    To ask the Secretary of State for the Home Department, what humanitarian support the Government is offering in refugee camps in (a) Lesbos, (b) Idomeni, (c) Calais, (d) Dunkirk and (e) other locations.

    Asylum seekers and refugees in other Member States are the responsibility of the authorities of those countries. Member States, furthermore, are bound by EU and international legal obligations to provide adequate care and reception to asylum seekers and refugees within their territory.

    The UK, nevertheless, continues to provide practical support to other Member States and both France and the UK are committed to finding a sustainable solution to the situation in Calais. Under the UK-France Joint Declaration of 20 August, the UK committed to providing a £3.6 million (or €5 million) per year for two years to help support a range of work to manage the migrant population in Calais, in particular to provide support and facilities elsewhere in France. Additionally, the UK has provided £530,000 (€750,000) to fund a project to identify those in the camps at risk of trafficking and exploitation, to transfer them to places of safety; and to provide them with appropriate support within the French system.

    In addition to our work with France, we are also providing practical support to Greece through the European Asylum Support Office by deploying UK asylum experts to the border control ‘hotspot’ in Lesbos to assist with the swift screening of asylum applicants arriving there. We stand ready to provide further such assistance where necessary.

    To ask the Secretary of State for Transport, how many staff in his Department and non-departmental public bodies receive (a) home to work travel allowance, (b) a car allowance and (c) subsidised health insurance.

    As a legally compliant employer we do provide healthcare benefits where we have a legal obligation to do so imposed by The Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE). This means that where staff transfer with their work into the Civil Service then we are legally obliged to match their terms and conditions and these might include travel allowances and subsidised health insurance

    No staff in the Department currently receive a home to work travel allowance, a car allowance or subsidised health insurance, which compares to the position before 2010 where fewer than 5 staff received subsidised health insurance.

    The number of staff in the Department for Transport’s non-departmental public bodies who currently receive a home to work travel allowance, a car allowance or subsidised health insurance is shown in the table below:

    NHS England has advised that it is not changing its commissioning policy in relation to post exposure prophylaxis after sexual exposure to HIV (PEPSE). However, NHS England is aiming to produce guidance to clarify how contractual arrangement for PEPSE can work in sexual health services that are no longer provided by the National Health Service and or have no experience of prescribing of antiretroviral drugs to enable appropriate levels of monitoring for quality and safety. NHS England remains committed to reimbursement for the appropriate use of PEPSE.

    The Child Friendly Church Award, now achieved by well over 100 churches in the Diocese of Blackburn, places children at the centre of the worship & ministry of our parish churches. This ensures that mothers who wish to breastfeed will find a warm welcome and adequate provision in these churches. We are grateful to the honourable member for the interest he continues to take in the detailed domestic affairs of the parishes of the diocese. I would encourage him to take this up with the Bishop in his own diocese with regard to making progress at a local level.

    To ask the Secretary of State for Culture, Media and Sport, what discussions he has had with Ofcom on introducing requirements on communications providers to improve access to relay video services since Ofcom’s review of relay services on 2011-12.

    DCMS has had several discussions with Ofcom to promote the provision of video relay services in the UK. In addition we have hosted meetings of the eAccessibility ForumVideo Relay Services Providers Working sub-group and have written to the FTSE 100 companies to challenge them to introduce the service.

    We welcome the increasing number of companies offering video relay services. Public facing Government departments will continue to work with interested parties to ensure this positive progress continues.
