Andy Slaughter – 2016 Parliamentary Question to the Ministry of Justice

To ask the Secretary of State for Justice, how many (a) working at height and (b) concerted indiscipline incidents have been recorded in each prison since May 2010.

The vast majority of incidents at height are minor in nature and resolved quickly and professionally without injury, damage or disruption to the running of the prison. Many are short in duration, lasting less than 15 minutes and the majority occur when prisoners go onto netting on prison wings. Each incident is investigated fully to ensure lessons are learnt and best practice in managing incidents is shared across NOMS.

These figures show that the Prime Minister and Justice Secretary are right and our prisons badly need reform. We are making progress: we have made it illegal to smuggle new psychoactive substances (NPS) into prisons and have trained over 300 sniffer dogs to detect NPS and are trialling the use of body worn cameras with front-line staff. But the only way to reduce disorder and violence in our prisons is to give those who work in prisons the tools necessary to better reform and rehabilitate offenders.

Andrew Gwynne – 2016 Parliamentary Question to the Department of Health

The below Parliamentary question was asked by Andrew Gwynne on 2016-01-25.

To ask the Secretary of State for Health, pursuant to the Answer of 14 January 2016 to Question 21778, on genito-urinary medicine, what questions it is planned will be asked of local commissioners as part of Public Health England’s survey of local commissioning arrangements for sexual health; when that survey is planned to be completed; and when he plans to make publicly available the results of that survey.

Public Health England, supported by the Association of Directors of Public Health, is undertaking a review of Sexual Health, Reproductive Health and HIV Commissioning services; the survey was first published on the 19 January 2016. The closing date for the survey is 8 February 2016. Results of the survey, including responses and analysis of the questions, will be published this summer.

A range of tailored commissioning questions have been selected for local authorities, NHS England and clinical commissioning groups. Each survey is slightly adapted for its audience. The survey questions focus on 11 key areas; commissioning support structures, services commissioned, needs assessments, service specifications, access to services, tendering, changes to investment, tariffs and payments, outcomes and performance, resources and top challenges.

Jim Shannon – 2016 Parliamentary Question to the Foreign and Commonwealth Office

To ask the Secretary of State for Foreign and Commonwealth Affairs, what support the Government is providing to ensure the completion of new security infrastructure and measures along the border between Lebanon and Syria.

The UK has contributed £34 million to support the Lebanese Armed Forces’ (LAF) ability to defend the border and contain spillover from the Syria conflict. The UK funded Land Border Regiments are successfully protecting the integrity of the Lebanese border for the first time in the country’s history.

The UK is committed to continue its support to the LAF and bring the Lebanese borders under the authority of the state and has announced £6.7m additional support to the establishment of the 4th Land Border Regiment starting April 2016.

The government uses a number of measures to examine productivity, looking at output per hour, output per worker and output per job. While the measure used will depend upon the circumstances, output per hour is generally regarded as the best measure.

Lord Judd – 2016 Parliamentary Question to the Ministry of Defence

To ask Her Majesty’s Government what are the tasks and role of the UK military personnel committed to service in Somalia.

The UK currently has 27 military personnel deployed in Somalia. Of those, 25 personnel are supporting the UN and EU Missions, providing training, mentoring, and logistical support to the African Union Mission in Somalia (AMISOM), and developing the Somali National Army. The purpose of those Missions is to counter the terrorist threat from Al Shabaab and to help strengthen security and stability within Somalia and the wider East Africa region. The 25 includes the first eight personnel committed by the Prime Minister to the UN in Somalia at the UN General Assembly session in September 2015. The total current UK deployment of 27 military personnel is completed by a Defence Attaché and Assistant Defence Attaché at the British Embassy in Mogadishu.

To ask the Minister for the Cabinet Office, pursuant to the Answer of 19 July 2016 to Question 42775, what assessment he has made of progress to date towards meeting the target of 50 per cent of applicants for senior Civil Service posts being female.

Work is currently underway to monitor the diversity of applicants for SCS posts, including the male/female ratio. An analysis of this information will take place later in the year to help the department to understand what the barriers are for applicants what actions can be taken to overcome them.

Louise Haigh – 2016 Parliamentary Question to the Ministry of Justice

To ask the Secretary of State for Justice, with reference to the contractual agreement between her Department and G4S Care and Justice Services (UK) Limited at HM Prison (a) Birmingham and (b) Oakwood for what reason financial remedies have been levied in (i) failure to comply with procedures, (ii) incidents and (iii) failure to comply with prison regime in each year from 2012-13 to date.

Privately Managed prison contracts contain provisions which allow financial remedies to be applied for non-performance.

Performance points are awarded according to the severity of failure. If the total number of points exceeds the agreed baseline for the performance quarter or year, financial remedies are applied against the Contractor in accordance with the Contract.

As financial remedies are only applied if baseline targets are exceeded it is not, possible to link individual incidents to the value of remedies that have been applied due to this cumulative effect.

Tom Elliott – 2015 Parliamentary Question to the Northern Ireland Office

The below Parliamentary question was asked by Tom Elliott on 2015-11-20.

To ask the Secretary of State for Northern Ireland, with reference to page eight of the Stormont Agreement and Implementation Plan, published on 17 November 2015, what the further financial support of around £500 million from the Government will consist of and for what purposes it can be used.

The financial support of around £500m consists of:

– £160m in Additional Security Funding;

– £25m to tackle Continuing Paramilitary Activity;

– £3m to establish and fund a Monitoring and Implementation body; and

– £60m for Shared Future measures.

Additionally, welfare deductions stopped when the Assembly passed a consent motion for UK legislation to implement reforms. The UK Government will refund the deduction due for the remainder of the year, which is estimated to be around £40m.

The Executive is also to develop effective Spend to Save proposals. The Treasury will work with them to finalise proposals, help fund them (up to £125m), and let the Executive keep half the savings that can be verified by the Office of Budget Responsibility (OBR). The parties project that this will generate significant savings in the next five years, taking the total package over £500m.

Jess Phillips – 2016 Parliamentary Question to the Department for Work and Pensions

To ask the Secretary of State for Work and Pensions, if he will exempt (a) domestic violence refuges and (b) other supported accommodation where higher rates of housing benefit are paid from planned changes to the housing benefit cap.

The introduction of Local Housing Allowance limits to social sector tenants in receipt of Housing Benefit or the housing element of Universal Credit will only apply from April 2018 where new tenancies have been taken out or renewed after April 2016.

The Department is working on the exact policy design details for tenants in supported accommodation which includes domestic violence refuges.
