    To ask the Secretary of State for Defence, what progress has been made on the Future Combat Air System.

    As set out in the 2015 Strategic Defence and Security Review (SDSR), we are working in partnership with the UK defence industry and our closest allies to understand and develop the technologies that will be required for future combat air systems (FCAS). No decisions have yet been made as to what this system will consist of, nor the platforms and capabilities that it will include. We are focussing now on developing the core technologies that any such system will require. To do this we have developed and are implementing the FCAS technology initiative. This programme includes the development of an advanced unmanned combat air system (UCAS) demonstrator in partnership with France, bilateral projects with the United States (US) to mature other key technologies and a national programme to maintain the UK’s position as a global leader in the combat air sector.

    In Amiens in March 2016 we agreed to transition to the next phase of the UK/France UCAS programme in 2017 and to develop the full-scale demonstrators by 2025. In addition to the current projects we are in discussions with the US and other allies to understand areas of mutual interest for further collaborative work.

    To ask Her Majesty’s Government what assessment they have made of the drought and food shortage in Ethiopia, and what support is being offered to those affected.

    DFID has been following the evolution of the drought and its impact since the middle of 2015, working with the Government of Ethiopia, the UN system and other donors to compile and assess information on rainfall, production and food and non-food needs. On December 11th the Government and the UN Office for the Coordination of Humanitarian Affairs (OCHA) released a Humanitarian Requirements Document (HRD) which assessed that 10.2 million people would need emergency food assistance in the first half of 2016 due to the effects of the drought. This is on top of the 8 million Ethiopians who are chronically food insecure, and who already receive multi-year support through the Government’s rural public works programme. 5.8 million people require assistance obtaining clean water, health and sanitation; and a projected 400,000 children will require treatment for severe malnutrition.

    The UK Government has provided one of the earliest and largest packages of assistance to tackle the effects of the drought. In July, DFID provided £45 million to the response, which provided food to 2.3 million people; nutritional support to 258,000 severely malnourished children; and assistance to water, sanitation and health needs of the drought-affected communities.

    My Department does not hold this data, as decisions about the provision of bus services, including the frequency, the level of fares or agreed local concessions are mainly a matter for the operator concerned.

    Where there is not enough demand for a bus route to be commercially viable in its own right, all local authorities have powers to subsidise bus services, Provision of subsidised services is a matter for individual English local authorities, in the light of their other spending priorities.

    We are very aware however of the importance of bus services to local communities, and in recognition of this we were able to protect Bus Service Operators Grant funding as part of the 2015 Spending Review. We have also protected the national concessionary travel in England for the whole of this Parliament.

    Civil Servants at the Department are contracted to work Monday to Friday. Senior Civil Servants are not eligible to claim any paid overtime for weekend or late working outside of contracted hours.

    In the majority of cases, for civil servants in the delegated grades (AO-G6), overtime is paid in exceptional circumstances and must be agreed in advance with the appropriate senior official. The rate for paid overtime is dependent on the official’s grade and/ or the day worked.

    We have made no such estimates. Whether, and how, councils approach setting up a combined authority is wholly a local matter for them. Creation of combined authorities is central to devolving power to local communities to ensure decisions are made locally.
