    To ask the Secretary of State for Business, Innovation and Skills, what plans his Department has to ensure that a privatised Green Investment Bank will support the UK’s cities, regions and nations in creating robust low carbon economies.

    The Green Investment Bank (GIB) can best contribute to UK green policy objectives by doing what it does best – achieving the demonstration effect and mobilising much needed private capital into green sectors.

    GIB will continue to perform that role in private ownership – getting more investment into green sectors that are relatively mature but nevertheless suffer from a lack of investment

    In private hands, GIB will have access to much more capital than if it remained in Government hands – and will be able to have a bigger impact.

    The arrangements in place for the Crown Transformation Programme were specific to this significant programme which encompassed the entire Crown network and which was a directly government funded investment programme. How Post Office handles business as usual changes to its branch estate is an operational matter for it. Post Office has a Code of Practice for changes to the network (such as relocations of branches) and this includes a role for Citizen’s Advice.

    The last time that litter was removed from the southern end of the M11 in East London was 17 March 2016.

    Highways England clears litter from the M11 on a daily basis, on the sections where it safe to do so, without using traffic lanes, such as the verges with hard shoulders. The M11 slip roads and verges with no hard shoulder are litter picked on a six weekly cycle with lanes closed to protect the work force.

    To ask the Secretary of State for Environment, Food and Rural Affairs, what the Government’s policy is on (a) European Commission and Parliament proposals to reduce the routine overuse of antibiotics in farming and (b) proposals for (i) an EU-wide ban on the routine use of antibiotics in groups of food-producing animals where no disease has been diagnosed in any of the animals and (ii) restrictions on metaphylactic use.

    The objective of the review of EU legislation on veterinary medicines and medicated feeds includes tackling the threat of antibiotic resistance. The government supports measures that will provide a framework for reducing the use of antibiotics in livestock, including restrictions on preventative use.

    When one or more animals have been exposed to a bacterial disease threat and could be sub-clinically infected, the metaphylactic use of antibiotics may be essential to maintain health and welfare.

    The Housing & Planning Act 2016 introduced a power enabling local authorities to apply to the First tier tribunal for a banning order against a person or organisation who has been convicted of a banning order offence. Banning order offences will be specified in regulations following a public consultation and will be subject to the affirmative procedure. We are planning to introduce this power on 1 October 2017.

    My Department has no plans to commemorate the 350th anniversary of the passage into law of the Nonconformists Act 1665.

    The Nonconformist Act was rightly repealed in 1689.
