    To ask Her Majesty’s Government, further to the Written Answer by Lord Freud on 15 September (HL1462), what action was taken to trace new addresses and re-send letters to those affected by the increase in State Pension Age under the Pensions Act 2011; and for whom letters sent between January 2012 and November 2013 were returned due to the Department for Work and Pensions having the incorrect address.

    The Department has a robust process in place to review all incorrect address returns and properly scrutinise and update customer account details when an address is confirmed. Letters are issued to the latest address held on our records. DWP takes all reasonable steps to determine the correct address. For State Pensions this may include contact through Local Authority or a DWP Visiting Officer. Where an updated address is confirmed the customer account details are amended.

    Information on the number of individuals who had letters returned due to incorrect address details, and details on resending letters is not collated centrally and could only be provided at disproportionate cost.

The Welsh economy continues to benefit from a thriving tourist industry, with recent figures showing the amount spent by overseas visitors increased by £34 million over the last year.

    The Government recognises the important contribution children’s television makes to promoting British culture and the UK economy. In April, the Government introduced a new tax relief for children’s ‘live action’ television productions to attract inward investment and support our domestic market. We have noted the issues identified by Ofcom and will continue to monitor the sector and consider whether further measures are needed.

    Information on the facilities available at individual stations is collected and held by the Association of Train Operating Companies, rather than the Department. However, we understand that around 460 stations in the UK have step free access to and between all platforms. I also note that both railway stations in the Hon Member’s constituency – Wakefield Westgate and Wakefield Kirkgate – are now step free.

    We are investing in apprenticeships to meet identified skill needs across all sectors. We are committed to reaching 3 million apprenticeship starts in England by 2020 and will ensure they deliver the skills employers and the economy need for growth. We have also announced plans for ground-breaking reforms to technical and professional education, working in direct partnership with employers to ensure the new system provides the skills most needed for the 21st century. Together with creating 5 National Colleges, supporting a new network of Institutes of Technology and rolling out more degree and higher level apprenticeships, we are helping to equip people with the higher and technical level skills that are in demand.

    Our aim is for all local areas to take a leading role in skills provision to ensure it is responsive to local economic priorities and devolution deals with areas around the country are a big step towards this ambition so that they can secure the training and skills that local employers need.

    To ask the Secretary of State for Education, what steps her Department takes to monitor the compliance of local authorities with their statutory duty to secure sufficient accommodation for looked-after children.

    Local authorities are required, so far as reasonably practicable, to secure sufficient accommodation within the authority’s area to meet the needs of looked after and vulnerable children. Statutory guidance to help local authorities meet this duty was issued in 2010.

    Local authorities’ compliance with the “sufficiency duty” is considered as part of Ofsted inspection. In order for a local authority’s overall effectiveness to be judged as good, they must demonstrate a clear strategy for commissioning and developing services and that there are sufficient resources to meet the needs of local children. Ensuring sufficient placements and services for looked after children also forms part of Ofsted’s judgement of local authorities’ leadership and management.

    Information on the number of National Minimum Wage enquiries made to the Pay and Work Rights Helpline (PWRH) and Acas Helpline for the ‘domiciliary care’ and ‘residential care’ sectors has never been systematically collected.

    However, additional information about a complaint is collected after it is referred to HMRC and investigated further. This can include more detailed information on the sector in which the employer in question operates.

    All decisions to designate and lift EU listings are made by the EU Council. The underlying evidence to support a designation or propose a delisting is made available to the Council and held on file.

    The Council decides collectively on the sharing of information externally. Member States are bound by a duty of professional secrecy with respect to Council documents unless they have been made publicly available, as set out in the Council’s Rules of Procedure. In this case, they have not been made public.

    Professional secrecy maintains non-disclosure of the identity of the proposing Member State and limits the scope for third countries to play divide and rule with the EU’s sanctions policy.

    Statistical data broken down by region on (a) apprentices working full-time for the employer with which they trained or (b) were subsequently unemployed, is not available.

    Latest Apprenticeship Evaluation Learner Survey 2016 data show that 9 out of 10 of all recent apprenticeship completers were in employment 12-20 months after completion. And 72% of those in employment were with the same employer with whom they completed their apprenticeship.
