    To ask the Secretary of State for Transport, when he expects Deutsche Bahn to commence operating international services from London St Pancras; and if he will make a statement.

    I recognise the international importance of the HS1 network in allowing high-speed rail services from London to reach Europe, whilst noting that no international services currently serve Stratford International station. Eurostar, in which the government recently sold its 40% stake, accesses the HS1 network on an open access basis and is not subject to the terms of a franchise agreement or a contract let by government. Government has no power to direct or specify that Eurostar stops at Stratford International station. A decision made by Eurostar not to serve Stratford International would be as a result of commercial imperatives and priorities, for example, the potential revenue derived from customers using the station or the increased journey time which a further stop would involve. It would not be appropriate for government to interfere with that decision-making process. I have not received any recent representations on this matter from potential or actual train operators; who in any event, should address their questions to HS1 Ltd, as the infrastructure manager, in the first instance; nor have I held any discussions with Eurostar on the matter of services to Stratford.

    Regarding any aspirations of Deutsche Bahn to commence operation of international services from St Pancras International, this is rightly a matter for HS1 Ltd as the infrastructure manager, who I understand have held discussions with a number of potential new entrants, including Deutsche Bahn. It would not be appropriate to comment on any ongoing commercial discussions between those parties.

    The Cabinet Office used 4 FTE over a nine month period in 2014 and 2015, to cover 10 Commercial Capability Reviews. Bain & Company supported the Cabinet Office and HM Treasury with providing assurance that departments were on track with clear plans to ensure they have the right commercial capability, both in the short-term and for their future functions.

    To ask Mr Chancellor of the Exchequer, what steps the Government is taking to support self-employed people who want to buy their own home.

    The Government is committed to making the aspiration of home ownership a reality for as many households as possible. At the Spending Review the Government announced a series of measures which will help people become homeowners. These include plans to deliver 200,000 Starter Homes and 135,000 Shared Ownership homes; increasing the value of Help to Buy equity loans in London to 40% from 25% and extending the Help to Buy: Equity Loan scheme for a further year to 2021.

    These schemes are also supported by the Help to Buy: ISA, through which the Government tops up mortgage deposit savings for first time buyers by up to £3,000.

    Decisions around the availability of individual mortgage loans are commercial decisions for lenders, including what evidence is required to validate income. The Government does not seek to intervene in these decisions.

    To ask Her Majesty’s Government what assessment they have made of the Health Foundation report A Perfect Storm: an impossible climate for NHS Providers’ Finances? which reports a shortfall in NHS funding of £2.8 billion in 2015–16 and predicts a widening gap between demand and funding levels despite proposed efficiency savings.

    The Government has listened and responded to what the NHS has said about the profile of investment it needs to deliver the Five Year Forward View, and that is why we are investing an additional £10 billion that the NHS has said it needs to implement its own plan for the future – with £6 billion frontloaded over 2015-16 and 2016-17.

    For next year (2016-17) we have created the Sustainability and Transformation Fund that will give the NHS the resources it needs to transform and create sustainable services for years to come.

    Delivering the Five Year Forward View, including proposed efficiencies, will put the NHS on a financially sustainable footing by enabling the NHS to live within its means, eliminating organisational deficits and ensuring a balanced NHS budget in each year. We are putting the right measures in place to help spend taxpayer’s money more efficiently, and reduce variation and waste.

    Based on all evidence found, the Tranmere Tunnels were conveyed to the Ministry of Works in 1955 and we are to assume that no disposition occurred in the intervening years. The title now rests, through statutory devolution, with the Department for Communities and Local Government.

    To ask the Secretary of State for Defence, with reference to UK Defence in Numbers, published by his Department in August 2015, how many of the 125 Tornado Combat aircraft referred to in that document are combat ready.

    The Defence in Numbers booklet is a snap shot of the UK’s Defence capability and how we are spending the fifth largest Defence budget in the world. As well as giving details on civilian and personnel numbers and current operations, it also includes a list of the Ministry of Defence’s equipment holdings, the vast majority of which are in service and deployable. We will continue to review the Defence in Numbers booklet to ensure that it best reflects the breadth of defence equipment.

    The pieces of equipment listed in the Defence in Numbers booklet that are not capable for use on the front-line are: Jet provost aircraft, BAE-125 aircraft, Wessex helicopters, Challenger 1 battle tanks, FH70 Towed Howitzers and Chieftain Armoured Vehicles. These platforms are used in either a training or ceremonial capacity.

    Currently 90 Tornado aircraft remain in the operational fleet and are, or could be, returned to combat ready status; this number includes aircraft undergoing periodic deep maintenance and modification which are not immediately available for operational use.
