Member for Carshalton and Wallington representing the House of Commons Commission, what estimate the House of Commons Commission has made of the number of senior House officials who will potentially fall under the provisions of the 4th EU Money Laundering Directive, 2015/849.

    The Commission has made no estimate of the numbers, if any, of senior House officials who might be held to fall within the definition of “politically exposed persons” for the purposes of the 4th EU Money Laundering Directive, nor would there be any reason for it to do so. Several senior House officials will themselves be aware of the provisions of the Directive as a result of their parliamentary work.

    There are no legal or other agreements in place between the Government and suppliers of contaminated blood products to provide support for those who contracted illnesses as a result of the use of such products. No money has been received by the Government from suppliers of such products to fund ex-gratia support.

    To ask the Secretary of State for Education, what steps she is taking to ensure that schools facilitate highly-able pupils from disadvantaged backgrounds accessing the best universities.

    Widening participation in higher education (HE) is a priority for this government, building on the real progress being made in the last 5 years. In England the entry rates for young people from disadvantaged backgrounds were at record levels in 2014, rising from 13.6 per cent in 2009 to 18.2 per cent in 2014. Applications from this group also reached a record high in 2015, with the latest data showing a 21 per cent application rate. As set out in the Green Paper on Higher Education, published on 6 November, this government has set a goal to double the proportion of people from disadvantaged backgrounds entering HE by the end of this Parliament from 2009 levels. Schools have a critical role in delivering on this commitment.

    We have introduced compulsory study of the key English Baccalaureate subjects to make sure more pupils get the rigorous academic education they need to succeed in getting a place at university.

    We are also committed to continuing the pupil premium, protected at current rates, so that pupils from the poorest backgrounds get the help they need, including the most able.

    Work is underway to implement collaborative national networks that will provide single points of contact to help teachers and advisers to find out about HE outreach activity in their area, and give general advice about progression to HE. A total of £22 million is being provided in 2014-16, and 35 networks will cover schools across England.

    To ask Her Majesty’s Government what is their contribution to multilateral development assistance to Burundi; and what is their assessment of the impact of this funding.

    The UK’s imputed share of multilateral net ODA to Burundi was £28.7 million in 2013, the latest year for which figures are available. DFID selects its partners on the basis of their ability to spend funds where they will have the greatest impact and DFID has rigorous systems in place to ensure that funds are spent effectively. The World Bank, for example, has a country-level results framework to track and manage progress and impact; currently over two-thirds of the outcome indicators for Burundi have already been achieved or are on-track to being achieved.

    In addition to core funding to multilaterals, DFID also provides resources for multilateral organisations through bilateral and central programmes. A preparedness programme has enabled the UN and World Food Programme to assist up to 10,000 people in Burundi and to strengthen humanitarian coordination. Since the start of the crisis DFID has contributed £21 million to support the regional refugee response and DFID’s contribution to the Central Emergency Response Fund in Burundi is in excess of £2 million in 2016.

    DFID is working with the EU, international financial institutions, UN Agencies and NGO community to review their support to Burundi and to ensure that humanitarian needs are met. DFID has a humanitarian adviser based in the region as well as advisers in the UK monitoring the situation in Burundi and ensuring that DFID funds are being spent in a way that achieves value for money for the UK taxpayer

    To ask the Secretary of State for Transport, what his most recent assessment is of the number and location of sites which will be affected by construction of phase one of High Speed 2 which are known habitats of species subject to the strict protection requirements in Annex IV of the EU Habitats Directive.

    Phase one of High Speed 2 does not adversely affect any sites designated as a Special Protection Area or a Special Area of Conservation.

    HS2 Ltd have carried out habitats regulations screening assessments to determine if the railway might indirectly affect certain species associated with the Southwest London Waterbodies SPA/Ramsar site in the Colne Valley, and to consider potential effects of traffic pollution in the Chilterns Beechwood Special Area of Conservation. No significant effect was determined in either case.
