    To ask Mr Chancellor of the Exchequer, when his Department last conducted a review of the Alternative Fuels Framework.

    The Alternative Fuels Framework (AFF) was set out at Pre-Budget Report 2003, and focused on carbon emissions. Based on the evidence available at the time on Liquefied Petroleum Gas (LPG), the AFF found LPG to result in greater natural environmental damage compared to other road fuel gases. It was determined that the environmental case for LPG was poorer than diesel and so its duty differential should be reduce over time.

    The government continues to review evidence concerning the environmental impact of LPG and will announce any changes to the tax treatment at fiscal events.

    To ask Her Majesty’s Government by what date they expect fairer charges for open access operators on railways to be introduced by the Office of Rail and Road.

    Setting the framework for track access charges is a matter for the Office of Rail and Road (ORR). As the Secretary of State made clear in his Written statement on 17 March, the Government would like to see reforms as soon as possible to ensure a level playing field between operators, and that open access operators pay a fairer contribution to the costs they impose on the network. ORR are considering options as part of their Periodic Review 2018 process, and we consider that any changes to the charging framework could be in place for the start of Control Period 6 in 2019.

    Statistics on Female Genital Mutilation Protection Orders are available on gov.uk. Up to 31 March 2016, 60 applications had been submitted, and 46 Orders had been made.

    Defra does not estimate numbers of households experiencing food insecurity. There is no single definition of food insecurity. The factors that impact on household food security are complex and include economic, social and environmental issues.

    Network Rail has advised that of the schemes at the 80 highest priority worksites over the 2015/16 Christmas/New Year period, only one was cancelled – planned bridge works at Old Lodge Lane at Purley, which were cancelled due to high winds.

    To ask the Secretary of State for Justice, what the level of funding was for coroners in the coroner areas of (a) Birmingham and Solihull, (b) the Black Country and (c) Coventry in (i) 2009-10 and (ii) 2015-16; and what assessment he has made of the implications for such funding of trends in the number of cases dealt with by coroners between those two years.

    The Ministry of Justice does not have operational responsibility for coroner services, as they are funded and run by local authorities. The level of funding for the Birmingham and Solihull, Black Country and Coventry coroner services is a matter for the relevant local authorities and the Ministry of Justice holds no information on this.

    Statistics for deaths reported to coroners, including deaths in state detention and those subject to Deprivation of Liberty Safeguards, are published annually at https://www.gov.uk/government/collections/coroners-and-burials-statistics.

    We do not have information on the number of deaths in state detention reported to coroners in 2010 as this information has only been gathered centrally since 2012. The statistics for 2015 will be published in due course.

    To ask the Secretary of State for Justice, what steps the Government is taking to ensure that prison officers complete Prevent awareness training.

    The National Offender Management Service (NOMS) has a range of Prevent awareness training and briefing packages available for staff.

    Prevent awareness training forms part of the Prison Officer Entry Level training for new prison officers. By the end of this month, over 1800 prison officers will have completed this training in 2015-16.

    In addition NOMS regularly reviews the extremism based training provision available to all staff in prisoner facing roles, adapting it to meet the need of the audience and the changing threat.

    During 2015/2016 over 12,000 directly employed and non-directly employed staff attended such training and briefing events.

    Medicine is an extremely popular career choice and we expect that to continue.

    The new contract for doctors in training will have a positive impact on the working life of doctors and on the training they receive. It introduces stronger safeguards to ensure doctors are not required to work long, unsafe hours, enforced through contractual obligations on employers and external scrutiny of those hours by the Care Quality Commission and the independent Guardian of safe working hours.

    In an oral evidence session to the House of Commons Procedure Committee on 27th April it was noted by the Minister for Sport that though the department had experienced a dip in its performance for timeliness of answers to written questions since May 2015, there has also been a significant improvement in performance in recent months.
