    To ask the Secretary of State for Health, what steps his Department is taking to assist young people experiencing anxiety and depression.

    Our Government is committed to delivering the vision set out in the Future in Mind report, which sets out the five-year vision of major system-wide transformation to improve access to high-quality mental health care for all children and young people when they need it and as close to home as possible. Since its publication in March 2015, working alongside our partners in Government and arm’s length bodies, progress has been made on many of the key ambitions to improve access to high-quality support across the country.

    The core delivery mechanism for this ambitious programme of transformation are Local Transformation Plans, which are publically available and should cover the full spectrum of need for children and young people who have existing or emerging mental health problems, including anxiety and depression.

    To support this transformation, an additional £1.4 billion funding has been made available over the course of this Parliament. This will also enable the expansion and extension of the Children and Young People’s Improving Access to Psychological Therapies programme so that high quality evidence-based interventions, including for anxiety and depression, can be delivered by children and young people’s mental health services across England.

    The payment window for the Basic Payment Scheme 2015 runs between 1st December 2015 and 30th June 2016.

    We received around 88,000 Basic Payment Scheme applications for 2015. On the 1st December, the opening of the Basic Payment Scheme 2015 payment window, we paid around 33,000 claims. This means that, as a proportion, around 62% of claims are still being processed.

    The Scotland Office currently employs five press and public relations staff. Three members of staff are paid more than £50,000 and no staff were paid more than £100,000.

    The total cost of permanent Press and Public Relations staff in 2014/15 was £348,895.

    To ask the Secretary of State for Health, what steps he is taking to ensure provision of specialist respiratory care for people with muscle-wasting conditions; and if he will make a statement.

    NHS England commissions specialised neurological services at a national level, including those with muscle-wasting conditions. The relevant service specification sets out what designated specialised providers must have in place to offer evidence based safe and effective care. Patients should have access to a multidisciplinary team (MDT) to assess, diagnose and provide support. The MDT will include neuromuscular consultants, neuromuscular physiotherapists, psychologists, specialist nurses, occupational therapists, speech and language therapists and other health professionals.

    The specification also sets out that neuromuscular clinics need to identify those at risk of respiratory problems and refer for specialist respiratory assessment and monitoring.

    The Office for Budget Responsibility is concerned with national economic forecasting, while the Transition Grant is a subnational distribution. It was therefore not necessary nor would it have been standard practice to consult the OBR on this issue.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, pursuant to the oral contribution of the Minister for Europe of 8 June 2016, Official Report, column 137WH, when the cross-departmental programme expenditure funding to support Yemen’s national de-mining institution will be released.

    The UK has thus far released £671,592 of funding from the Conflict, Stability and Security Fund to UNDP, who manage the project rebuilding the capacity of Yemen’s national demining institution (YEMAC) and supporting mapping and clearance operations. This project, to which the UK will contribute a total of £1.05m, will reduce the physical and social-economic impact of mines and explosive remnants of war on people and communities. This is part of the UK’s wider efforts to help address Yemen’s urgent humanitarian needs and contribute to effective stabilisation – giving the nascent peace process a better chance of success.

    The Government supports the US presence on Diego Garcia in the British Indian Ocean Territory, and wishes it to continue. This presence is underpinned by an Exchange of Notes which will roll over automatically for a further 20 years if neither side decides to terminate it before 30 December this year.
