    To ask the Secretary of State for Transport, what proportion of new buses in the UK outside London are fitted with audio visual announcements.

    According to figures published by the Society of Motor Manufacturers and Traders (SMMT) on 7th January 2014, 2842 new buses were registered in the UK in 2013, along with 843 coaches.

    Although we do not hold specific data from each bus operator on the number or percentage of new buses using audio/visual systems outside London, we are currently examining whether this information can be gathered as part of the Department’s next annual bus operator survey, due to be published in the Autumn.

    Research commissioned by the Department for Transport estimates that in 2012 there were 8877 buses operating in England that offered audio announcements on the destination of the bus and the next stop, compared to 8812 buses in 2011. This amounts to approximately 25% of all buses in England.

    To ask Her Majesty’s Government what is (1) the total sum, and (2) the percentage, of student loans that have been written off as bad debt.

    Information on the repayment status of student loans is available in the Student Loans Company (SLC) publication‘Student Loans for Higher Education in England, Financial Year 2012-13′.

    The Amount of Total Public Debt outstanding (including loans not yet due for repayment) at the start of Financial Year 2012-13 including interest was £40,271.5m, rising to £46,590.4m by the end of Financial Year 2012-13.

    The amount of debt written off or cancelled during the Financial Year 2012-13 was £27.0m. This figure is 0.07% of the Total Public Debt outstanding at the start of Financial Year 2012-13 and 0.06% of the Total Public Debt outstanding at the end of Financial Year 2012-13.

    Write offs occur for policy reasons; when borrowers die, become permanently disabled or when their loan reaches age thresholds. An estimate of ‘bad debt’ has not been provided in the answer as there is no standard definition for this.

    Statistics referring to the Financial Year 2013-14 will be published in June 2014.

    To ask the Deputy Prime Minister, pursuant to the Answer of 28 Janaury 2014, Official Report, column 510W, on the electoral register, what estimate his Department has made of the number of young people registered through Bite the Ballot; what the average cost to the public purse was of each registration through Bite the Ballot; and what the average cost to the public purse has been of each registration arising from the registration campaigns of (a) the Electoral Commission and (b) his Department.

    The government has made available £4.2 million funding to all 363 local authorities (LAs) and valuation joint boards (VJBs) in Great Britain. The Government has written to Electoral Registration Officers and encouraged them to use this funding to support the delivery of Rock Enrol! in their area. Officials will continue to work closely with LA/VJBs in order to monitor and measure the outcomes.

    The Government is supportive of organisations that promote democratic engagement such as Bite the Ballot and welcomes lessons from their experiences.The Rock Enrol! learning resource is freely available on the gov.uk and Times Education Supplement websites amongst others. The Government is also working with a range of organisations, including the Association of Citizenship Teachers, to promote the use of Rock Enrol!

    To ask the Secretary of State for Justice, how many people in each police force area have been caught speeding and received points on their driving licence in each of the last five years.

    The maximum penalty for speeding is a fine of up to £1,000 and for speeding on a motorway, £2,500. The courts also have the power to disqualify the offender from driving and must in any event endorse the offender’s licence by between three and six penalty points. Alternatively, if the police decide that the nature of the offence was less serious, they may offer the motorist the opportunity to receive a fixed penalty notice instead of prosecution. If a fixed penalty is issued, the driver may instead chose to plead innocence or mitigating factors in court, and if convicted, any sentence will be decided within the maximum penalty limit and in line with sentencing guidelines.

    The number of persons receiving endorsements only on their driving licence for speeding offences at all courts in England and Wales by police force area from 2008 to 2012 (latest data available) can be viewed in the attached table.

    Please note that court proceedings statistics for the year 2013 are planned to be published by the Ministry of Justice in May 2014.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what steps he has taken in response to the recent violence in the Central African Republic.

    The UK is working closely with international partners to ensure an effective and co-ordinated international response to the current humanitarian and security crisis in the Central African Republic (CAR). The UK will continue to work with the AU and UN to ensure the effectiveness of the AU mission as well as the effective deployment of a UN Peacekeeping Operation. The UK has also provided airlifts to help with deployment of the EU security mission (EUFOR); has provided a planning officer to the Operational Headquarters; and is providing a share of EUFOR’s common costs as well as engaging with EU Partners on EUFOR’s approach and rules of engagement. We remain the second largest provider of humanitarian aid, having given £23 million since the crisis began. I last discussed with interim President Catherine Samba-Panza on 23 May.

    The Government’s childcare offer will provide flexible support for all eligible working families while maintaining a free, universal early education support. Alongside this, the Government is also taking action to drive up the supply of high quality childcare provision and to open up more choice for parents.

    DECC Ministers and officials meet industry representatives and consumer groups on a regular basis to discuss market issues.

    In July last year, No.10 and DECC set up a joint working group with industry and consumer groups to look at ways for improving the transparency and fairness of the energy market for small businesses. At the end of 2013, the working group published the Small Business Energy Communique, an agreement with industry to make it easier for small businesses to get a better deal in the energy market.
