Cabinet Office officials have been working with Local Enterprise Partnerships (LEPs) – including the hon. Member’s LEP, Leeds City Region – and the Big Lottery Fund to agree European Social Fund match-funding arrangements. This funding will invest in local projects tackling the root causes of poverty, promoting social inclusion, local jobs and growth. Social enterprises and charities are well placed to get involved in these opportunities.

The Prime Minister, my Rt Hon. Friend the Member for Witney (Mr Cameron), did so on 7 March when he met Turkey’s Prime Minister, Ahmet Davutoğlu, and underlined the importance of protections for a free press and human rights in Turkey. The Foreign Secretary, my Rt Hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), set out the UK’s concerns on freedom of expression when he met his Turkish counterpart on 12 March. The Minister for Europe, my Rt Hon. Friend the Member for Aylesbury (Mr Lidington), discussed media freedoms and rule of law issues when he met Turkish Deputy Prime Minister Şimşek on 12 March. We continue to underline the importance of freedom of expression and all fundamental freedoms as part of our broader dialogue with the Turkish government.

To ask the Secretary of State for Environment, Food and Rural Affairs, what the Government’s policy will be on supporting further protection through an uplisting of (a) elephants, (b) rhinos and (c) lions at the forthcoming CITES Conference of the Parties in September 2016.

Proposals on the listing protection of 60 species have been submitted to the 17th Conference of Parties (CoP17) to the Convention on International Trade in Endangered Species (CITES). Uplisting proposals for elephants and lions will be discussed but there is no proposal on rhinoceroses, which are already generally subject to the highest level of protection.
All these proposals will be assessed against the scientific criteria for listings set out in the Convention and, where justified, the UK will advocate further protection to support the survival of endangered species. This includes in negotiations with the other Member States of the EU to ensure our positions on proposals are taken into account before the final negotiating position for the EU and its Member States is agreed.

To ask the Secretary of State for International Trade, what policies UK Export Finance has developed for investigating transactions involving foreign bribery which cannot be investigated by law enforcement authorities.

UK Export Finance takes issues of bribery extremely seriously. It takes precautions, including by making reasonable enquiries, to avoid financial loss by becoming involved in transactions that may be tainted by corruption.
Before providing support, it carries out anti-bribery due diligence in line with the 2006 OECD Bribery Recommendation. This informs how export credit agencies such as UK Export Finance should undertake anti-bribery due diligence.
UK Export Finance does not have investigatory powers, but will not grant its support until it has satisfied itself from the information it has available that exports are not tainted by bribery or corruption. Where UK Export Finance suspects foreign bribery it reports it to the Serious Fraud Office.

The Government has provided £780 million to support the roll-out of superfast broadband to 95 per cent of homes and businesses in the UK. In addition we are supporting seven pilot projects to explore ways to extend superfast broadband beyond 95 per cent of UK home and businesses.
