    To ask the Secretary of State for Education, what steps her Department is taking to increase the number of (a) primary and (b) secondary school places in Romford.

    Supporting local authorities in their responsibility to ensure sufficient school places in their area is one of this Government’s top priorities. That’s why we’ve committed to spending £7 billion on new school places up to 2021, which, along with our investment in the free schools programme, we expect to create 600,000 new places.

    Havering local authority, which is responsible for school places in Romford, received £23 million of basic need funding between 2011 and 2015, which helped to create 2,583 new primary places and 1,960 new secondary places between 2010 and 2015.

    Havering has also been allocated a further £58 million to create the places required by the 2019/20 academic year.

    To ask Her Majesty’s Government how many children and teenagers in the UK were referred to NHS Child and Adolescent Mental Health Services in each of the last five years; how many children and teenagers in each of those years received treatment; and how many did not.

    Health is a devolved service and this answer relates only to England.

    The Health and Social Care Information Centre (HSCIC) advises that it does not currently hold data to answer the questions asked. However, it has been capturing child and adolescent mental health services (CAMHS) data since January 2016 within the new Mental Health Services Data Set. On 20 April 2016 it published the first month (January 2016) of data from this new data source on a select number of measures it developed and quality assured to a certain level with the help of stakeholders, although these data remain experimental and could be subject to change.

    As at 31 January 2016, there were 104,480 people in contact with CAMHS. HSCIC is currently unable to identify those who are already receiving treatment and those who are awaiting assessment.

    To ask Her Majesty’s Government what plans they have to make Personal Health Budgets available for the provision of wheelchairs; what arrangements they plan to put in place for wheelchair users; and whether the funding stream will be managed centrally and independently from local wheelchair service budgets.

    In May 2016, Simon Stevens announced that NHS England would be developing a personal health budgets model for the provision of wheelchairs. This work is in the early stages of development.

    The intention is to introduce personal wheelchair budgets from April 2017, to cover everyone who accesses the current wheelchair voucher scheme. This includes those with both low level and complex wheelchair requirements.

    Personal health budgets are not about new money but about using existing budgets differently. Therefore the budget will continue to be held at a local level.

    NHS England is working with a number of clinical commissioning group clusters to develop guidance on the delivery model. This work will cover care planning, information support and advice for wheelchair users, budget setting (using learning from the development of the Wheelchair Tariff where appropriate) and review. The guidance will be available in advance of the start of roll out in April 2017.

    Exit from the EU presents us with an opportunity under the United Nations Convention on the Law of the Sea to improve the way in which waters within the UK’s Exclusive Economic Zone are managed. Defra officials will be working with the new Department for Exiting the European Union, Devolved Administrations and stakeholders to develop proposals that will allow the UK to best take advantage of this opportunity.

    To ask the Secretary of State for Health, what (a) the Government’s policy is and (b) guidance his Department has issued on the use of e-cigarettes as an alternative to smoking; and if he will make a statement.

    The Government believes that vaping/using e-cigarettes is significantly less harmful than smoking tobacco products. Evidence suggests that smokers can substantially benefit their health by fully substituting the use of e-cigarettes for smoking. Public Health England has been working with Local Stop Smoking Services encouraging them to be open to the use of e-cigarettes, where clients choose to use them to support their quit attempts, alone or alongside other nicotine replacement therapies and the behavioural therapy that the services offer.

    The first e-cigarette was licenced by the Medicines and Healthcare products Regulatory Agency earlier this month. The Government continues to encourage applications for licensed medicinal products to enable both general practitioners and Local Stop Smoking Services to prescribe products which have demonstrated that they meet appropriate standards of safety, quality and effectiveness.

    To ask the Secretary of State for the Home Department, how many refugees were referred to her Department by the UN High Commission for Refugees under (a) the Gateway Protection Programme, (b) the Vulnerable Persons Relocation Scheme and (c) the Mandate Refugee Scheme in each year since 2009-10; and how many such refugees in each year and for each scheme her Department refused after carrying out checks.

    We do not report on how many people have been identified for resettlement in the UK under these schemes. Not all referrals translate into arrivals for a variety of reasons. In some instances, refugees choose to withdraw, for example, following the death of a family member, marriage or childbirth. Furthermore the Home Office also retains the right to reject individuals on security, war crimes or other grounds. In addition we do not currently differentiate between cases that are refused or withdrawn and therefore do not hold the information on refusals in the format requested.

    Notwithstanding this, the Home Office is committed to publishing data on arrivals through the resettlement programmes in an orderly way as part of the regular quarterly Immigration Statistics, in line with the Code of Practice for Official Statistics. The next set of figures will be in the quarterly release on 25 February 2016 and will cover the period October-December 2015. These numbers will be updated each quarter.

    I discussed the Bedouin in the Negev with Head of the Joint List MK Ayman Odeh during my visit to Israel on 18 February. Officials from our Embassy in Tel Aviv are following developments closely, and we continue to encourage the Israeli authorities and Bedouin communities to work together to identify satisfactory solutions.
