    To ask the Secretary of State for Business, Innovation and Skills, how many non-remand prisoners are classified a illiterate; and how many such prisoners there were in each prison in each of the last 10 years.

    There is no formal definition for illiteracy but English at Level 2 is defined as the desirable level for day-to-day life. Mandatory English and maths assessments for newly-received prisoners (except individuals who have been assessed recently, and those who already have maths and English at Level 2) were introduced from academic year 2014/15. The outcomes for the English education assessments in 2014/15 are published online at the FE Data Library (link below).

    To ask the Secretary of State for Communities and Local Government, what estimate his Department has made of the amount paid out by local authorities to households in flood compensation payments.

    To date over £48 million has been paid out to local authorities through the Community and Business Recovery Fund and Council Tax and Business Rates discounts to assist households and businesses affected by the floods caused by Storms Desmond and Eva.

    Local authorities have not notified the Department of any allowable costs not covered by the sums transferred. It is expected that further payments will be made shortly as flooded property numbers are confirmed and further funds requested.

    The Government has no plans to conduct an investigation into the collapse of Bradford and Bingley plc in 2008.

    The National Audit Office concluded in its report of 4 December 2009 that the public support provided to UK by the Treasury was justified, given the scale of both the economic and social costs if one or more major banks had collapsed. In providing that support, moreover, the Treasury met two of the government’s principal objectives: protecting depositors’ money in banks and maintaining the stability of the financial system.

    At the Science and Technology Select Committee on the science budget and spending review held on Tuesday 19 January my right hon. Friend the Secretary of State for Business, Innovation and Skills stated that he wanted to see sector strategies that were formed under the coalition Government’s industrial strategy refreshed, as those strategies were put in place a number of years ago. My right hon. Friend has had meetings with many of the sector councils to discuss this and will continue to meet with sector councils and others, to consider what more the Government can do to support these industries and their growth.

    My right hon. Friend also explained that there is an open door policy from his department to all industries, including newer industries and those that don’t yet have formal sector strategies.

    The Department has made no such assessment. The families of children with cystic fibrosis may be eligible for social care support, continuing care in the home, and Disability Living Allowance or Personal Independence Payments, based on the level of the child or young person’s needs.

    The number of children under the age of 18 with cystic fibrosis is not collected centrally. It is estimated that one in every 2,500 babies born in England has cystic fibrosis.

    While the people of the United Kingdom have voted to leave the European Union, until exit negotiations are concluded, the UK remains a full member of the EU and all the rights and obligations of EU membership remain in force, including the rights associated with medical treatment abroad.

    Nothing has yet been decided on the future of British citizen medical treatment abroad. Government officials are considering the positions and options available to us with the aim of achieving the best outcome for British citizens in the UK and abroad.

    The British Transport Police currently has 3,046 officers, which is the largest number of officers since the creation of the British Transport Police Authority in 2004. The number of officers in future years will vary in response to operational needs, including specific initiatives such as the introduction of the Night Tube in London.

    To ask the Secretary of State for Defence, what discussions he has had with NATO on the emergency provision of troops to (a) Poland and (b) the Balkan states.

    The UK was one of the driving forces behind NATO’s Readiness Action Plan (RAP), agreed at the Wales Summit, which includes tripling the strength of the NATO Response Force (NRF); the creation of a Very High Readiness Joint Task Force (VJTF) that is able to deploy at very short notice; and enhancing NATO’s Standing Naval Forces.

    The UK is fully involved with NATO work to improve the movement of troops and logistic support to the enhanced NRF and VJTF although improvements to and development of road networks remain the responsibility of each member nation.

    NATO Allies regularly discuss the progress of the RAP and the capabilities and deployability of our forces; we will do so again at the NATO Defence Ministerial meeting this month.

    The UK will contribute to the VJTF in every year between now and 2021 including: a 1,000 strong battle group for the Spanish-led Land VJTF in 2016; we will act as the Land VJTF lead nation in 2017, with 3,000 UK personnel; and in 2020 we will provide a 1,000 battle group to the Polish-led VJTF
