The existing bilateral programme fund, run by our Embassy in Pyongyang, has contributed to a number of projects aimed at improving the lives of some of the most vulnerable people in the Democratic People’s Republic of Korea (DPRK). These include helping to improve food and nutrition for people in rural areas and equipment for the physically disabled. In addition, our funding of English language projects and visits to the UK for government officials, exposes DPRK citizens to other values and cultures. We assess that many of our existing projects contain a human rights element, without strictly being defined as a human rights project. In the coming year we will continue to fund such projects where possible and will assess future human rights projects under the Magna Carta Fund for Human Rights and Democracy. The amount spent on projects categorised as containing a human rights element between 3 September 2013-8 October 2015 was £270,046.61.

We expect Govia Thameslink Railway to demonstrate its ability to carry all passengers safely through its safety management system. The Office of Rail and Road issues safety certificates for passenger operators in its capacity as safety regulator and carries out any enforcement necessary for safety issues.

To ask Her Majesty’s Government, further to the Written Answers by Lord Darzi of Denham on 22 January 2008 (WA 28), 21 April 2008 (WA 234) and 12 May 2008 (WA 109–10), what assessment the Human Fertilisation and Embryology Authority has made of the recently published research in Nature (DOI: 10.1038/nature17948) and Nature Cell Biology (DOI: 10.1038/ncb3347); and whether in the light of that research it has changed its conclusion that outgrowing human embryos cultured in vitro for more than 14 days could no longer be considered to be live human embryos as a matter of principle.

The Human Fertilisation and Embryology Authority (HFEA) has advised that it has not made a formal assessment of the recently published research in Nature (Deglincerti A. et al. 2016 and Shahbazi MN. et al. 2016). The HFEA has also advised that it is not expected that this research will lead to a change in the Authority’s assessment of embryonic masses, which form when embryos outgrow their structure. However, this research will be drawn to the attention of the HFEA’s Scientific and Clinical Advances Advisory Committee at its meeting in June.

The British Government deployed 2 Long Term Observers to join 18 other Long Term Observers in the Organisation for Security and Co-operation in Europe (OSCE) Office for Democratic Institutions and Human Rights Limited Election Observation Mission for the early parliamentary elections in Turkey on 1 November 2015.
Delegations from the Parliamentary Assembly of the Council of Europe (PACE) and the Parliamentary Assembly of the OSCE also observed the elections in Turkey on 1 November.

To ask the Secretary of State for the Home Department, what steps her Department is taking to reduce the number of women murdered as a result of domestic violence.

Tackling domestic violence is a key priority for this Government. We put Domestic Homicide Reviews on a statutory footing in 2011 so that local areas and agencies identify lessons learned to help to prevent future homicides and violence. We have commenced a new domestic abuse offence to tackle controlling and coercive behaviour, and have rolled out Domestic Violence Protection Orders and the Domestic Violence Disclosure Scheme across the country. We have already committed £40 million between 2016 and 2020 to support domestic abuse victims, and provided £2 million to Safelives and Women’s Aid to support early intervention. We will shortly publish a refreshed cross-Government Violence Against Women and Girls strategy setting out how we will do more still to secure long-term funding for domestic violence services and support for all victims.
