    To ask the Secretary of State for Health, what assessment his Department has made of the potential future effect of immuno-oncology treatments and funding of such treatments through the NHS budget.

    We have made no such assessment.

    The National Institute for Health and Care Excellence (NICE) is the independent body that provides guidance on the prevention and treatment of ill health and the promotion of good health and social care. NICE technology appraisal guidance makes recommendations on whether selected drugs and treatments represent a clinically and cost effective use of National Health Service resources.

    NICE has issued technology appraisal guidance that recommends the use of pembrolizumab for the treatment of advanced melanoma after disease progression with ipilimumab and is currently appraising a number of other immuno-oncology treatments/indications such as nivolumab.

    Commissioners are legally required to fund drugs and treatments recommended in NICE technology appraisal guidance within three months of its final guidance being issued. In the absence of guidance from NICE, it is for commissioners to make decisions on whether to fund new medicines based on an assessment of the available evidence.

    To ask the Secretary of State for Health, when his Department last consulted medical authorities on the potential merits of making the meningitis B vaccine available on the NHS for all children; and if he will make a statement.

    National immunisation programmes are introduced on the advice of the Joint Committee on Vaccination and Immunisation (JCVI), the independent expert body that advises the Government on all immunisation matters. JCVI’s recommendations are based on a comprehensive and careful review of a wide range of evidence including information from medical experts.

    JCVI reviewed the available evidence on meningitis B vaccine and recommended a national Meningococcal B (MenB) immunisation programme for infants. The MenB vaccine is first offered to babies at 2 months of age, with further doses offered when they reach 4 and 12 months of age.

    MenB was introduced into the NHS programme in September 2015. JCVI keeps the eligibility criteria of all vaccination programmes under review and considers new evidence as it becomes available. If JCVI provides further advice about the programme, we will consider this.

    Total running costs of the Air Cadet Organisation including service and civilian manpower but excluding the annual works programme and contracted services was:

    £23.8 million in Financial Year (FY) 2011-12

    £22.0 million in FY 2012-13

    £23.1 million in FY 2013-14

    £24.5 million in FY 2014-15

    The estimated outturn in FY 2015-16 is £25.7 million.

    We pay close attention to the human rights situation in China and remain concerned by all reports of restrictions to freedom of religion or belief and persecution of faith groups, including reports of the removal of crosses from Christian churches in Zhejiang Province. A British official visited Wenzhou in May and spoke to church leaders. The Minister of State for Foreign and Commonwealth Affairs, my noble Friend, the Rt Hon. the Baroness of Anelay of St Johns raised the case of Ding Cuimei, who reportedly died while protesting the demolition of her church in Zhejiang province, with the Director of the National People’s Congress Foreign Affairs Committee on 7 July.

    To ask the Secretary of State for the Home Department, how many investigations have been commenced by the National Crime Agency into human trafficking, in each of the last three years.

    The National Crime Agency was established on 7 October 2013 and, at that time there were eight human trafficking investigations under way.

    Between 7 October 2013 and 6 October 2014 the NCA commenced a further eight NCA human trafficking investigations.

    Between 7 October 2014 and 7 Oct 2015 the NCA commenced a further 11 human trafficking investigation. In addition, over the same period, the NCA has provided specialist support to over 60 investigations led by other law enforcement agencies involving human trafficking.
