    We continue to make representations on behalf of the six British men in this case. On 1 April the Prime Minister, my Rt Hon. Friend the Member for Witney (Mr Cameron), raised this case for the fourth time with the Indian Prime Minister at a summit in Washington. During April it has been raised again with both the Indian Minister of External Affairs and the Indian Foreign Secretary and with the State Government during the 27-28 April visit to Chennai of the new High Commissioner.

    Department for Education officials hold regular discussions with their counterparts in the devolved administrations to consider the implications of the apprenticeship levy on their own apprenticeship programmes and for cross-border employers.

    We want to ensure that apprenticeship funding works for employers and learners, wherever they are in the UK.

    1. This government’s Productivity Plan responds to the UK’s long-standing productivity gap compared to other some countries. The Institutes of Technology will seek to improve the UK’s performance on intermediate professional and technical skills. It will focus on the higher level skills employers demand, and will provide high-standard provision at levels 3, 4 and 5 – as part of a transformed skills system which is better able to meet local economic needs.

    The information requested is not collected centrally.

    However, the All-Party Parliamentary Group (APPG) on Suicide and Self-Harm Prevention published an Inquiry into Local Suicide Prevention Plans in England (January 2015). The Inquiry included a survey of local authorities by the APPG, which indicated that 70% of local authorities have a suicide prevention plan and 60% have a multi-agency suicide prevention group.

    The number of technologies to be routinely commissioned by NHS England will be determined by the new process.

    The Minimising and Managing Physical Restraint (MMPR) system has been rolled out across the youth secure estate with the exception of Feltham Young offender Institution (YOI), which goes live at the end of February 2016 and Parc YOI, which goes live by the end of this year.

    MMPR will also be rolled out to the under -18 secure escort service for Secure training Centres and Secure Children’s Homes, and will go live in April 2016.

    To ask Her Majesty’s Government whether they contribute to the EU programme of assistance to the Palestinians; what is the gross annual amount of funding for that programme, and what percentage of that funding the UK’s contribution, if any, represents; and what percentage of that programme’s funding is provided to the Palestinian Education Authority.

    The EU is a major donor to both the Palestinian Authority and UNRWA, providing over €290 million in 2016 to the Palestinian people, including the refugees who live outside Occupied Palestinian Territories in the camps of Jordan, Lebanon and Syria. The UK contributes to the EU budget as a whole, not individual instruments within it. The UK’s share on EU expenditure in EU instruments is approximately 14.5%. The EU funding to the Palestinian Authority is through the PEGASE mechanism, providing the salaries for vetted civil servants only.
