    To ask the Secretary of State for Business, Innovation and Skills, which projects in the North West have received European Commission funding in each of the last five years; and how much each such project received in each year.

    A full list of all the projects funded by European Regional Development Fund and European Social Fund in the North West since 2007 are provided on the GOV.UK site.

    The total value of grants awarded to organisations in the North West of England from the Seventh Framework Programme (FP7) 2007-2013 was €420,441,221 (figure correct at 11/11/2015). The total value of grants awarded to organisations in the North West under the Horizon 2020 (2014-2020) programme is €66,881,642 (figure correct at 29/10/2015). The figures for both programmes include grants that were awarded under the complementary Euratom research and training activities programme.

    The safety of passengers and rail users is paramount on the railway and the Department for Transport would never do anything to put passengers at risk.

    We do regulate Ticket Office opening times through the Ticketing and Settlement Agreement, but staffing levels beyond this are a matter for the operators as we believe that they are best placed to determine how to meet the needs of their passengers.

    The Government of Iraq is committed to stabilising areas which have been liberated from Daesh. This includes providing security, including through demining efforts, to enable civilians to return. The UK, along with our partners in the Global Coalition, is supporting the Government of Iraq to do this. This includes providing £2.5 million to the UN Development Programme’s stabilisation fund for Iraq, and £225,000 to the UN Mine Action Service to establish a unit to assess the problem and coordinate donor support.

    To ask Mr Chancellor of the Exchequer, what support the Government plans to provide to working parents who wish to claim tax-free childcare but who are unable to access the internet; and if he will make a statement.

    Tax-Free Childcare is being designed to be as straightforward as possible for parents. It will be quick and easy to apply online for the vast majority who are able to do so. However, Her Majesty’s Revenue and Customs will ensure that assistance is provided to families who cannot access the internet so that they do not miss out on the support available via Tax-Free Childcare.

    Once the scheme is fully open, we estimate that up to 1 million families may take up the scheme in ‘steady state’.

    The Tax-Free Childcare system will be extensively tested before the scheme is launched.

    In all cases decisions to investigate are made by the Director of the Serious Fraud Office, who acts independently. In respect of BHS, the SFO has confirmed that it is reviewing material in its possession. If the Director considers there are reasonable grounds to suspect serious or complex fraud which meets his Statement of Principle, he will open a formal criminal investigation.

    As the Home Secretary made clear to Parliament on 10 October, the Government’s priority is to work with the French Government to ensure the safety and security of all children in the camp in Calais. The UK is also committed to ensuring that unaccompanied children in Calais eligible to come to the UK are transferred as quickly as possible.

    To ask Mr Chancellor of the Exchequer, what assessment he has made of the adequacy of capacity on travel routes from Wrexham to Liverpool for HM Revenue and Customs staff redeployed from Wrexham to Liverpool.

    HM Revenue and Customs (HMRC) announced the planned locations of its future Regional Centres based on a number of key principles that will enable it to deliver more for less. In addition to cost, HMRC has taken account of the quality of local transport links, the local labour market and future workforce supply, and the need to retain the staff and skills it requires to continue its transformation. These changes will reduce HMRC’s estates costs by around £100 million a year by 2025.

    HMRC estimates that Liverpool will be home to between 2,800 and 3,100 full time equivalent employees. Consolidation into the Regional Centre is expected to begin in 2019-20. HMRC plans to open the Regional Centre in Cardiff in 2019-20. It is likely that the office at Plas Gororau in Wrexham will close in 2020-21. HMRC will be holding one-to-one discussions with each of its people to discuss the next steps.

    To ask the Secretary of State for Energy and Climate Change, pursuant to the Answer of 14 December 2015 to Question 19268, what financial penalties and other mechanisms are available to ensure that all private rented sector landlords improve their properties to a minimum energy efficiency rating of E from April 2018.

    The requirement on private rented sector landlords to improve their properties to a minimum energy efficiency rating of E from April 2018, subject to certain exemptions, will be enforced by individual local authorities. The Energy Efficiency (Private Rented Property)(England and Wales) Regulations 2015 empower local authorities to enforce the provisions, including the power to impose compliance and penalty notices. Authorities will be able fine landlords up to £5,000 per property if they fail to comply with a compliance notice relating to a breach.

    Landlords who qualify for an exemption to meeting the minimum standard will be required to provide details to a centrally held register. Exemptions will be valid for a period of five years, after which time the landlord will once again need to try to improve the energy efficiency rating of the property. The register will be accessible to Local Authorities (and the general public) and will be audited by Local Authorities or DECC.
