    HM Government reached an agreement with RBS and the European Commission on 9 April 2014 to amend the terms of the Dividend Access Share (DAS). The full terms of this agreement can be found on the European Commission’s website:

    The first sale of Royal Bank of Scotland (RBS) shares was conducted in August 2015. The advice which the Chancellor received from a) the Governor of the Bank of England; b) N.M. Rothschild; c) HM Treasury; and d) UK Financial Investments (UKFI) is available on the Government’s website:

    www.gov.uk.

    The government has not undertaken any sale of RBS shares since August 2015.

    The new 2016 contract will start to be introduced in England from 3 August 2016 for general practitioner trainees and trainees in hospital posts approved for postgraduate medical/dental education. Positions are currently being filled according to the terms of the new contract.

    To ask the Secretary of State for Environment, Food and Rural Affairs, whether the British delegation to the G20 agriculture ministers’ meeting held on 3 June 2016 in China raised with its Chinese counterparts the matter of the continued delay to the implementation of the protocol allowing pig trotters to be exported from the UK to China.

    The importance of reaching agreement for the export of UK pigs’ trotters to China has been raised at the highest levels. The UK Agriculture, Food and Drink Counsellor, based in Beijing, continues to meet with the Chinese authorities to raise the importance of this agreement and press for expeditious consideration of the UK application to allow exports of UK pigs’ trotters to commence as soon as possible.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, how many UN special envoy missions there have been in each of the last five years.

    This response answers PQ 44298 and PQ 44301. For the purpose of these PQs we have defined ‘UN special envoy missions’ as Special Political Mission thematic cluster I, which covers special and personal envoys and advisers of the UN Secretary General.

    The Foreign and Commonwealth Office pays the UK’s assessed contributions for these as a part of our contribution to the UN Regular Budget, which are mandatory under the UN Charter. The UK’s fixed percentage share of the budget for each Special Political Mission was 6.604% during 2011 and 2012, and 5.179% from 2013 to 2015. The peacekeeping budget does not fund Special Political Missions. The UK does not hold a central register of UK voluntary contributions to SPMs

    To ask the Secretary of State for Health, whether he plans to review the decision no longer to fund second stem cell transplants for blood cancer patients.

    The commissioning of stem cell transplantation is managed as part of the overall system to deliver specialised services. To ensure that investment decisions are affordable and offer value for money, NHS England has established a defined prioritisation process. This involves assessment of all proposals based on clinical benefit and cost. On 2 August 2016, NHS England announced a re-run of the prioritisation process carried out earlier this year.

    The Department is not planning to review the decision related to the commissioning of second stem cell transplants.

    To ask the Secretary of State for Environment, Food and Rural Affairs, what changes she proposes to introduce to the regulation of recreational sea anglers who capture sea bass for the period from 1 January to 30 June 2016.

    The European Commission has issued proposals[1] on fishing opportunities to be agreed for 2016, which includes EU bass management measures for the commercial fishing and recreational sea angling sectors consisting of a moratorium on fishing for bass in the first six months, and reduced catch limits for the latter half of the year. The UK response to these proposals is being considered in advance of negotiations at the December Fisheries Council.

    The latest available assessment of the bass stock, from the International Council for the Exploration of the Sea, was published in June this year before the full set of EU bass management measures for 2015 was finalised in September. Its next assessment is due in June 2016.

    The £290 million investment in perinatal mental health services announced by the Prime Minister is funded from within the Department’ overall Spending Review Settlement.This builds on the initial investment announced at the Spring 2015 Budget, making a total investment from 2016/17 to 2020/21 of £350 million.

    The Government of Ethiopia is assisting people in South Omo through food or cash via the Government’s Productive Safety Net Programme to help them through the leanest months of the year. Additionally, the local government is working with the World Food Programme to meet humanitarian needs, allocating over 4,000 MT of food for distribution in South Omo over the coming six months.
