    Companies House cannot identify the number of new businesses registered in each constituency, as there is no central register of businesses.

    Companies House does have a register of companies but information on companies registered in each constituency could only be obtained at disproportionate cost.

    On 17 December 2013, the Office for National Statistics (ONS) announced that Network Rail will be classified as a central government body in the public sector. This is an independent statistical decision taken by the Office for National Statistics in light of the European System of National Accounts 2010 (ESA10) manual from Eurostat. The reclassification will be effective from 1 September 2014 when ESA10 comes into force across the European Union.

    Out of the 9 successful appeals by non-annuitants following receipt of new input data, the highest, lowest and average additional payments were:

    a) £5,230.31
    b) £32.91
    c) £1,891.51

    In addition two annuitants have made successful appeals. The total value of the payments made to them will depend on the duration on their annuity.

    To ask the Secretary of State for Defence, which personnel aboard Queen Elizabeth Class aircraft carriers will need to wear active noise cancellation headsets; how many such headsets will be required; and what the cost of such headsets will be.

    The requirement for Active Noise Reduction (ANR) headsets for personnel associated with operating F-35B onboard Queen Elizabeth Class (QEC) aircraft carriers will be tailored to individuals’ noise exposure. As with all flight operatives on Aircraft Carriers,this will apply to personnel on the flight deck and not on other areas of the ship. The noise exposure will be dependent upon the operational employment of personnel, which will be defined through the ongoing development of operating procedures. The design specification of the headsets will be commensurate with the noise exposure, and in cognisance of The Control of Noise at Work Regulations, 2005. The preferred product is due to be ordered prior to the QEC entering service.

    The supporting data for Green Deal Advice Reports held by Landmark Information Group contains sensitive personal data, such as how householders use energy. We do not think it appropriate for Providers to have access to this data, given Data Protection considerations.

    We understand that Providers would find the raw data useful to tailor Green Deal Advice Reports around the measures customers want installed. However, they have access to the Green Deal Improvement Package Tool – which would allow them to tailor the Reports as necessary. This tool can be found at:

    To ask the Secretary of State for Environment, Food and Rural Affairs, if he will review the minimum welfare requirements for ducks raised in captivity.

    The welfare of ducks is provided for in the general provisions of the Animal Welfare Act 2006 and the Welfare of Farmed Animals (England) Regulations 2007. We have no plans to review these requirements. Defra also has a statutory duck welfare code, which encourages high standards of husbandry.

    Defra, the RSPCA, academics and the duck industry have done a good deal of work over the last few years looking at how water could be provided to ducks in a commercial setting. Defra contributed to the RSPCA’s ‘Higher Duck Welfare Programme’ and the standards in the RSPCA’s Freedom Foods scheme and the industry’s own Duck Assurance Scheme reflect the latest research. As a result of this collaborative approach, duck welfare standards have been raised.

    To ask the Secretary of State for Environment, Food and Rural Affairs, whether the planned further research into the use of carbon monoxide as a potential method of culling badgers will include (a) trials on living badgers, (b) trials on existing badger setts and (c) laboratory trials.

    The planned further research involves preliminary tests to investigate the potential use of carbon monoxide in a sett environment. These preliminary tests will not involve the use of either live badgers or active setts. Whether or not we proceed with further research involving live badgers or active setts will depend upon the outcome of these preliminary tests.
