    To ask the Secretary of State for Education, with reference to paragraph 2.64 of the Spending Review and Autumn Statement 2015, which education-related statutory duties on local authorities she plans to remove; and if she will make a statement.

    Savings of £600 million will be made by reducing the Education Services Grant (ESG), including phasing out the additional funding that goes to schools and local authorities. We will be making a small efficiency saving (around £80 million) from the ESG in 2016-17, and will be setting out our proposals for savings from 2017-18 in the New Year. This will include consulting on the details of the statutory duties that will be removed.

    The report needs to be considered by law enforcement agencies and the government before it can be published. This includes considering whether redactions need to be made. Lady Justice Macur has recommended that certain material should be considered for redaction.

    The work is proceeding at pace with a view to publication as soon as possible.

    To ask the Secretary of State for Education, what steps the Government is taking to ensure that more classic literature is taught in schools.

    All pupils in secondary schools should be encouraged to enjoy challenging titles and develop a confidence and ability to read the great classics of English and world literature.

    The Government is delighted that, following our call for action, Penguin is offering classroom sets of 100 classic books for the equivalent of £1 a copy. This will allow pupils to read a wide range of literature with the support of their teacher. I hope other publishers will follow, to make classic literature a feature of every classroom.

    To ask Her Majesty’s Government whether the National Institute for Health and Care Excellence will introduce an indicator on the use of manual pulse checks to screen for atrial fibrillation.

    The decision on which indicators should be included in the Quality and Outcomes Framework (QOF) is decided through annual negotiations. In England, NHS Employers on behalf of NHS England, and the General Practitioners’ Committee on behalf of the British Medical Association, decide which indicators are included within the QOF.

    The National Institute for Health and Care Excellence (NICE) is responsible for producing a menu of indicators suitable for inclusion in the QOF.

    NICE has advised that, in February 2016, it consulted on potential new indicators for the NICE indicators menu, including two new indicators on the use of manual pulse checks for atrial fibrillation. The NICE indicators advisory committee will review feedback to the consultation at its next meeting on 13 June 2016 and the outcome of this review will determine future work in this area.

    SoftBank has made it clear that it intends to invest in ARM, keep its HQ in the UK, and at least double the employee headcount in the UK. The Government welcomes this. No rival bids for ARM have so far been made.
