    To ask the Secretary of State for Business, Innovation and Skills, how he plans to modify the outcome area reviews of post-16 education and training to take account of equality impact assessments available only after a review has concluded.

    The Government will produce an evaluation of the area review programme and its potential to impact on groups protected by the Equality Act 2010.

    The Joint Area Review Delivery Unit, which supports the individual reviews, will work with the local steering groups overseeing the reviews to make sure that equality issues are considered in each review.

    The reviews do not, however, mandate action. Colleges are independent corporations and it will be for each college’s governing body to assess the potential impact on groups protected by the Act, as part of its decision to accept or reject any recommendation requiring a change to their provision. This does not therefore require a modification of the outcomes of a review.

    To ask the Secretary of State for Transport, what assessment he has made of the effect that a possible Heathrow Airport expansion will have on UK industry.

    The Airports Commission shortlisted three airport expansion schemes, two at Heathrow and one at Gatwick. The Government accepted the Commission’s shortlist in December 2015 and is considering all of the evidence very carefully before reaching a view on its preferred scheme. The Government is not providing a running commentary on this work before an announcement on its preference.

    The 2016 Budget announced that government would develop options for an authoritative address register that is open and freely available. It is critical that we make wider use of more precise address data and ensure it is frequently updated to unlock opportunities for innovation.

    Since the Budget, officials from across government have been exploring a range of potential options for the creation of an Open Address Register and I will look to update the House once this work has been concluded.

    The International Education Division leads the relationship with the devolved administrations and is currently developing a Devolution Plan that will outline the steps that we as a Department will take to improve our collaboration with the devolved administrations.

    To ask the Secretary of State for Transport, pursuant to the Answer of 17 November 2015 to Question 15582, if he will define bus franchising in relation to the North East Devolution Deal and how it differs from a Quality Contact Scheme.

    The Buses Bill will provide the powers for local transport authorities to franchise their local bus services subject to agreement from Government. It will allow local transport authorities to replace the current deregulated bus market with a system of contracting, whereby the authority specifies the services or outcomes they are looking to achieve and bus companies bid to provide those services.

    The final content of the Bill is still being developed, but the process through which the franchising powers are exercised is likely to differ from that set out in the Quality Contract Scheme process. The intended outcome of franchising is similar to that of a Quality Contract Scheme, although there are likely to be some differences. For example, the ten-year time limit that applies to Quality Contract Schemes is not expected to apply under franchising.

    To ask the Secretary of State for Defence, what discussions he has had with his counterparts in states which allow women to engage in close combat operations on effective implementation of that policy.

    The Prime Minister and the Defence Secretary stated on 20 December 2015 that they would like to see all roles in the Armed Forces opened up to women in 2016 and further physiological research currently under way will inform a final decision in mid-2016.

    The Ministry of Defence is working closely with other nations who have lifted the exclusion including Australia and the United States. This engagement includes collaboration between scientific and research bodies as well as on policy and training development. The UK research programme is investigating the long-term health effects of UK combat requirements which will benefit both male and female personnel.

    I discussed this issue at length with counterparts in the US when I visited Washington in September 2015.

    To ask the Secretary of State for Communities and Local Government, if he will estimate the maximum overall annual amount which could be raised if each local authority imposed the maximum social care levy.

    The Department estimates that if all local authorities who deliver social care were to choose to use a two per cent precept this would total £393 million in 2016-17. If similar flexibilities were used in full in subsequent years, this would rise to around £1.8 billion in 2019-20. Local authorities will be required to provide confirmation that the additional revenue has been used for Adult Social Care in addition to confirming the amounts of expenditure in statistical returns. In addition, the Secretary of State will take account of local authorities’ actions when setting referendum principles in future years.

    No such assessment has been made by the Department but franchisees have an obligation to minimise overcrowding. Therefore it is the Train Operating Company running the service that is responsible for what rolling stock it allocates to which service, both in type and in quantity.
