    To ask Her Majesty’s Government what measures University Technical Colleges are taking to increase choices for students, especially with regard to strengthening academic study with practical learning.

    University Technical Colleges (UTCs) specialise in subjects that need modern, technical, industry-standard equipment, such as engineering and digital technologies. Pupils integrate academic study with practical learning, studying core GCSEs within a high-quality technical and professional curriculum. UTCs work with local and national employers and higher education institutions to design and deliver a curriculum that, through technical projects and work experience, will provide pupils with the skills employers demand for their industries. The importance of involving employers in education is a key part of the government’s recently announced plans for ground-breaking reforms to technical and professional education.

    To ask Her Majesty’s Government how many English piers have received government grants in (1) 2013, (2) 2014 and (3) 2015.

    There a number of grant programmes, funded by the taxpayer and the lottery, from which England’s 43 surviving piers can benefit. There is no central record of all government grants awarded to piers in 2013, 2014 and 2015.

    It is clear that grants from initiatives such as the Coastal Communities Fund and the Coastal Revival Fund as well as the Heritage Lottery Fund, have been invaluable in assisting with restoration works and creating new businesses and jobs. Such grants help to preserve our heritage and increase visitor numbers.

    At Hastings Pier, which will reopen to the public this spring, a £14 million restoration project was awarded funding through the Heritage Lottery Fund, the Coastal Communities Fund and from DCLG, among other sources. The new visitor centre, arts centre and restaurant will provide a boost to tourism and local businesses.

    On 14 December 2015, the Government formally announced that it accepted the Airports Commission’s case for new runway capacity in the South East, as well as the Commission’s three shortlisted schemes. At the same time, it was also announced that the Department for Transport would undertake a package of further work which it anticipates will conclude over the summer. Alongside this, they would prepare an airports national policy statement as the framework for implementing decisions on airport capacity in line with the Planning Act 2008.

    To ask Mr Chancellor of the Exchequer, pursuant to his oral contribution of 23 March 2016, Official Report, column 1558, when his Department plans to carry out an impact assessment of the proposed closure of HM Revenue and Customs offices on the local economy of East Kilbride.

    HM Revenue and Customs (HMRC) has based its decisions on the location of its future regional centres on a number of key principles including access to a pipeline of talent and the need to retain its current staff and skills.

    As part of its initial planning HMRC conducted high level People Impact Assessments to assist the process.

    HMRC plans to update the Impact Assessments when one to one discussions have been held between staff and their managers ahead of any office move which may affect them.

    The one to one discussions will establish whether or not they can move and the level of support which will be required, including the potential impact on people with protected characteristics.

    HMRC plans to retain a presence in East Kilbride as a transitional site until 2025-26.

    This government is committed to ensuring that older people are able to live with the dignity and respect they deserve and the State Pension is the foundation of state support for older people. That is why the government has committed to increasing the State Pension by the triple lock, with someone on a full basic State Pension receiving around £570 more in 2016-17 than if it had been uprated by average earnings since the start of the last Parliament.

    In total, the government will spend around £95 billion on the State Pension in 2016-17.

    The Department has not seen loss of capacity of social care provision. The Government recognises that the care sector is operating in a challenging financial environment and continues to engage with the care sector to understand their concerns about their financial viability and the sustainability of services.

    The Care Quality Commission monitors the finances of the largest care businesses to identify likely insolvencies that would stop services. The Department continues to monitor the whole of the market of care providers, engage with the sector to better understand the challenges they face and support local authorities who purchase services.

    The Department is working closely with the Local Government Association to consider targeted action to address the issues.
