To ask Her Majesty’s Government what discussions they have had with the Disasters Emergency Committee regarding openness and transparency in using public donations, in the light of the earthquakes in Nepal in 2015 and previous disasters.

Funds raised by the British public for the DEC appeal have already reached over £85 million, which includes £5 million in matched funding provided by DFID. UK Government representatives in Nepal’s meet regularly with Disaster Emergency Committee (DEC) members to discuss the ongoing earthquake response, recovery and reconstruction efforts.
The DEC publishes regular updates on the Nepal response on their website and through social media. Information on how funds are being used is also shared directly to donors via email and post. The DEC has also commissioned and published an independent evaluation of the work, which I have attached for ease, of members in Nepal which particularly focuses on the emergency response phase.
The DEC is planning on producing a ‘one year on’ report which will be published on the anniversary of the earthquake. This will give details of how funds were raised, how they were disbursed to member agencies, how they have been spent and what has been achieved.

To ask the Secretary of State for Transport, how many motorists were fined as a result of motorway average speed cameras in each year since 1985 for which figures are available; and how much was collected in fines in each such year.

Highways England does not hold information on how many motorists were fined as a result of motorway average speed cameras, nor how much were collected in fines, as they are not an enforcement agency. Enforcement is undertaken by the respective police forces.

To ask Her Majesty’s Government what assessment they have made of the impact on the economies of the Caribbean and British Overseas Territories of the result of the referendum on the UK’s membership of the EU.

We are already engaged with the Overseas Territories to capture the full range of interests they have in the EU, including the potential economic impact of any change in their relations with the EU. We will fully involve the devolved administrations, Gibraltar, the Crown Dependencies, the other UK Overseas Territories and all other regional centres of power, in accordance with their various constitutional relationships with the UK, to ensure that all of their interests are taken properly into account. In the meantime, the UK remains a member of the EU, and the full range of rights and obligations afforded under the Treaties still apply.

To ask the Secretary of State for Northern Ireland, what proportion of the funding of £500 million for shared schooling in Northern Ireland is expected to come from her Department’s budget.

In the ‘Stormont House Agreement’ signed on 23 December 2014, the UK Government agreed a contribution of up to £500m over 10 years of new capital funding to support shared and integrated education, subject to individual projects being agreed between the Executive and the UK Government.
In the recent ‘A Fresh Start: the Stormont Agreement and Implementation Plan’ the UK Government agreed a number of further flexibilities to the funding commitments contained in the ‘Stormont House Agreement’ including that capital funding for shared and integrated education can be used to support shared housing projects, with individual projects to be agreed by the UK Government.
This funding to the Northern Ireland Executive will come from Her Majesty’s Treasury through the Northern Ireland Office.

There were no prosecutions brought under section 53A of the Sexual Offences Act 2003, in Wales, from 2010 to 2014 (the latest available).
Data on court proceedings for calendar year 2015 is planned for publication in May 2016.

To ask Her Majesty’s Government what stage they have reached in their consideration of amending legislation in order to ensure that convicted murderers who persist in refusing to reveal the location of bodies of victims are prevented from being released on parole; and when they expect to introduce legislation to that effect.

I can sympathise with the anguish caused to the families of victims where the whereabouts of their loved one is unknown and the offender wilfully fails to co-operate. Such behaviour is already taken into account by the court when sentencing the offender, and by the independent Parole Board when assessing an offender’s eligibility for possible release. The Prisons Minister has written to the Parole Board asking it to consider reviewing its guidelines on this issue.
