    To ask Her Majesty’s Government, in the light of the recommendations of the December 2015 report of the House of Commons Women and Equalities Committee Transgender Equality, when they plan to publish (1) a new, cross-departmental transgender equality action plan, and (2) a balance sheet of the previous transgender action plan along with a new strategy to tackle those issues which remain unaddressed.

    On the 7th July 2016 the Government responded to the Women and Equalities Select Committee inquiry on transgender equality. In this, we committed to publishing an update on progress against “Working for Lesbian, Gay, Bisexual and Transgender Equality: Moving Forward (2011)”; and “Advancing transgender equality: a plan for action (2011)”.

    The Government also committed to producing a new action plan on transgender equality.

    The Government will publish both of these documents in due course.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what assessment his Department has made of the possible diplomatic benefits of recommissioning HM Yacht Britannia.

    The Government is determined to make a success of our global role in the world, but re-commissioning the Royal Yacht Britannia is not on our agenda, nor is commissioning a new yacht. There was a debate in Westminster Hall about this very topic on 11 October which aired a range of issues including feasibility and cost. My Rt Hon Friend, the Member for Uxbridge and South Ruislip (Boris Johnson MP), the Foreign Secretary, also told the House of Commons Foreign Affairs Committee on 13 October that he hoped a consortium of philanthropists would come forward to finance the cost of a new yacht.

    The former Royal Yacht was used on just 37 occasions for trade promotion and signing trade deals during the last seven years of its commission (1989-1997) and only 27 trips were made overseas – four times per year. There is no evidence that the yacht made a difference to the trade deals secured in these years and this level of use would not represent a good return on investment.

    The Government does not have potential costs for the reintroduction of the Royal Yacht Britannia or building of a new royal yacht because neither a feasibility study nor a review has been carried out since the decommissioning of the Britannia in 1997.

    We shall continue to make full use of the FCO global network of nearly 270 embassies, high commissions and consulates to promote UK interests overseas. We shall also continue to make full use of existing Royal Navy ships for promotional purposes when they are in foreign ports.

    To ask the Secretary of State for Work and Pensions, how many disability discrimination tribunals have been brought against his Department as an employer in each of the last five years.

    In the years since 2011 staffing levels in DWP have reduced from 109,445 to 84,610.

    The number of disability discrimination tribunals DWP lost in the years 2011, 2012, 2013, 2014, and 2015 is 5, 6, 13, 2, and 2 respectively.

    The number of disability discrimination tribunals dismissed in the years 2011, 2012, 2013, 2014, and 2015 is 14, 23, 17, 25, and 19 respectively.

    The number of disability discrimination tribunals withdrawn in the years 2011, 2012, 2013, 2014, and 2015 is 36, 57, 50, 14, and 10 respectively.

    The number of disability discrimination tribunals settled in the years 2011, 2012, 2013, 2014, and 2015 is 28, 24, 16, 14, and 6 respectively.

    The number of disability discrimination tribunals DWP won in the years 2011, 2012, 2013, 2014, and 2015 is 21, 30, 23, 6 and 2 respectively.

    To ask the Secretary of State for Health, how many people who were infected with hepatitis C due to contaminated blood products supplied by the NHS have attained sustained virological response following treatment for the infection.

    Information on the numbers of people with hepatitis C through NHS-supplied blood or blood products who have attained sustained virological response following treatment for the infection is not held centrally. NHS England’s commissioning policy is for the treatment of patients based on clinical need, not on the route of infection.

    All patients who meet the policy criteria, including those infected through NHS-supplied blood or blood products, are eligible for the new hepatitis C treatments. This will be dependent upon the individual patient’s hepatitis C genotype and cirrhosis status.

    National Citizen Service is the fastest growing youth programme for a century and over 200,000 young people across the UK have already taken part in this life changing opportunity. I am pleased to report that in the local authority areas of Bolton and Wigan, 1,962 and 676 young people have taken part respectively. NCS data is not held on constituency basis.

    To ask Mr Chancellor of the Exchequer, how many tax credit investigations carried out by Concentrix under its contract with his Department have resulted in (a) no change in and (b) withdrawal of the tax credit award; and how many decisions to withdraw such awards were appealed successfully.

    As at 21 February 2016 Concentrix had closed around 440,000 cases. Around 390,000 of these resulted in no amendment to the award. Around 50,000 awards have been amended, though HM Revenue and Customs (HMRC) does not hold information on how many of these were cancelled and how many adjusted.

    HMRC does not separate out the number of awards that were amended for error and from the number amended for fraud.

    To ask Mr Chancellor of the Exchequer, what assessment his Department has made of the potential benefits and costs of a business rates holiday for the steel industry.

    The Government has worked hard to deliver on the steel industry’s key asks. We (a) secured state aid approval to compensate for energy costs, (b) secured flexibility over EU emissions regulations, (c) published guidance so that the true value of UK steel can be taken into account in major procurement decisions, and (d) continue to tackle unfair trading practices at an EU and an international level.

    Further, Budget 2016 confirmed that the annual indexation of business rates will switch from the Retail Price Index to be consistent with the main measure of inflation, currently the Consumer Prices Index, from April 2020 for all ratepayers, including the steel industry. This represents a cut every year from 2020 worth £370 million in 2020-21 and growing significantly thereafter.

    In October 2014, Defra commissioned the Small Business Research Initiative (SBRI) project on biodegradable plastic carrier bags – solutions through innovation. The project is contracted to the plastic packing manufacturer Aquapak Polymers Ltd, and is due to report in December this year. The project is testing the biodegradability of a hydrophilic polymer under simulated composting and anaerobic digestion conditions, and in experiments simulating natural conditions, and testing the impact on aquatic life.

    We collect global detainee statistics twice a year. On 30 September 2015 we were aware of 2,003 British nationals detained overseas (either pre- or post- sentencing). The largest numbers are detained in USA (499), Spain (186), Ireland (173), Australia (155) and France (102).

    To ask Her Majesty’s Government what action they are taking to stop the further displacement of civilians in Iraq, particularly in Mosul, due to continued military action by coalition forces there.

    The UK is working with the Government of Iraq, the Kurdistan Regional Government, the UN and international partners to ensure that all Coalition-supported military operations against Daesh in Iraq are under-pinned by comprehensive plans to minimise and manage expected displacement, and provide humanitarian assistance and stabilisation support. The Foreign Secretary, my Hon. Friend the Member for Uxbridge and South Ruislip (Mr Johnson), raised these issues with international partners at the counter-Daesh Coalition Ministerial meeting in Washington on 20-21 July.

    On 20 July, the Parliamentary Under-Secretary for Foreign and Commonwealth Affairs, my Hon. Friend the Member for Bournemouth East (Mr Ellwood), announced £10.5 million in additional UK funding for stabilisation in Iraq, we expect a significant proportion of our contribution to support efforts in and around Mosul. This announcement brings the UK’s Iraq contributions on immediate stabilisation to £9.25 million, and on explosive hazards to £7.75 million.

    Since summer 2014, the UK has pledged £129.5 million of humanitarian support. This includes £50 million of additional assistance announced on 20 July 2016.
