To ask Her Majesty’s Government whether they will support the key objectives of the Global LGBTI Human Rights Conference that will take place in Uruguay from 13 to 15 July, which include the protection and promotion of LGBTI rights around the world.

As I set out to the House on the 21 March, and in my answers of 5 April, and the noble Baroness Verma’s answer of 31 March, the British Government will send a delegation to the Global Lesbian, Gay, Bisexual, Transgender and/or Intersex (LGBTI) Human Rights Conference taking place in Montevideo in July.
The Government is clear in its belief that human rights are universal and should apply equally to all people everywhere. We are opposed to all forms of discrimination and work to uphold the rights and freedoms of LGBTI people in all circumstances. We support the key objectives of the conference: to provide an important opportunity to share information, best practice and lessons learned with partners and to discuss how to better coordinate international efforts to support the promotion and protection of the rights of LGBTI people worldwide. We are committed to working with those countries that will be represented at the conference, and others, to better coordinate work to combat discrimination and violence against LGBTI people. This forms an important part of our wider international human rights work.
Precise composition of the UK delegation to the conference remains to be confirmed. With the exception of the co-hosts, the Governments of the Netherlands and Uruguay, we judge it likely that countries will be represented at official level.

To ask the Secretary of State for Energy and Climate Change, whether her Department will implement the recommendations made by the Committee on Climate Change in its report of November 2015, The fifth carbon budget – The next step towards a low-carbon economy.

This Government remains firmly committed to meeting our climate change target of an at least 80% emissions reduction by 2050. The fifth carbon budget, which covers the period 2028-2032, is an important step on the way to 2050.
Discussions on this budget are continuing and we will make an announcement as soon as those discussions conclude.

To ask the Secretary of State for Health, what recent assessment he has made of the effect of welfare reform on health inequalities in (a) Glasgow, (b) Scotland and (c) the UK.

The policy responsibility for welfare reform sits with the Department for Work and Pensions (DWP). The Department of Health (DH) has not made a separate assessment of the effect of welfare reform on health inequalities in England or Scotland. It is for the Scottish Government to assess the impact of welfare reform in Scotland.
Although no assessment has been made in England, DWP has engaged across government on its proposals for welfare reform. DH has been involved in discussions on the introduction of Universal Credit and its impact on health inequalities for programmes such as Healthy Start and Help with Health Costs.
Healthy Start is a United Kingdom-wide statutory benefit, funded by DH, which aims to provide additional support to improve the diets of low income pregnant women and families with children under the age of four years. Currently, regulations are being put in place which will enable the scheme to function under Universal Credit. An equality analysis, which will include a consideration of the impact on health inequalities, will be published shortly.
Help with Health Costs is a set of arrangements which provide help with the cost of a range of National Health Services for example free NHS prescriptions or NHS dental treatment. On 1 November 2015, DH put in place criteria to determine entitlement to Help with Health Costs to those in receipt of Universal Credit. An equality analysis was produced to inform these changes, outlining the potential impact, including on health inequalities, on groups affected by the change from the previous benefits and tax credits exemption arrangements to the new criteria for Universal Credit exemption. A copy of the equality analysis is attached.

To ask the Secretary of State for Foreign and Commonwealth Affairs, what recent representations he has made to the Government of Saudi Arabia on the ending the restrictions on imports of fuel, food and medical supplies to Yemen.

During a visit to Saudi Arabia on 28 October, the Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond) met his counterpart, Minister Al Jubeir. They discussed humanitarian issues, including humanitarian access to Yemeni ports, as well as the need for accelerating the political process in Yemen. We welcome the Saudi Arabian Foreign Minister’s and President Hadi’s statements that all of Yemen’s ports are open and the initial indications of progress on maritime access, but more needs to be done.
To have real impact, commercial and humanitarian access must be sustained and systematic. The UN verification and Inspection Mechanism (UNVIM) is the best way to ensure this. We are working closely with the UN to establish it as soon as possible. The Secretary of State for International Development, my right hon. Friend the Member for Putney (Justine Greening) has also expressed the UK’s readiness to support to the UNVIM and DfID has just committed £1.4 million to the UN to support its establishment.

To ask the Secretary of State for Defence, what proportion of those eligible service personnel who have left the armed forces have participated in the Core Programme of the Careers Transition Partnership in each year since 2010.

Personnel with at least six years’ Service are eligible for the Core Resettlement Programme (CRP). The latest information held on eligible personnel that have participated in the CRP is as at 31 March 2014. Between 2010-11 and 2013-14 the following percentage of eligible personnel have participated in the CRP:
2010-11 – 76%
2011-12 – 74%
2012-13 – 74%
2013-14 – 72%
Some of the personnel eligible for the CRP may choose to use the Employment Support Programme instead.
Figures presented for 2013-14 are provisional as personnel can receive Careers Transition Partnership resettlement services up to two years before and after leaving the UK Armed Forces. Figures are revised annually in the Official Statistic publication with figures being fixed after two years.

To ask the Secretary of State for Transport, what tests were undertaken by (a) the Vehicle Certification Agency, (b) the Driver and Vehicle Standards Agency and (c) any other testing authority as part of in-service emissions testing in each of the last 10 years; and which models were tested in each such year.

Tests which were undertaken by the Vehicle Certification Agency (VCA) include the in service light duty testing programme, which were conducted in accordance with the New European Drive Cycle requirements.
Aftermarket alterations tests were conducted in accordance with the European Transient Cycle and North London Delivery Truck Cycle. Light duty emissions followed the New European Drive Cycle requirements.
The models that were tested by VCA in the last ten years can be found in the table below.

I would also refer the Hon Member to my answer of 20 January 2016, UIN 22742 (http://www.parliament.uk/business/publications/written-questions-answers-statements/written-questions-answers/?page=1&max=20&questiontype=AllQuestions&house=commons%2clords&uin=22742) for the Driver and Vehicle Standards Agency, which tabled the number of MOT in service emission tests conducted in the last 10 years. The models subject to this test would cover every manufacturers model range subject to the MOT test during this period.
The Department for Transport does not hold information on work carried out by other testing authorities.

To ask the Secretary of State for Transport, what land Network Rail is considering selling which can be utilised for rail freight .

No decision has been taken about which sites owned by Network Rail should be sold. Network Rail is reviewing the complete freight land holdings and the options for the portfolio for the future to identify those sites which are surplus. This will include an assessment of which sites are required, or are likely to be required in the future, for freight use.
A robust process of identifying options for the sale of rail freight sites is on-going but at a very early stage, and a full consultation process will be undertaken before any final decision is taken about the sale of freight sites owned by Network Rail.
