    I am in close contact with Commissioner Moedas, who has responsibility for EU science, research and innovation and we have both publicly emphasised the importance of continuing to work together to produce high quality research. In addition, the European Commission has made it clear that while the UK remains a member of the EU, proposals from, or including, UK applicants must be treated in the same way as applications from other Member States. The Department remains vigilant and open to evidence of problems in this area. Specific instances of these problems can be fed back to the email address research@beis.gov.uk.

    Up to September 2015, over 128,000 homes had been purchased with assistance of Help to Buy Equity and Mortgage Guarantee Loans.

    Since 2010/11, over 53,000 thousand tenants have purchased their homes through Right to Buy (and preserved Right to Buy for housing association tenants). The voluntary scheme extending to housing associations will give 1.3 million more families the opportunity to do this.

    To ask Her Majesty’s Government what assessment they have made of the decision by NHS England not to provide Truvada on prescription as a pre-exposure prophylaxis in the treatment and prevention of HIV.

    NHS England does not now consider pre-exposure prophylaxis (PrEP) for Human Immunodeficiency Virus (HIV) is suitable for prioritisation of specialised commissioning spend as it is a preventative measure. However given the potential benefits in this area, NHS England is keen to build on the work to date and will be making available up to £2 million over the next two years to run a number of early implementer test sites. These will be undertaken in conjunction with Public Health England and will seek to answer the remaining questions around how PrEP could be commissioned in the most cost effective and integrated way to reduce HIV and sexually transmitted infections in those at highest risk.

    To ask the Secretary of State for Culture, Media and Sport, pursuant to the Answer of 15 December 2015 to Question 20201; what assessment he has made of the implications for his policy on safe-standing facilities at higher tier sports stadia on the recent findings of the Hillsborough Inquest.

    My Rt Honourable Friend the Home Secretary made a statement on the determinations and findings of the fresh Hillsborough inquests (Official Report, 27 April 2016, columns 1433-1463). The Taylor Report made recommendations after the disaster that would make sports grounds safer, which included the introduction of all-seater stadia in the top two tiers of English football.

    The Government remains of the view that that all-seater stadiums are the best means to ensure the safety and security of fans at football in England and Wales. All-seater stadiums have helped improve crowd management, crowd behaviour and policing. They also provide more comfortable facilities for spectators to enjoy football matches. We will, however, monitor the introduction of safe standing accommodation in Scotland closely once evidence from the Scottish experience is available.
