    To ask the Secretary of State for Defence, whether he plans to pause the issuing of a formal contract notice in the Official Journal of the European Union for the outsourcing of Defence Business Services in light of the implications of the EU referendum result.

    The Ministry of Defence is currently examining options for the future of Defence Business Services (DBS) as part of the Future DBS Programme. No final decisions have been taken on whether any elements of DBS’ current operations will be outsourced. Timescales will be confirmed in the event of a decision to outsource.

    To ask Her Majesty’s Government what recent discussions they have had with the government of Bosnia-Herzegovina about the refugee and migrant crisis in the Western Balkans, and what provisions are in place to offer (1) UK, and (2) EU, support to the government of Bosnia-Herzegovina in the event of an influx of refugees and migrants into that country.

    We are in contact with all governments of the region on the migration crisis. On 23 September, the Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron), pledged a UK contribution of £308,078 to the UN High Commissioner for Refugees (UNHCR)’s Sarajevo office for contingency planning. This was part of a wider pledge of £3.1 million of aid to international agencies to support Western Balkans countries affected by the migration crisis. On 1 November, the Secretary of State for International Development, my right hon. Friend the Member for Putney (Justine Greening), announced a further £5 million of humanitarian aid to the countries on the Eastern Mediterranean route. We are also contributing substantially through EU assistance programmes in Bosnia and Herzegovina (BiH). The EU has provided €8.5 million of migration-related assistance to Bosnia and Herzegovina. Some of this has been spent on technical assistance for effectively managing migration and asylum. It has also been spent on supply of equipment and on the construction of a reception facility for migrants. The EU is due to spend a further €2 million to support BiH’s border police.

    To ask the Secretary of State for Business, Innovation and Skills, if he will have discussions with pub chains on training staff to identify people with suicidal tendencies in order to stop serving such people alcohol.

    The Department for Business Innovation and Skills has no plans to undertake such discussions but as part of the continuing programme of work to support the government’s suicide prevention strategy, Public Health England has published guidance for local authorities to develop local suicide prevention action plans. The guidance suggests that local authorities establish a local suicide prevention group and work with relevant organisations in their area to co-ordinate activities to reduce suicide. Those groups can work with landlords and pub managers.

    While we have not made representations on this particular case, during recent visits to Iraq, The Rt Honourable Baroness Anelay of St Johns and I discussed the human rights situation with ministers and senior officials from the Kurdistan Regional Government as well as civil society representatives. Officials at the British Consulate General in Erbil regularly raise human rights concerns with the Kurdistan Regional Government.

    To ask the Secretary of State for Environment, Food and Rural Affairs, if she will make it her policy that waste disposal licences are not issued by the Environment Agency to individuals with criminal convictions or to companies controlled by individuals with criminal convictions.

    The Environment Agency can already refuse an application for an environmental permit if it considers the applicant or another relevant person is not competent or unwilling to comply with the conditions of a permit. Where disclosed as part of an application, relevant convictions may be considered by the regulator as part of its assessment of an operator’s competence to hold an environmental permit.

    The Department for Work and Pensions jointly with the Department for Communities and Local Government commissioned an evidence review into the shape, scale and cost of the supported housing sector.

    Off the back of this evidence, we will conduct a policy review to ensure support is focused on the most vulnerable and the appropriate groups are safeguarded.

    The Treasury continuously monitors global economic developments, including in China, and their impact on the UK as part of the normal process of policy development.

    As one of the most open trading economies in the world with a large financial sector, we have to recognise that the UK is not immune to the continued problems being experienced in the world economy.

    Nonetheless, the Bank of England’s 2015 stress tests modelled a severe slowdown in commodities and emerging markets. No banks were required to submit revised capital plans following the stress tests. These results indicate that the UK banking system would have the capacity to continue to lend to the real economy, even under such a severe adverse scenario.

    We are currently investigating institutions that may be operating as unregistered independent schools in England, as referred to by Her Majesty’s Chief Inspector Sir Michael Wilshaw in his recently published letter. We will make a statement about progress in due course.

    It is important to recognise that new settings come to our attention and existing ones close, or are confirmed not to be operating as schools on a regular basis.

    To ask the Secretary of State for Business, Energy and Industrial Strategy, what the cost to (a) government and (b) industry of the Defence Growth Partnership (i) was in 2014-15, (ii) was in 2015-16 and (iii) is for 2016-17.

    The Defence Growth Partnership (DGP) is an industry led group, established jointly by industry and government to deliver export-led growth within the Defence sector. It does not receive any public funding. Since 2014, it has enabled joint industry and government resource equivalent to £50 million over three years to achieve its agenda: £30 million for strengthening the UK Defence & Security Organisation and establishing the UK Defence Solutions Centre (UKDSC). The remaining £20 million is currently delivered through a number of initiatives supporting the DGP’s growth agenda: establishment of the Centre of Maritime Intelligent Systems (CMIS); Dual Use Technology Exploitation (DUTE) cluster and the MOD Innovation Challenge fund.

    Government and industry have committed through a mix of cash and resource equivalent to £3.8m in 2015-16 to the UKDSC and a similar figure is predicted for 2016-17. As of 1 April 2016, there were 4 staff directly employed by the UKDSC and 28 secondees from across the 16 DGP Partner Companies.
