    To ask the Secretary of State for the Home Department, if she will bring forward proposals to introduce stricter UK border controls similar to those introduced by the French government following the recent Paris attacks.

    The UK is not part of the Schengen border-free arrangements that France and other European counterparts take part in. We have always and will continue to operate our borders securely and enforce our immigration laws. This includes carrying out full checks on all arriving passengers in order to identify any criminal, security and immigration concerns. Following the tragic events on Friday 13 November in Paris, Border Force has intensified checks on people, goods and vehicles entering the UK from the near continent and elsewhere, undertaking additional and targeted security checks against passengers and vehicles travelling to France via both maritime and rail ports and a number of airports across the country. We will be maintaining increased levels of security at our borders and people will see an increased presence of police and Border Force at all ports.

    I refer the hon. Member to the answer I gave on 30 November 2015 to Question 17417 to the hon. Member for East Londonderry (Mr Campbell). The Report of the Independent Reviewer of the Justice and Security (Northern Ireland) Act 2007 which contains the requested information is published annually. The next report will be published in January 2016.

    To ask the Secretary of State for Justice, pursuant to the Answer of 22 June 2015 to Question HL324 from Baroness Masham of Ilton, when the additional four weeks of training for prison officers will be introduced; and whether training on suicide and self-injury prevention will be included in that training.

    The new Prison Officer entry level training began on 25th January 2016. The training includes an additional 4 weeks of content relevant to the role. Reducing the risk of suicide and self-harm are included in the training.

    To ask Her Majesty’s Government how many improvement notices have been served by the Health and Safety Executive in relation to the failure of healthcare institutions and authorities to ensure that safer sharps are used so far as is reasonably practicable.

    There have been thirty-two improvement notices served ( up to December 2015) to healthcare institutions in England, Scotland and Wales since the Health and Safety (Sharp Instruments in Healthcare) Regulations 2013 came into effect in May 2013. Of these, twenty-six were specifically for the failure to use or provide safer medical sharps where reasonably practicable, three were for failure to provide appropriate training, two were for failure to take specific actions in the event of a sharps injury and one addressed all of these failings.

    Before an improvement notice is served the inspector will discuss the breaches of law with the duty holder and explain why a notice is being served. The inspector will also ensure that the duty holder understands what they need to do to comply, and has the opportunity to explore alternative approaches. A timescale for compliance will also be agreed.

    The Government published its Impact Assessment with a full assessment of the National Living Wage policy on 7 December 2015.

    300,000 workers in the South East will directly benefit from the National Living Wage by 2020. The Department for Business, Innovation and Skills has made no detailed assessment of the benefits of the National Living Wage at local authority level.

    To ask the Secretary of State for Justice, how much funding HM Young Offender Institution (a) Werrington, (b) Feltham and (c) Cookham Wood has received from the European Social Fund via the National Offender Management Service Co-Financing Organisation in each year since January 2010.

    Money received from the European Social Fund (ESF) by the NOMS Co-financing Programme is published in the NOMS Annual Report and Accounts. No ESF funding has been used to finance employer roadshows at Sudbury, Drake Hall and Wayland prisons. Neither has any ESF money been awarded direct to HM Young Offender Institutions Werrington, Feltham or Cookham Wood.

    It is a condition of any award of core ESF funding to the NOMS Co-financing programme that it has to be spent on front line services for offenders (excluding the administration budget. Because of this, a separate application was made under the Technical Assistance grant to fund, among other things, the setting up and running of the Employers’ Forum for Reducing Re-offending (EFRR). The aim of the Technical Assistance grant is to fund services that will support the objectives of the main programme – employability of offenders. The amount spent from the ESF Technical Assistance fund on the EFRR from 2010 to 2015 was £280,403.

    To ask the Secretary of State for Health, what plans he has to renew or update the cardiovascular disease outcomes strategy.

    NHS England continues to support implementation of the action points listed in the Cardiovascular Disease (CVD) Outcomes Strategy: it has no plans to renew or update it. It is working closely with Public Health England (PHE) on a range of preventative issues which support implementation of the strategy and promote wider improvement in outcomes.

    In addition to CVD work undertaken by Right Care and as part of the Urgent and Emergency Care Review, NHS England also hosts a collaborative group which brings together the relevant National Clinical Directors, the main relevant national charities, the National CVD Intelligence Network, PHE and the Department. This collaborative group continues to work together to reduce premature mortality in both primary and secondary care settings in relation to people with, or at risk of having, CVD.

    DFID Nepal has signed an overarching Development Partnership Arrangement with the Government of Nepal that enshrines the partnership principles, one of which is respect for human rights. At the programme level, our Memorandum of Understandings with the Government also include a specific clause that state conditions regarding respect for human rights attached to financial aid funds.
