    To ask the Secretary of State for Health, what steps his Department is taking to ensure that men make use of mental health services when they need them; and if he will make a statement.

    We have committed to achieving parity of esteem for mental and physical health and improving access to mental health services for all people. We are implementing the first waiting times for mental health services to ensure more people have access to care when they need it and we have increased access to talking therapies through the Improving Access to Psychological Therapies programme.

    We know that men can sometimes be a hard to reach group for some mental health issues such as reducing the risk of suicide and reducing stigma and encouraging men to seek help for their mental health problems.

    We continue to provide financial support to the Time to Change programme which aims to reduce the stigma around mental health and we provide financial support to the National Suicide Prevention Alliance, which involves organisations from across Government, industry and the community, voluntary and charitable sectors to support delivery of the National Suicide Prevention Strategy. Men are highlighted as a high risk group within the National Strategy for whom our suicide prevention activities should be prioritised.

    To ask Mr Chancellor of the Exchequer, what recent assessment he has made of the effect of the Government’s tax reliefs on (a) the film and (b) other creative industries.

    Creative sector tax reliefs play an important role in stimulating investment in an industry that employs 1.8 million people and provides world-class cultural experiences to many more.

    HM Revenue and Customs published official statistics in December 2015 showing that a record 220 films claimed the film tax credit in 2014-15, with the relief supporting over £1bn worth of UK expenditure in the sector.

    Since the reliefs came into force in 2013-14, the high-end TV tax relief has supported almost £600m of expenditure in the industry and the animation tax relief has supported £68 million.     Member States have full autonomy over VAT within an agreed EU framework. Member States can apply a standard rate of VAT no lower than 15 per cent and apply a reduced rate of VAT no lower than 5 per cent.

    This data has not been collected centrally. However, in February this year for the first time the Health and Social Care Information Centre began collecting a range of data about children and young people’s use of secondary mental health services via the new Mental Health Services Dataset. This includes data on whether children and young people using services are looked-after and are, or have been, subject to a child protection plan. Data quality and quantity will take time to build, but we expect a range of national reports to be developed during the course of 2016.

    There are a number of questions relating to the effectiveness of the Italian programme that are not available in published literature. The screening programme had been asked previously to provide unpublished data and information but have not to date done so. I wrote to the Italian government again in February 2016 with no response received. Departmental officials will continue to follow this up.

    To ask the Secretary of State for Education, what the cost to the public purse has been to date of the area-based review of post-16 education in the Liverpool City Region.

    Area reviews are designed to deliver a further education system that meets the economic and educational needs of areas, whilst also ensuring the long term sustainability of colleges to support productivity. The Department and its agencies are undertaking this work without any additional staffing. Additional costs have, therefore, been minimal. Where they have arisen, they have been met by reprioritising existing resources. This has included providing access to additional advice and support from the Further Education and Sixth Form College Commissioners and their teams.
