifesto. The cap will apply to public sector organisations in line with the Office for National Statistics (ONS) classifications; Sellafield Limited is classified as part of the public sector by the ONS.

    To ask the Secretary of State for Work and Pensions, how many people in receipt of the independent living fund have had that funding reduced following the transfer of that fund to local authorities.

    The Government believes that local authorities are best placed to provide for the care needs of people in their local community. The Care Act 2014 introduced stringent minimum standards for this care and it is within this context that local authorities took over responsibility for the care and support of former Independent Living Fund users from 1st July 2015.

    The government has fully-funded them to meet their additional obligations for the remainder of the 2015/16 financial year, but does not hold information on the care packages of individual former users. It has, however, committed to conducting research on the impact of the Fund’s closure and has already identified a sample of former users who have agreed to participate.

    To ask the Secretary of State for Transport, how many and what proportion of UK seafarer (a) ratings and (b) officers were employed on non-UK registered vessels that qualified for the tonnage tax scheme in each year since 2000-01.

    Statistical estimates for the number of UK nationals employed as seafarers are available for calendar years from 2002 onwards. Data for 2015 is not yet available. Tonnage tax companies are required annually to inform the Department of the numbers of UK seafarers employed on their ships, as at 1 October each year. The table attached gives an extrapolation of these figures to estimate the number and percentage of UK seafarer ratings and officers who were employed on non-UK registered vessels entered in the tonnage tax in each year from 2002 to 2014.

    The National Infrastructure Commission is an independent body that will advise on the country’s infrastructure challenges by adopting a long-term approach in assessing the UK’s infrastructure needs over a 10 to 30 year horizon.

    The Commission will have a mandate to examine all sectors of economic infrastructure – including flood defences, energy, transport, water and sewage, waste and digital communications.

    To ask Mr Chancellor of the Exchequer, how many buildings in London are part of his Department’s sukuk bond scheme.

    In the Sukuk structure, rental payments provide the income for investors. When the Sovereign Sukuk were issued in July 2014 the profit rate was set at 2.036% in line with the yield on gilts of similar maturity, making the investor return on the Sukuk broadly equivalent to that on conventional gilts of similar maturity.

    Three central government properties form the underlying assets which underpin the Sukuk.

    The Government was clear at the time of issuance that the Sukuk issuance was not for debt financing purposes. Instead, it was issued to deliver on the government’s commitment to become the western hub for Islamic finance. The issuance showed that the UK is open for business with all parts of the world and provided high quality capital to UK-based Islamic banks.

    UK based institutions that offer Islamic finance services are contributing to jobs and growth with assets totalling $4.5bn at the end of 2014.

    The Department has been working with key stakeholders to increase awareness of the need for owners to get their dogs microchipped. This work has included the offer by Dogs Trust, Battersea Dogs & Cats Home and Blue Cross of free microchipping, and the launch of the ChipMyDog Facebook page and has helped contribute to the rise in the percentage of dogs microchipped from around 58% in 2013 to an estimated 83% today. We will continue to work with stakeholders to get this message out to dog owners and prospective owners.

    Brixham Marine Office, which was collocated with the Maritime and Rescue Coordination Centre, closed on 31 October 2014 when rescue coordination activity from there stopped. There were no redundancies and two members of staff relocated to other sites.

    Leith Marine Office closed on 13 May 2015. There were no redundancies and one member of staff relocated to another site.

    Newlyn Marine Office closed on 31 April 2015. There were no redundancies and one member of staff relocated to another site.

    The Department takes every opportunity to remind motorists of their responsibilities towards vulnerable road users – including horse riders – through publications such as the Highway Code and THINK! Road Safety campaigns. THINK! officials are currently working with the British Horse Society following their recently launched ‘Dead Slow’ campaign. Plans for the summer include publicity on TV, radio, online and social media advising motorists on how to pass horses safely.
