    To ask Her Majesty’s Government, in the light of the result of the referendum on the UK’s membership of the EU, what assessment they have made of the impact on funding for scientific and medical research at UK universities, and what plans they have to address any such impact.

    The Government intends to maintain and enhance the strength of our research and innovation base This is why we have protected the science resource budget in real terms from its 2015/16 level of £4.7 billion for the rest of the parliament.

    While the UK remains a member of the EU, current EU funding arrangements continue unchanged, including those that apply to students, researchers, and businesses. We remain fully open to scientists and researchers from across the EU. We hugely value the contribution of EU and international staff and there are no immediate changes to their rights to live and work in the UK.

    Until exit negotiations are concluded, the UK remains a full member of the European Union (EU) and all the rights and obligations of EU membership remain in force. During this period the Government will continue to negotiate, implement and apply EU legislation and receive funding under the Common Agriculture Policy. The Government will work with stakeholders and NGOs to design new domestic policy arrangements to be put in place after we leave the EU.

    To date, £37.64m has been spent on the South East Flexible Ticketing programme. This has facilitated investment by five train operators accounting for 73% of the annual season ticket market in the south east. Commuters on c2c and GTR can already use smartcards on their journeys into London and within the Transport for London boundary. Abellio Greater Anglia and South West Trains will follow early in 2016 and Southeastern later in the year.

    The Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron), discussed human rights issues in Egypt with President Sisi during his visit to the UK in November. He raised a number of concerns, including around the detention of political activists, mass trials and restrictions on freedom of expression. In recent months the Foreign and Commonwealth Office (FCO) have continued to raise these issues with the Egyptian authorities. Most recently, Simon Gass, FCO Political Director, met the Egyptian Ambassador to London in February and raised our concerns on alleged human rights abuses.

    The Foreign and Commonwealth Office has been providing consular assistance to Mr Haigh since his arrest, and has discussed his case with the Emirati authorities on a regular basis, most recently on Monday 21 March 2016. We are pleased that Mr Haigh has now been found not guilty and will soon be released.

    As stated in the recent White Paper, Government is committed to the Haldane principle, including with respect to Global Challenges Research Fund (GCRF). As with other areas of science and research activity, Research Councils will work with other delivery partners to prepare a high-level research strategy for the GCRF, which they will agree with Ministers. The specific approach to be taken to currently unallocated funds will be developed with delivery partners over the coming months, and will include using the funding to promote multidisciplinary research, in line with Sir Paul Nurse’s recommendations.
