The Airports Commission shortlisted three airport expansion schemes, two at Heathrow and one at Gatwick. The Airports Commission considered that all three of the shortlisted schemes were commercially viable and privately financeable.
The Government is carefully considering all the evidence set out, including that on costs and financing, before making a decision on additional runway capacity.

To ask the Secretary of State for Education, what assessment she has made of the effect of increasing free childcare provision to 30 hours per week on (a) the number of childcare places, (b) child to adult ratios in nursery settings and (c) the number of nurseries which offer free childcare provision.

Introducing the new entitlement to 30 hours of free childcare for working parents will require growth in the childcare market which the Government is confident can be achieved. We know that many working families with three- and four-year-olds already use more than 15 hours of childcare so many of the required childcare places already exist. We also believe that there is some existing spare capacity in the system to help deliver the new entitlement. The Government is committed to keeping the existing child to adult ratios and has no plans to change them to deliver the extended entitlement.
We have already made significant progress in ensuring that there are more childcare places available with an increase of 230,000 places since 2009. Furthermore, data from the Childcare and Early Years Provider Survey (2013) showed that 97% of full day care settings that took three and four-year-olds offered funded places. The childcare sector is healthy, vibrant and growing. During the last Parliament, it demonstrated its ability to respond to the extension of the free entitlement to disadvantaged two-year-olds.

To ask the right hon. Member for Meriden, representing the Church Commissioners, what steps each Anglican church in the Diocese of Blackburn is taking to assist Syrian refugees.

The Diocese of Blackburn is working alongside other dioceses of the Church of England and local faith communities to coordinate their response to assist Syrian refugees. Churches in the diocese have been advised of the type of assistance that can most usefully be offered, working in conjunction with local authorities and other faith communities.
The three bishops of the Diocese of Blackburn were amongst the signatories to the letter from Church of England bishops to the Prime Minister, which welcomed the commitment of the Government to provide aid and resettlement, while calling on it to resettle substantially more than 20,000, and made clear the Church’s commitment to help in that task.

NHS England is working with the British Medical Association’s General Practitioners Committee (GPC), NHS Employers, the Department and academic partners on the review to develop a formula that better reflects the factors that drive workload, such as age or deprivation.
It is intended that the review of the Carr-Hill formula will inform the 2017-18 GP contract. This would be subject to agreement with the GPC. NHS England does not intend to publish the outcome of the technical review until agreement has been reached to apply the revised formula.

To ask the Secretary of State for the Home Department, how much funding her Department plans to allocate to the College of Policing for (a) digital media investigators and (b) the mainstreaming cyber-crime training in each of the next three years.

The Home Office provides the College of Policing with annual funding through grant in aid, with some specific funding uplifts to develop certain programmes.
Development of the Digital Media Investigator (DMI) training, run by the College of Policing, will be funded by the Home Office for 2016/17 at a cost of £635,448. After this financial year the College will be expected to meet the costs of continuing the training though their grant in aid or a re-charge to forces.
The National Cyber Security Programme (NCSP) provides investment to increase the cyber security of the UK. The NCSP funded the development of the second phase of the Mainstream Cyber Crime Training course which was launched on 30 September 2015 by the College of Policing. This is a modular course consisting of a series of self-teach and interactive modules accessible to all police officers and staff, which gives an introduction to how to recognise and investigate cyber crimes. The course was developed so that once it was rolled out, there would be no ongoing cost to the College into 2016/17 and future years. It has now been licensed to forces to deliver themselves.
Since the introduction of the College of Policing’s Cyber Crime Training course for all police forces, which was rolled out nationally in February 2014 4,394 officers successfully completed it. The College of Policing reported on 30 March 2016, that 1,014 police officers had received DMI training up to that point.
