To ask Mr Chancellor of the Exchequer, what the notional value of derivatives held by banks regulated by the UK authorities is; and what information his Department holds on the maturity and exposure of such derivatives.

HM Treasury does not preserve specific information relating to the value, maturity or exposure of derivatives. Aggregate data on the derivative positions of UK banks is collected every quarter and made publicly available online by the Bank of England. The specific balance sheet position on derivatives for each bank will be published regularly in their annual report to shareholders.

The patent box was introduced in April 2013 and companies have up to two years from the end of their accounting period to elect into the regime. The first complete set of data will therefore not be available before end April 2016.

To ask the Secretary of State for Transport, what steps he is taking to replace the Class 170 units transferred to Chiltern Railways from the Transpennine Manchester to Cleethorpes service.

The Department for Transport continue to work with industry partners to develop a solution that will see more electric trains going into the North of England, in addition to the 14 already planned. We envisage that these electric trains will release diesel trains to be used on parts of the network in the North of England that are not yet electrified. The exact detail of this is subject to commercial negotiations and I will update the House as soon as these are concluded.

To ask the Secretary of State for Transport, what modifications Rail North made to the proposals recently put to his Department for the Transpennine and Northern Rail franchises.

The Department worked with Rail North in the development of the consultation document and their views were represented in the options set out and the consultation as a whole. The consultation can be found at:

To ask the Secretary of State for Transport, to whom and by what mechanism is Rail North accountable.

The Rail North consortium has been formed by 30 Local Transport Authorities (LTAs) in the North of England to help deliver a vision for a strengthened role for rail in supporting economic growth in the region. The LTAs are currently formalising Rail North’s governance. This will comprise:

• an Association of Local Transport Authorities formed under the Local Government Act 1972, governed by a Leaders’ Committee, which all 30 LTAs will be eligible to join;

• a Special Purpose Vehicle (company limited by guarantee) called Rail North Ltd. All LTAs who are members of the Association would be entitled to be members of Rail North Ltd, with each of the geographical subgroups established by the Leaders Committee being able to appoint one elected member to the Board of Rail North Ltd. It is expected that the company will be formed in the next few weeks.

To ask the Secretary of State for Transport, which councillors represented on Rail North agreed to the consultation paper issued by his Department on the Transpennine and Northern Rail franchises; and what council each such councillor represented.

Rail North’s decision making process is a matter for them. The Department worked with Rail North representatives on the development of the consultation paper. The consultation itself seeks the views of individual councillors, councils, passengers, and all other interested parties to inform the specifications for both the Northern and TransPennine Express franchises. To ask the Secretary of State for Environment, Food and Rural Affairs, how many people have been prosecuted for setting intertidal nets in England in each of the last three years.

Prosecutions for setting intertidal nets in England are undertaken, for the most part, by the Inshore Fisheries & Conservation Authorities (IFCAs). The ten IFCAs manage sea fisheries resources to six nautical miles around the English coast.

· In 2011, North Eastern IFCA made one prosecution relating to intertidal nets and Cornwall IFCA had one case where a prosecution was commenced alongside another, potentially more serious, non-fisheries offence.

· In 2012 there were no prosecutions.

· In 2013, North Eastern IFCA made two prosecutions.

· To date in 2014, there are two cases under investigation by Cornwall IFCA,

one case under investigation by North Eastern IFCA, and three pending cases with Southern IFCA. These cases will not necessarily result in a prosecution in a court.

In all of these years there will be cases where warnings or cautions were issued or seizures were made instead of formal prosecutions.

Environment Agency records indicate that 12 people have been prosecuted in the past three years for setting an intertidal net which targeted or caught salmon or sea trout for which they did not have an Environment Agency licence to do so in England.

The River Tweed Commission (RTC) has its own legislation to control netting both in England and in Scotland which is included in The Scotland Act 1998 (River Tweed) Order 2006. In England, the RTC took seven prosecutions relating to intertidal nets in 2011, five prosecutions in 2012, and five prosecutions in 2013.
