    To ask the Secretary of State for Communities and Local Government, what estimate he has made of the number of minor developments which will be built in the next five years; and what assessment he has made of in which towns and cities the greatest numbers of such developments will be built.

    We now have a locally-led Planning system. As a result the Department does not hold projections of future planning applications, nor does it publish forecasts of housing completions. However the National Planning Policy Framework requires local planning authorities to identify, update annually and publish a deliverable five year housing land supply. Local planning authorities are expected to report on progress on delivery of new homes through their Authority Monitoring Reports.

    To ask the Secretary of State for Communities and Local Government, how much his Department spent on training in each of the last three financial years.

    This Government has taken a series of steps to save taxpayers’ money and improve overall quality of the training provision.

    Civil Service Learning was established in April 2011 in response to a wide ranging review of the delivery of training across the Civil Service. The new model is delivering better value out of its investment in training, reducing duplication in procurement and making greater use of the external market to provide the training which the Civil Service requires.

    The figures below illustrate the spending on the category ‘training’ over the past six years, to illustrate the efficiencies we have achieved. The dip in spending in 2011-12 was a consequence of the transition from the old regime to Civil Service Learning.

    Budgets were £670,000 in 2011-12, £991,000 in 2012-13 and £930,000 in 2013-14. Outturn spending came in under budget, thanks to the efficiencies we have delivered.

    This budget compares to outturn spending of £2.1 million in 2008-09 and £2.3 million in 2009-10.

    I would also observe that my Department has reduced total staffing costs from £218 million a year in 2009-10 to £95 million in 2013-14.

    All civil servants are encouraged to undertake a minimum of five learning and development days a year. This includes formal training, e-learning, job shadowing, mentoring, coaching and various other development activities.

    To ask Mr Chancellor of the Exchequer, on which dates he discussed with senior officials at HM Revenue and Customs whether maximisation of recovery of unpaid tax liabilities from UK residents holding private unregistered accounts offshore should be prioritised ahead of prosecuting alleged offenders.

    HM Revenue & Customs (HMRC) has a longstanding approach to tax evasion, which is based on collecting the tax and interest due, changing taxpayer behaviour to discourage them from evading in the future, and enforcing the most appropriate and effective penalties. This approach was set out by the then Chancellor of the Exchequer in 2002[1] and has not changed.

    They have a range of enforcement tools at their disposal, including criminal prosecution and civil sanctions. In many cases, and when the evidence supports this, the most appropriate action is to pursue criminal charges.

    HMRC therefore use the criminal route where they have the strongest evidence of criminal intent, for serial tax evaders and for people who deliberately conceal information when they are investigated by HMRC.

    In 2010 this Government increased the resources available for prosecution and as a result the number of prosecutions has increased by a factor of five.
