We anticipate that some generators will seek to establish the terms of any PPA and financing arrangements before they participate in the CfD allocation round, in order to understand better their likely costs. Agreements between generators and PPA providers could take a number of different forms, from indicative terms to a signed contract. The decision to sign a conditional PPA ahead of the auction, and the duration of any agreement, are ultimately commercial matters.
We anticipate that the Offtaker of Last Resort (OLR) will encourage competition in the PPA market both at the outset of the CfD and once any initial PPA has expired. Generators agreeing to a conditional PPA would be able to participate in the later short-term PPA market, once their initial PPA had expired; backed by the protections afforded by the OLR.

The number of self-inflicted deaths in each year is published in the Safety in Custody statistics bulletin. The latest bulletin was published on 24 April and can be found at

We are working hard to manage the levels of self-harm in prison and are carefully investigating the rise in self-inflicted deaths.
We are providing further resources and support to prisons to help support their safer custody work.

In England, the Highways Agency has the following 6 Average Speed Camera systems on its network:
M3 (Junction 2) (South East Region)
M3 (from the M25) (South East Region)
M25 (J12) (South East Region)
A14 (East of England)
A38 Saltash Tunnel (South West Region)
A3 Hindhead Tunnel (South East Region)
Average speed cameras are also used in road works as a temporary measure.
The Department for Transport does not hold this information for cameras on local authority roads. Local authorities have statutory duties related to road safety and decisions about whether they operate speed cameras are a matter for them.
This is a devolved matter so the Department does not hold information on average speed cameras in Scotland, Wales or Northern Ireland.

To ask the Secretary of State for Justice, how many people have been convicted of an offence contrary to section 5 of the Domestic Violence, Crime and Victims Act 2004 in each of the last four years.

Section 5 of the Domestic Violence, Crime and Victims Act 2004 was enacted to deal with the situation where it was clear that one of a number of members of a household was responsible for the death of a child or vulnerable adult in that household but it could not be proved which one.
This Government is committed to protecting the rights of children and vulnerable adults. Since 2010 those who commit a serious offence are more likely to go to prison and go for longer. The average custodial sentence length for indictable offences is now the highest in more than a decade.
The number of offenders found guilty at all courts for offences under section 5 of the Domestic Violence, Crime and Victims Act 2004 as it applies to causing or allowing death, in England and Wales, from 2009 to 2012 (latest data available) can be viewed in the table.
The number of people convicted in a year, does not reflect the number of cases going through the system, as this could be carried on from previous years.
The Domestic Violence, Crime and Victims (Amendment) Act 2012 amended section 5 of the 2004 Act to extend it to causing or allowing serious physical harm to a child or vulnerable adult.
Court proceedings data for 2013 are planned for publication inMay 2014.

As a small Government Department the Wales Office does not keep large amounts of stationery or other office consumables. The level of stock is monitored regularly, and replenished as necessary to meet business needs.
The Wales Office uses IT services under Ministry of Justice contracts which include the supply of printer cartridges. Cartridges are ordered automatically and we hold no reserves.
