    The Cycling and Walking Investment Strategy contains a target to double cycling by 2025 and an objective to increase walking activity. We are currently consulting on a programme of activity to work towards these increases.

    To ask Her Majesty’s Government what assessment they have made of whether the Basildon and Brentwood Clinical Commissioning Group has diverted finance intended for mental health services to reduce financial shortfalls in the acute sector.

    No such assessment has been made. NHS England allocates funding to clinical commissioning groups (CCGs) to commission health services, including mental health services, to meet the needs of local communities. CCGs are responsible for decisions about how their allocation is used, taking account of local priorities, and are committed to increasing spending on mental health each year in line with the increases in overall National Health Service funding allocations. NHS England advises that, in line with Basildon and Brentwood CCG’s move towards parity of esteem, the CCG has increased investment into mental health services in 2016/17.

    Further to my answer of 13 October 2016 to Question 47793, I will provide a full list of the training we have provided to Gulf States Armed Forces at the end of the current military training year. This list will cover the training provided in the current military training year which runs from 1 April 2016 until 31 March 2017 and will be provided on 7 April 2017.

    UK defence training exposes international partners to UK policy, and promotes concepts of accountability, human rights and transparency.

    The provision of local health services, including patient transport services, is a matter for the NHS locally. NHS Blackpool Clinical Commissioning Group is the lead commissioner for non-emergency patient transport services in the North West.

    Government has also made a long term science capital commitment of £6.9 billion between 2015-2021 to support the UK’s world-class research base.

    To ask the Secretary of State for International Development, what recent steps her Department has taken to allow aid to enter and be distributed throughout Yemen without restriction.

    Improving access into and within Yemen for commercial goods and humanitarian aid is one of the UK’s top priorities. We have consistently called on all parties to improve commercial access for essential imports of food, fuel and medical supplies; facilitate rapid, safe and unhindered access to all people in need; and safeguard major access routes and key infrastructure in Yemen, including airports, sea ports and fuel distribution sites.

    In addition, we fund agencies and NGOs who have the best access and ability to deliver humanitarian aid. In addition, we have provided:

    • £1 million to the UN Office for the Coordination of Humanitarian Affairs (OCHA), who broker humanitarian access for the international response.
    • £1 million to the UN Humanitarian Air Service (UNHAS) to provide an air bridge into Yemen for humanitarian staff and essential medical supplies.
    • £1.42 million for the UN Verification and Inspection Mechanism (UNVIM) to improve supply of essential goods into Yemen.

    To ask the Secretary of State for Environment, Food and Rural Affairs, what steps she plans to take to meet the target of reaching a national recycling rate of 50 per cent by 2020.

    The UK recycling rate has increased from 11% at the turn of the century, to 44.9% now. This progress is thanks in large part to the hard work of Local Authorities and householders.

    The Government is committed to meeting the 2020 EU recycling target of 50% of household waste.

    Local Authorities are best placed to determine the most appropriate waste collection and recycling services in their areas and we work with them and the Waste and Recycling Action Programme (WRAP) to promote best practice.

    I have asked WRAP to look at what further measures can be taken to improve recycling rates and, in particular, the benefits and opportunities there are from having greater consistency in the materials collected and collection systems, to enable Local Authorities to recycle more, and to make it easier for householders to put the right materials in the right bin.

    It is the responsibility of the Review Body on Doctors’ and Dentists’ Remuneration (DDRB) to make recommendations to government on the remuneration of doctors and dentists working in the National Health Service. We are also taking forward contract reform for consultants and junior doctors. The General Practitioner (GP) contract for 2016/17 will see an investment of £220 million for 2016/17 – part of this will provide a pay uplift of 1% for GPs.
