    Children and young people’s mental health is a priority area for this Government and we are committed to delivering the vision set out in Future in mind, the report published jointly by the Department and NHS England in March 2015. Future in mind forms the basis of the Government’s plans for system wide transformation in children and young people’s mental health and is supported by an additional investment of £1.4 billion over the course of this Parliament. There are no plans to publish any further strategy or framework plans in addition to Future in mind.

    To ask the Secretary of State for the Home Department, what steps she is taking to tackle the increase in sexual offences on Teesside.

    Rape and sexual violence are devastating crimes and the Government has made protecting women and girls from violence and supporting victims and survivors of sexual violence a key priority. We want victims to have the confidence to report these crimes, knowing they will get the support they need and that everything will be done to bring offenders to justice.

    These are under-reported crimes, and the Office for National Statistics report that recent increases in police recorded crime are likely due to improved recording by the police and an increase in the willingness of victims to come forward and report to the police. The number of prosecutions and convictions for sexual offences are at their highest ever levels.

    The Government continues to support improvements to the criminal justice system’s response to victims of sexual violence. We have supported the publication of data on rape for every police force in the country as a basis for improving recording and investigations of rape and ensure that guidance on investigating and prosecuting rape is implemented in every police force area. The Rape Action Plan, led by the Crown Prosecution Service and the police, is helping to ensure that every report of rape is treated seriously and every victim is given the help they deserve.

    To ask the Secretary of State for Transport, what changes the UK is discussing with its European partners to the EU Framework Directive in respect of commercial vehicle body building and conversion; what plans he has to bring forward legislative proposals to amend UK law on this matter; and if he will make a statement.

    The European Commission published its proposal for a new framework on motor vehicle type approval on 27 January 2016 and formal discussions with European partners have not started yet. This new proposal sets out a number of changes to the type approval system to bolster oversight of those undertaking the testing and assessment of new vehicles. The Government will be pressing to ensure that any new measures are proportionate and cost effective. The Department for Transport will consult widely on the changes being proposed. I have no plans to amend UK law until changes to the EU Framework have been agreed.

    To ask Her Majesty’s Government, further to the Written Answer by the Parliamentary Under-Secretary for Health, Jane Ellison, on 28 January (HC23930), how many responses Public Health England’s survey of local commissioning arrangements for sexual health has received (1) in total, (2) from local authorities (LA), (3) from NHS England, and (4) from Clinical Commissioning Groups; and what relationship that survey will have to the LA contraception tool.

    To date Public Health England (PHE) has received 113 responses to its sexual health commissioning survey. The total number of responses received is broken down as follows: 103 local authorities (from a total of 152), seven National Health Service regions (from a total of 13) and three clinical commissioning groups (CCGs) (from a total of 229).

    PHE is actively exploring options to ensure that CCGs are appropriately represented; the options under consideration are reissuing of the survey, surveying a representative sample, or direct interview with CCGs.

    There is no relationship between the commissioning survey and any local authority contraception tool.

    To ask the Attorney General, what procedures are in place to share information from the Serious Fraud Office’s dedicated reporting channel with other investigatory bodies and prosecuting authorities.

    The Serious Fraud Office (SFO) is an intelligence led agency and follows the National Intelligence Model (NIM) when sharing information with law enforcement partners.

    Every report made to the SFO is assessed by a member of its Intelligence Unit in conjunction with other information available. The SFO passes information on to others when it has appropriate intelligence to share. This could be information from a single report, or a collated intelligence package.

    The vast majority of reports made to the SFO are not matters which it can investigate, and are more appropriate for the police or other agencies. Action Fraud is the UK’s national fraud reporting centre. Individuals are asked to report matters directly to them so that Action Fraud can make best use of their information. They will also be given a crime report number for future reference.

    The table below shows the minimum number of intelligence referrals made by the SFO to other agencies which are directly referable to reports made through the dedicated reporting channel(1) since these statistics have been recorded. It also shows the number of SFO investigations opened since 2012 where the initial report to the SFO came through its online reporting system.

    The UK has played a leading role in the development of the Education Cannot Wait fund for education in emergencies and protracted crises, which was launched at the World Humanitarian Summit on 23rd May. The UK has committed to provide £30million in support over two years to the new fund as a founding donor, which was announced by the International Development Secretary at the fund’s launch.

    To ask Her Majesty’s Government whether, in the light of the planned expansion of Luton Airport from 10 million to 18 million passengers a year, they intend to include in the specification for the new Midland Main Line longer-distance passenger service a requirement that four trains per hour per direction should call at Luton Parkway in order to increase the percentage of air passengers arriving by rail.

    The next East Midlands franchise is due to start in July 2018 and we are currently undertaking a process of information gathering to develop the high-level view of the franchise specification. We are due to begin a public consultation later this year to inform the specification. Until the views submitted through the public consultation are understood and further analysis is conducted on the options for the franchise, a firm decision cannot be taken at this stage. I would encourage the noble Lord to make his views known through the formal public consultation process when it opens.

    To ask the Secretary of State for Defence, whether his Department conducted an economic impact assessment of the proposed byelaw changes for the waters between the mainland of Scotland and the Island of Raasay.

    The views submitted by members of the public and other local stakeholders as part of the public consultation on the proposed changes will be used to inform if the Ministry of Defence is justified in producing an economic impact as this is not required as part of the review process.

    Full and proper consultation on the proposed new byelaws with local fishing communities and stakeholders is part of the current byelaws review process. The review was preceded by initial discussions between QinetiQ and local fishing communities over the summer. While the byelaw review has been extended to the end of November 2015, there is no plan to suspend the on-going public consultation phase of the byelaw review.

The Report of the Independent Reviewer of the Justice and Security (Northern Ireland) Act 2007 which contains the requested information is published annually. The next report will be published in January 2016.
